Black Leadership Award<\/a>, according to <a href=\"https:\/\/www.public.navy.mil\/bupers-npc\/reference\/messages\/Documents\/NAVADMINS\/NAV2019\/NAV19111.txt\" target=_blank>NavAdmin message 111\/19<\/a>, which was announced last week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials will bestow the honor on a first-tour command master chief, chief of the boat or command senior chief who has been at his or her current command at least a full year between Jan. 1, 2018 and March 31, 2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere is value in identifying command master chiefs who are punching above their weight \u2014 leading confidently with strong character and a persistent commitment to mission success,&#8221; Master Chief Petty Officer of the Navy <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/08\/29\/this-is-what-you-need-to-know-about-the-new-mcpon\/\" target=_blank>Russ Smith<\/a> told Navy Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy\u2019s top enlisted leader likened the prize to the Vice Admiral James Bond Stockdale Leadership Award, which annually celebrates the best commanding officers in the fleet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The enlisted version pays homage to <a href=\"https:\/\/www.history.navy.mil\/browse-by-topic\/people\/master-chief-petty-officers\/black-bio\/black.html\" target=_blank>Master Chief Gunner\u2019s Mate Delbert Black<\/a>, a World War II veteran and Pearl Harbor survivor who served 31 years on active duty from 1940 to 1971.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 1967, Black became the first enlisted sailor to serve as the top non-commissioned adviser to the sea service\u2019s most senior officer and civilian leaders. During his tenure, that office became known as the Master Chief Petty Officer of the Navy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Black also is credited with establishing a formal command master chief program for the Navy.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2015\/03\/13\/destroyer-named-for-revered-1st-mcpon-delbert-black\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"240\" height=\"300\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635617559988764404-nav-first-mcpon-6jpg.jpg?w=240\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Destroyer named for revered 1st MCPON, Delbert Black<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The late master chief has been chosen as the namesake for the DDG 119, dubbed guided-missile destroyer Delbert D. Black.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">When the award debuted in 2008, it was dubbed simply the Del Black Deckplate Leadership Award. It was the brainchild of then-MCPON <a href=\"https:\/\/www.history.navy.mil\/browse-by-topic\/people\/master-chief-petty-officers\/campa-bio.html\" target=_blank>Joe Campa<\/a>, who declared \u201cDel Black has always been the standard I measure myself by as a chief petty officer, and his impact on sailors is still being felt.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The honor, he said, should be presented to enlisted leaders who provide the \u201csame kind of impact he did.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2013, then-<a href=\"https:\/\/www.history.navy.mil\/browse-by-topic\/people\/master-chief-petty-officers\/stevens-bio.html\" target=_blank>MCPON Mike Stevens<\/a> reworked it as the Master Chief Petty Officer of the Navy Delbert D. Black Leadership award, with a call to find a singular enlisted sailor \u201cwho demonstrates those same ideals of service with sacrifice as demonstrated by MCPON Black, and upholds the highest standards of professionalism and integrity.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nomination packages for this year\u2019s honor will be submitted up the command master chief chain of command to each of the four fleet master chiefs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They will convene boards to find the finalists for the honor, but the MCPON\u2019s office gets the last word.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A banquet will be held in the recipient\u2019s honor in Washington D.C. on Nov. 21.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The sea service is seeking nominations for the prestigious Master Chief Petty Officer of the Navy Delbert D.
