William B. Swanbeck that same day, according to <a href=\"https:\/\/www.ncis.navy.mil\/\" target=_blank>Naval Criminal Investigative Service<\/a> records.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Swanbeck, 43, was fired as commander of the fast attack submarine <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/06\/19\/navy-fires-submarine-co\/\" target=_blank>Montpelier<\/a> a week later.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At his December court-martial, Swanbeck was sentenced to a reprimand and forfeiture of $1,500 a month for 11 months, Navy officials said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Swanbeck\u2019s charge sheet shows he initially faced several conduct unbecoming specifications in connection to events in Groton, Connecticut, on June 10 and 11, 2018.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2020\/02\/14\/sub-commander-convicted-for-inappropriate-relationship-with-enlisted-sailors-spouse\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Swanbeck-Taking-Command.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Sub commander convicted for \u2018inappropriate relationship\u2019 with enlisted sailor\u2019s spouse<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">He took command of the boat in April 2016.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Swanbeck was originally charged with visiting the window of an enlisted subordinate\u2019s wife on June 11, 2018, where he was accused of reaching into the woman\u2019s shirt, \u201crequesting to touch\u201d her breasts, \u201crequesting to enter\u201d her bedroom and kissing her, charge sheets state.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He was also charged with offering to release an unidentified woman\u2019s \u201chusband from the hospital in exchange for a photo of (the woman\u2019s) breasts,\u201d according to the charge sheet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because victim names are redacted in the charge sheet provided to Navy Times, it remains unclear how many people accused Swanbeck of wrongdoing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a statement to Navy Times, Swanbeck\u2019s Navy attorney, Cmdr. Nathaniel Gross, said the officer \u201cmade an isolated mistake while under the influence of alcohol.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCDR Swanbeck is extremely remorseful for the pain and embarrassment he brought to the other party, his family, and the Navy,\u201d Gross wrote. \u201cHis actions are not reflective of his service or his character. He has used this unfortunate experience in a positive manner to get other senior officers help with alcohol addiction and looks forward to putting this incident behind him.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Navy Times shared the NCIS record with Swanbeck\u2019s attorney, who wrote that \u201cthe evidence in the case did not support the narrative of actions that is described in the documents provided to Navy Times.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While Swanbeck pleaded guilty at a special court-martial, Gross said \u201cthe other party in this case supported resolution at (non-judicial punishment).\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NCIS has yet to release its full investigation into Swanbeck\u2019s actions in response to a Navy Times Freedom of Information Act request.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But a highly redacted investigative summary released this month offers more details into the events of June 11, 2018, that led to the NCIS investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That record states that the NCIS probe initially pertained to Uniform Code of Military Justice violations that included bribery, abusive sexual contact, housebreaking and conduct unbecoming.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2020\/02\/11\/the-one-star-his-navsea-employee-rumors-of-a-romance-and-the-scandal-that-finally-got-him-fired\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"198\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Steph2.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The one-star, his NAVSEA employee, rumors of a romance and the scandal that finally got him fired<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Rear Adm. Stephen Williamson was relieved of duty in August.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">According to the two-page NCIS summary, agents were told that Swanbeck came to an unidentified woman\u2019s master bedroom window on that date and \u201cmade several efforts to kiss (the woman) despite her verbal objections, and that he also placed his hands down her shirt in an effort to unclasp her bra.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Agents were shown \u201ca collection of messages sent to her via a cellular telephone number attributed to Swanbeck,\u201d as well as from a Kik social media app believed to belong to Swanbeck, according to the records.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Messages from the accounts \u201cmake a series of sexually graphic statements and requests,\u201d and included several requests for nude photos, according to the records.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The woman told agents that during phone calls, Swanbeck requested nudes in exchange for help with a situation, the specifics of which were redacted by NCIS.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When agents contacted Swanbeck on June 11, 2018, \u201che invoked his right to counsel at the onset of the interview and no information was garnered,\u201d agents wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A military protective order was issued against Swanbeck that same day by a Navy member whose name is redacted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It barred Swanbeck from contacting another individual whose name is also redacted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A submarine warfare officer with more than 20 years in service, Swanbeck is no longer assigned to the Los Angeles-class sub Montpelier.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He was reassigned to Commander, Submarine Squadron 4 on June 18, 2018 while pending administrative action, according to Vice Chief of Information Rear Adm. Paula Dunn.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i><b>Update: <\/b><\/i><i>This article has been altered to show that Cmdr. William B.
