Col. Christopher Kinsey had commanded the <a href=\"https:\/\/www.public.navy.mil\/netc\/centers\/cnatt\/newriver\/Default.aspx\" target=\"_blank\">Center of Naval Aviation Technical Training-Marine Unit New River<\/a> in North Carolina since 2017. <a href=\"https:\/\/www.public.navy.mil\/netc\/Default.aspx\">Naval Education and Training Command<\/a> announced his relief last month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The name of the female sergeant who allegedly was subjected to Kinsey\u2019s anytime text messages and invites to go swimming was redacted in the report released in response to a Freedom of Information Act request.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Also cloaked were the investigating officer\u2019s recommendations, aside from one \u201cthat the allegation of sexual harassment be substantiated.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe definition of sexual harassment is met by the facts revealed in this investigation,&#8221; the report states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The alleged misdeeds occurred in February, after the woman arrived at the command and developed what the investigation determined was a good reputation among her colleagues, according to the investigation completed by Marine Corps Installations East-Marine Corps Base Camp Lejeune.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cLtCol Kinsey made repeated unwelcome verbal comments and gestures of a sexual nature during face-to-face interactions\u2026that negatively affected her emotional and psychological welfare and interfered with her work performance,\u201d the investigator wrote.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/04\/18\/co-of-aviation-training-unit-canned\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" canned<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A Navy spokesman said he was relieved \u201cdue to loss of trust and confidence in his ability to command.\u201d<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Kinsey could not be independently reached for comment and his civilian attorney, Eric Kopka, did not return calls seeking comment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a written March statement, Kinsey insisted he had never sexually harassed the sergeant or any other Marine during his 28-year career.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI maintain an open door policy for all of my Marines, regardless of rank, and I believe in intrusive leadership, knowing who my Marines are, interacting with them on a daily basis, and remaining available to them for guidance whether it is in person or through electronic communications,\u201d he wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Staff members describe Kinsey as \u201cvery personable\u201d and told the investigator that he \u201cinteracts with nearly everyone in the command.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Marine Corps spokesman Nathaniel Fahy said Thursday that any further disciplinary action against Kinsey \u201cIs still pending adjudication and currently under the cognizance of the commander, Marine Corps Installations Command.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both Kinsey and the sergeant are married but live apart from their spouses, according to the probe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The investigator chides Kinsey for his \u201ccasual and friendly text messages\u201d with the Marine during the day, night and weekends.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThese are inappropriate communications between a commanding officer and a (Marine) within his chain-of-command,\u201d the report states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The sergeant was \u201cenamored and attracted to her Commanding Officer, LtCol Kinsey, with an aspiration to gain his attention and approval,\u201d noncommissioned officers were charged with misconduct during the course of the 13th MEU\u2019s deployment cycle.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The investigators characterized the days between Feb. 9 and Feb. 18 as a period of fraternization, but from the 19th to the 25th of that month Kinsey\u2019s \u201creckless conduct\u201d grew to include \u201cunwelcome sexual advances.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kinsey spoke of meritoriously advancing the Marine, and while he \u201cdid not explicitly communicate acceptance of his subtle sexual advances as a condition of career (advancement), he had implicitly done so on multiple occasions by voicing comments concerning his intention to meritoriously promote (the Marine),\u201d the report states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He gave the sergeant a lift on Feb. 19 and told her she was \u201ctesting his moral compass\u201d while looking at her \u201cas if she was an \u2018object on display,\u2019\u201d the investigator wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The two went swimming at the base later that day, and again Kinsey told the sergeant repeated that she was testing his moral compass, according to the report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He also \u201cmoved closer to her in the pool and suggested that they sink to the bottom of the pool so she can give him a hug,\u201d the report states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kinsey denied this and other allegations in an interview with the investigator, according to the report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kinsey winked at her during a graduation ceremony the following day and selected her for a position that would bring her closer to his office \u201cfor personal reasons,\u201d the investigator wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The sergeant\u2019s immediate chain noticed a difference in the woman\u2019s disposition along the way.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Feb. 25, she went to his office and he told her she should change his name in her phone to \u201csomething sexy,\u201d according to the report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She didn\u2019t have her swimsuit that day, so Kinsey asked if she was wearing a sports bra and \u201cthrew a pair of his PT shorts in her lap,\u201d insisting \u201cthat she then has what she needs to swim with him that afternoon,\u201d the report states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI always have extra PT shorts and would lend my PT gear to other Marines if they need it,\u201d he told the investigator.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the sergeant grew uncomfortable with texting her CO every day, she didn\u2019t show it in the texts, according to the report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHowever, her statement clearly articulated her apprehension toward LtCol Kinsey,\u201d the investigator wrote. \u201cOther family members were also informed of her worries.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Feb. 13, during swim talk, Kinsey texted \u201cI can help you with some techniques,\u201d and she told him he looked younger than another Marine whose name is redacted.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a sergeant texted Kinsey late after she had been drinking to say she hoped he was having a good night.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kinsey told the investigating officer that he regularly texted with other Marines about meals and exercise, according to the report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When the investigator asked whether Kinsey typically sends \u201clate evening text(s)\u201d to his NCOs, Kinsey told her that \u201cnutrition is a topic that I routinely discuss with others.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The investigator showed Kinsey a text he sent to the sergeant at one point that read \u201chope ur day was amazing\u201d and had a heart emoji at the end.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI showed LtCol Kinsey the text
