<a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2022\/02\/04\/no-hot-water-ac-or-doors-with-locks-for-junior-troops-forced-to-live-in-hellish-walter-reed-base-barracks\/\" target=\"_blank\">an investigation<\/a> revealing how junior enlisted troops have gone without hot water for years in the barracks aboard the base that houses <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2022\/02\/04\/no-hot-water-ac-or-doors-with-locks-for-junior-troops-forced-to-live-in-hellish-walter-reed-base-barracks\/\" target=\"_blank\">Walter Reed National Military Medical Center<\/a>, Navy officials said Thursday they are moving fast to rectify the problems they admit to having known about for years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Navy leaders and the command of <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2022\/02\/04\/no-hot-water-ac-or-doors-with-locks-for-junior-troops-forced-to-live-in-hellish-walter-reed-base-barracks\/\" target=\"_blank\">Naval Support Activity Bethesda, Maryland<\/a>, have established <a href=\"https:\/\/www.cnic.navy.mil\/regions\/ndw\/installations\/nsa_bethesda\/ffr\/uhupdates.html\" target=\"_blank\">a website<\/a> with updates on progress made to alleviate hot water issues and other problems in the two barracks buildings, Comfort and Sanctuary halls.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked why the Navy appears to have only started moving with urgency to fix the issues after they were made public, NSA Bethesda spokesman Jeremy Brooks blamed \u201can environment with limited resources and budgetary constraints.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe don\u2019t always have the solutions we would like to have,\u201d he said in an email.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRecognizing the quality of life issues the living conditions presented, Navy leadership made additional resources available to accelerate the repairs while maintaining suitable living arrangements for the residents,\u201d Brooks said. \u201cWe\u2019re happy to have that assistance and grateful for the speed it (sic) has come together.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hundreds of junior sailors and soldiers were moved out of the affected barracks on Saturday, the day after <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2022\/02\/04\/no-hot-water-ac-or-doors-with-locks-for-junior-troops-forced-to-live-in-hellish-walter-reed-base-barracks\/\" target=\"_blank\">Navy Times<\/a> published its report on the conditions.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2022\/02\/05\/no-hot-water-ac-or-doors-with-locks-for-junior-troops-forced-to-live-in-hellish-walter-reed-base-barracks\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" class=\"smg-interstitial-link__excerpt\">The problems aboard Naval Support Activity Bethesda have been going on for years, young sailors and soldiers say.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The barracks issues have aroused the attention of <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2022\/02\/09\/hellish-walter-reed-base-barracks-now-in-congress-sights\/\" target=\"_blank\">Congress<\/a>, and <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2022\/02\/09\/hellish-walter-reed-base-barracks-now-in-congress-sights\/\" target=\"_blank\">Rear Adm. Michael Steffen<\/a>, commandant for Naval District Washington, was expected to brief congressional staffers on Friday, according to his spokesman.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One corpsman \u2014 a sailor working in a medical setting, who requested anonymity because they were not authorized to speak on the matter \u2014 told Navy Times Thursday that being moved into a room with working hot water allows everyone to \u201cdecompress and prepare for the next day.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The lack of hot water while working in a COVID ward posed \u201ca major hygiene issue,\u201d the corpsman said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBasic hygiene is soap and warm water,\u201d the corpsman said. \u201cWe were missing the warm part of that.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Others outside the Navy are questioning how this was ever allowed to happen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The national commander of the American Legion, <a href=\"https:\/\/www.legion.org\/commander\/254878\/not-just-walter-reed\" target=\"_blank\">Paul Dillard<\/a>, called the Navy Times report a \u201cgut punch,\u201d and cited past scandals involving military housing in <a href=\"https:\/\/www.legion.org\/commander\/254878\/not-just-walter-reed\" target=\"_blank\">a statement<\/a> posted to the organization\u2019s website on Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI hope that history is not repeating itself,\u201d Dillard wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He added that he will be addressing a joint congressional committee next month, and that \u201cyou can bet that this will be a major topic of discussion.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe men and women who choose to serve in our all-volunteer force have many other attractive options,\u201d Dillard wrote. \u201cThey should not be subject to living in third-world conditions while serving a first-world nation.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2022\/02\/09\/hellish-walter-reed-base-barracks-now-in-congress-sights\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP18331752474170-2.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Hellish Walter Reed base barracks now in Congress\u2019 sights<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The move follows a Navy Times investigation last week that exposed how low-ranking troops have lived without hot water for years in some buildings.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Brooks told Navy Times Thursday that the cost and completion dates for the repairs to Sanctuary and Comfort halls were not yet known, and as a result, it remains unclear when affected troops will be able to return to the barracks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The update website states that the mixing valve issue that has afflicted Sanctuary Hall, which was built in 2014 for about $63 million, was repaired Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sanctuary Hall\u2019s issues involve insufficient hot water supply to accommodate the hundreds of residents there during peak hours, according to the site.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAnother significant issue involving one of the hot water heaters was also identified and repaired,\u201d the site states. \u201cPublic Works will continue to evaluate system performance to identify any other issues that could impact the supply of hot water.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During a Feb. 3 town hall, before the barracks issues became public, base commanding officer Capt. Scott Switzer told attendees that he wasn\u2019t sure if the valve needed to repair Sanctuary Hall was in stock, according to a recording of the meeting obtained by Navy Times, <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those who have opted not to temporarily move out of Sanctuary Hall are \u201cadvised to try and plan their hot water usage outside of peak hours,\u201d from about 6 a.m. to 8 a.m. and from 5:30 p.m. to 7:30 p.m., the site states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Comfort Hall was built in 1986 and cost about $11 million in that year\u2019s dollars, according to base officials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But for reasons that remain unclear, it was built without a hot water loop that could supply hot water to the third and fourth floors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe started work in December of 2021 on a project to improve the situation, but encountered some unforeseen conditions which must also be addressed,\u201d the command site states. \u201cThe end result will be an increase in the amount of available hot water.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moving everyone out of Comfort Hall is allowing the Navy to accelerate the work, according to the site.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Updates will be posted to the site as the situation develops and affected residents will receive updates via their chain of command, the site states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hot water is not being redirected to other buildings, the site notes.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2022\/02\/07\/young-sailors-and-soldiers-are-moved-out-of-hot-water-less-walter-reed-base-barracks\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP18331752474170.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Young sailors and soldiers are moved out of hot water-less Walter Reed base barracks<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The move came a day after a Navy Times investigation exposed how troops in the affected buildings had been living without basic creature comforts for years.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">An air conditioning outage last summer in Sanctuary Hall \u2014 also highlighted in the Navy Times report \u2014 was caused by a chilled water pump failure, according to the site.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The site states that the outage lasted three weeks, but affected sailors told Navy Times that the issues spanned months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFollowing the repair, the installation Public Works Department oversaw a room-to-room assessment of reported faulty temperature controllers to ensure proper temperature and air flow,\u201d the site states. \u201cAs a result of the maintenance reporting gap, there may be more faulty temperature controls that were reported but not addressed.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Affected residents should \u201creport it again so this can be looked into and corrected as soon as possible,\u201d the site states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Switzer acknowledged at last week\u2019s townhall that \u201ctrouble tickets\u201d submitted by affected residents in the recent past were not being properly handled.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe reviewed our ticketing process and identified a specific step that wasn\u2019t being properly executed by our staff,\u201d Brooks said, adding that this information would soon be added to the updated site. \u201cAs a result of that gap, some of the maintenance issues were not being addressed after being submitted. We\u2019ve addressed the problem and Capt. Switzer is tracking the response.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some sailors told Navy Times last week that the locks to their doors in the coed Comfort Hall would break, and that superiors told them to just leave their door propped open, which raised safety concerns among some female residents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe key card lock systems in (Comfort Hall) are no longer supported by the original manufacturer,\u201d the site states. \u201cA new contract was procured from a separate company to continue repairing system parts as needed, but the fixes sometimes fail.
