Cmdr. Beth Teach, the spokeswoman for Vice Chief of Naval Operations Adm. Robert Burke, told Navy Times that the blue ribbon panel includes both uniformed and civilian legal experts but she said they must remain anonymous for now so that they can complete their work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Assistant Commandant of the Marine Corps Gen. Gary Thomas is spearheading his service\u2019s investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both surveys are designed to review leadership and performance of their uniformed legal communities \u2014 both the Judge Advocates Corps and the Staff Judge Advocates \u2014 to ensure that they\u2019re properly organized, staffed, trained and equipped to perform their missions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAn Executive Review Panel has been appointed, which is comprised of both civilian and military subject-matter experts; they are gathering insights from other services, government agencies, and industry to ensure the widest possible perspective on the JAG Corps\/SJA communities,\u201d said Teach in a prepared statement emailed to Navy Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Teach did not indicate whether the Naval Criminal Investigative Service or other law enforcement entities that work for military prosecutors will be included in the surveys.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2019\/08\/22\/navsec-orders-comprehensive-review-of-navy-marine-corps-jags\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"199\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Spencer-arms.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">SECNAV orders comprehensive review of Navy, Marine Corps JAGs<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">More fallout from a botched SEAL war crimes trial.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">On Aug. 22, Secretary of the Navy Richard V. Spencer <a href=\"https:\/\/www.militarytimes.com\/news\/your-navy\/2019\/08\/22\/navsec-orders-comprehensive-review-of-navy-marine-corps-jags\/\" target=_blank>expanded an ongoing<\/a> probe ordered by then-Chief of Naval Operations Adm. John Richardson into his <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2019\/08\/02\/navy-orders-probe-into-judge-advocate-general-corps-leaders\/\" target=_blank>Judge Advocate General Corps<\/a> to include Marine JAGs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Richardson and Spencer were reacting to a series of legal debacles in recent years overseen by attorneys in both of the services, highlighted by the acquittal of SEAL Special Warfare Operator Chief Edward \u201cEddie\u201d Gallagher, 40, for a string of war crimes charges that collapsed during his July court-martial trial in San Diego.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But even before his trial kicked off, Navy judge Capt. Aaron Rugh sanctioned prosecutors for violating the defendant\u2019s constitutional rights.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Part of Rugh\u2019s punishment included booting Cmdr. Christopher Czaplak, the lead prosecutor, for his role in <a href=\"https:\/\/www.navytimes.com\/news\/2019\/06\/04\/lead-navy-prosecutor-in-seal-war-crime-case-out-over-email-spying\/\">a warrantless surveillance program<\/a> cooked up with NCIS agents <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2019\/05\/13\/defense-attorneys-for-navy-seal-accused-of-war-crimes-say-prosecutors-spied-on-them\/\">to track emails sent by defense attorneys and Navy Times.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Allegations of prosecutorial and police misconduct plagued the case, with military officers and NCIS agents accused of manipulating witness statements; using immunity grants and a bogus \u201ctarget letter\u201d in a crude attempt to keep pro-Gallagher witnesses from testifying; illegally leaking documents to the media to taint the military jury pool; and then trying to cover it all up when they got caught.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Only 10 months earlier in a landmark decision, the military\u2019s highest court ruled that the Navy\u2019s top lawyer, <a href=\"https:\/\/www.navy.mil\/navydata\/bios\/bio.asp?bioID=682\">Vice Adm. James W. Crawford III, <\/a>unlawfully meddled in the case of a different SEAL \u2014 Senior Chief Special Warfare Operator <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2017\/05\/18\/admiral-claims-that-politics-swayed-verdict-for-seal-convicted-in-sexual-assault-case\/\">Keith E. Barry<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Convicted of rape, a charge he always denied and fought to overturn, Barry was convinced unlawful command influence by senior leaders put him behind bars, and the military\u2019s top appellate justices agreed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Writing for the majority, Chief Judge Scott W. Wilfredo Santiago<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As for NCIS, Supervisory Special Agent <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2016\/10\/14\/ex-federal-investigator-to-be-sentenced-in-navy-fat-leonard-bribery-case\/\" target=_blank>John Beliveau, Jr<\/a>. is now Inmate 82986-083 at <a href=\"https:\/\/www.bop.gov\/locations\/institutions\/alf\/\" target=_blank>Federal Correctional Institution<\/a> <a href=\"https:\/\/www.bop.gov\/locations\/institutions\/alf\/\" target=_blank>Allenwood Low <\/a>in Pennsylvania, where he\u2019s serving a 12-year sentence for public corruption.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Beliveau, 50, was a mole for Leonard
