{"id":40706,"date":"2020-07-02T18:43:32","date_gmt":"2020-07-02T18:43:32","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2020\/07\/02\/official-photos-may-again-be-removed-from-officer-selection-boards\/"},"modified":"2026-08-08T19:54:27","modified_gmt":"2026-08-08T19:54:27","slug":"official-photos-may-again-be-removed-from-officer-selection-boards","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2020\/07\/02\/official-photos-may-again-be-removed-from-officer-selection-boards\/","title":{"rendered":"Official photos may again be removed from officer selection boards"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Navy plans to assess whether it should include official photos in officer promotion packages, one of the questions that will be addressed by the task force that\u2019s looking into inclusion and diversity in the sea service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2020\/06\/25\/army-ditches-promotion-photos-as-part-of-an-effort-to-eliminate-unconcious-bias\/\" target=_blank>Army announced last month<\/a> that it would do away with the official photos as part of officer promotion boards starting in August, part of an effort to eliminate unconscious bias from the process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Chief of Naval Personnel <a href=\"https:\/\/www.navy.mil\/navydata\/bios\/bio.asp?bioID=716\" target=_blank>Vice Adm. John B. Nowell Jr.<\/a> told reporters Thursday that the Navy will be deliberate and take its time with such a decision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy last removed official photos from promotion records in 2016, before an about-face brought them back in 2018.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officer photos are one of several areas under review by \u201cTask Force One Navy,\u201d which stood up this week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPromotions are based on an individual\u2019s record of performance, not their race or gender, and we want to ensure that biases, conscious or unconscious, do not have any role in this important decision-making process,\u201d Nowell said in a statement to Navy Times. \u201cIf we truly want to become \u2018One Navy,&#8217; then we must have a navy where everyone has an equal chance at promotion.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/2018\/11\/09\/officer-record-photos-to-again-be-seen-by-boards-what-you-need-to-know\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"207\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Officer-Record-Photo1.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Officer record photos to again be seen by boards \u2014 what you need to know<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">After a two-year hiatus, Navy leaders have reinstated the requirement.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Nowell told reporters Thursday morning that he believes the task force will result in more than just brass-level posturing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019ve seen plenty of task forces,\u201d he said. \u201cWe\u2019re sensitive to the fact that a lot of times, something happens, you set up a task force, it comes up with recommendations \u2026 then, quite frankly, three years later a similar crisis occurs, you dust off the task force recommendations from three years past and say, \u2018Why didn\u2019t we do this, why didn\u2019t we implement that?\u2019\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The task force will assess everything from advancement to recruiting and military justice, the Navy said this week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve done a lot there in the past, we have a lot of data,\u201d Nowell said of certain areas the task force will study. \u201cThe question is, what have we not moved on enough, what have we not moved on quickly enough, what have we missed?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The task force is expected to present its initial findings to Adm. Mike Gilday, the chief of naval operations, by the end of July, with further reporting due in December, according to Cmdr.
