{"id":38089,"date":"2018-06-13T20:56:27","date_gmt":"2018-06-13T20:56:27","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2018\/06\/13\/air-force-officer-who-deserted-worked-for-california-university-system\/"},"modified":"2026-08-07T21:07:40","modified_gmt":"2026-08-07T21:07:40","slug":"air-force-officer-who-deserted-worked-for-california-university-system","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/06\/13\/air-force-officer-who-deserted-worked-for-california-university-system\/","title":{"rendered":"Air Force officer who deserted worked for California university system"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">OAKLAND, Calif. \u2014 An Air Force officer with top security clearance who vanished 35 years ago and was arrested in California last week worked for years as a consultant for the University of California system, former colleagues said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">University system colleagues knew <a href=\"https:\/\/www.airforcetimes.com\/news\/your-air-force\/2018\/06\/08\/air-force-captures-deserter-35-years-after-he-disappeared\/\" title=\"\" class=\"\" target=\"_blank\">William Howard Hughes Jr. <\/a>as a personable, brainy number cruncher for the system\u2019s vast health benefits program, the <a href=\"https:\/\/www.sfchronicle.com\/crime\/article\/Man-who-Air-Force-calls-most-wanted-fugitive-12989359.php\" title=\"\" class=\"\" target=\"_blank\">San Francisco Chronicle<\/a> reported Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force Office of Special Investigations said Hughes was charged with desertion and is being held at Travis Air Force Base in California. They said he was living under the name Barry O\u2019Beirne.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Official records show that O\u2019Beirne used Timothy as a middle name.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis just floors me,\u201d Judy Boyette said, a San Francisco attorney who signed O\u2019Beirne\u2019s consulting contracts when she ran human resources and benefits at UC more than a decade ago. Looking at a photo of her former colleague in custody, Boyette was stunned. \u201cMy gosh, that\u2019s Tim! Oh, my word. That is unbelievable. But that\u2019s him! Wow.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Boyette and other University of California system colleagues said they knew him as a cheerful health benefits actuary and consultant for Deloitte in San Francisco who was contracted to work in the office of the system\u2019s president during the mid-2000s.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They described him as smart, articulate, kind and very likable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe thing I loved about him was that he could relate to everybody. Just a very nice personality,\u201d Boyette said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Stephanie Rosh, a retired insurance manager at UC, worked with O\u2019Beirne for years. She called him a leader and considered him a friend.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHe is very smart,\u201d she said. \u201cAlways had a wry sense of humor. Always joking.\u201d And when the staff was tired, \u201che might take the whole team out after work. A team player.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Neighbors in Daly City, California, also knew him as \u201cTim\u201d and described him as a quiet man who kept to himself but was always pleasant and never left the house without wearing his San Francisco Giants cap.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hughes was apprehended after a passport fraud investigation, the Air Force Office of Special Investigations said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He told authorities after his capture that he was depressed about being in the Air Force and decided to leave, saying he created a fake identity and lived in California since he vanished in 1983, according to the statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hughes was involved in classified planning and analysis of NATO\u2019s control, command and communications surveillance systems during the Cold War. He specialized in radar surveillance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A captain at Kirtland Air Force Base, Hughes was 33 and single when he vanished, according to news reports from the time of his disappearance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s unclear if he had an attorney who could comment on his behalf.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>An
