{"id":37701,"date":"2021-07-29T20:37:52","date_gmt":"2021-07-29T20:37:52","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2021\/07\/29\/navy-expands-special-leave-accrual-for-all-sailors\/"},"modified":"2026-08-08T19:53:26","modified_gmt":"2026-08-08T19:53:26","slug":"navy-expands-special-leave-accrual-for-all-sailors","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2021\/07\/29\/navy-expands-special-leave-accrual-for-all-sailors\/","title":{"rendered":"Navy expands special leave accrual for all sailors"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Sailors haven\u2019t had ample opportunities this fiscal year to use up their leave due to the COVID-19 pandemic, according to Navy leaders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019s why the service is expanding its <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2021\/06\/22\/special-leave-accrual-may-continue-for-service-members-affected-by-pandemic-restrictions\/\" target=\"_blank\">special leave accrual<\/a> policy for all sailors \u2014 regardless of duty station, according to a NAVADMIN released July 28.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While sailors have been permitted to carry over up to 120 days of leave under a 2020 Pentagon special leave accrual policy in response to the COVID-19 pandemic, the Navy\u2019s updated guidance makes several key changes. First, it extends the amount of time sailors may carryover a leave balance greater than 60 days by an additional year, from Sept. 2023 to Sept. 2024.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And secondly, it means leave accrued during all of fiscal year 2021 will go toward a sailor\u2019s <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2020\/10\/30\/heres-how-sailors-can-use-their-special-leave-accrual-through-september-2023\/\" target=\"_blank\">special leave accrual<\/a> balance, according to <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2020\/11\/18\/cnp-the-navys-not-ready-to-pull-that-trigger-and-change-its-beard-policy\/\" target=\"_blank\">Chief of Naval Personnel Vice Adm. John Nowell Jr.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat we do in the Navy is hard on a normal day,\u201d Nowell told reporters Thursday. \u201cAnd then when you look at COVID, we know that it\u2019s important for folks to have a chance to take some time off.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although Nowell admitted it isn\u2019t always easy to take leave, he said that the Navy is encouraging sailors to take time off to \u201crest and recharge\u201d rather than \u201choard that leave.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon originally announced in April 2020 it was modifying its leave-accrual policy because of canceled leave and travel restrictions due to the COVID-19 pandemic.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/pentagon-congress\/2020\/04\/16\/canceled-spring-break-troops-can-now-carry-over-up-to-120-days-leave-this-year-thanks-to-covid-19-travel-ban\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/D3-The_Pentagon_US_Department_of_Defense_building.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Canceled spring break? Troops can now carry over up to 120 days leave this year, thanks to COVID-19 travel ban<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The new policy, backdated to March 11, allows troops to accumulate more than the standard 60 days of leave \u2015 though no more than 120 \u2015 through September 30. They will have until Sept. 30, 2023 to use up that excess leave.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Under that policy, service members could acquire more than the standard 60 days of leave up to 120 days between March 11, 2020, and Sept. 30, 2020. They could then use that leave through Sept. 30, 2023.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Leave that was earned after Oct.1 2020 was subject to normal leave policies \u2014 meaning it would go toward the service member\u2019s total leave balance and would be used first before service members utilized any days from their special leave accrual balance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But fiscal year 2021 didn\u2019t present dramatically different circumstances for sailors, according to Fleet Master Chief Wes Koshoffer. That\u2019s why the Navy wanted to give sailors an additional opportunity to earn more time off, since there hasn\u2019t been \u201cample opportunity to use the leave,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe conditions have varied so much region to region, area to area,\u201d Koshoffer told reporters. \u201cRather than try to parse out from one sailor to another in a unique circumstance, it really just made sense to pursue special leave accrual again for the entirety of the Navy, all sailors.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The special leave accrual policy modification permits enlisted sailors to \u201csell back\u201d any leave they have that exceeds 120 days, but this is something a sailor may only do once in his or her career. Air Force offers 2 months of extra leave valid for three years<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The military wants to give people more opportunities to take a break after a stressful and unusual year.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Navy isn\u2019t the only service to expand the special leave accrual policy amid the COVID-19 pandemic. The Navy\u2019s latest update also applies to the Marine Corps, according to Nowell.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Furthermore, the move comes after the Air Force unveiled this week that the service was allowing them to accrue additional vacation days for the remainder of the fiscal year \u2014 up to 120 days \u2014 and use that up until Sept. 30, 2024.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force\u2019s policy also applies to Space Force Guardians, along with Air National Guard and Air Force Reserve
