{"id":41842,"date":"2021-10-13T21:26:21","date_gmt":"2021-10-13T21:26:21","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2021\/10\/13\/feds-investigating-another-navy-bribery-scandal\/"},"modified":"2026-08-08T19:52:20","modified_gmt":"2026-08-08T19:52:20","slug":"feds-investigating-another-navy-bribery-scandal","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2021\/10\/13\/feds-investigating-another-navy-bribery-scandal\/","title":{"rendered":"Feds investigating another Navy bribery scandal"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">A U.S. Navy official in charge of port service contracts for the U.S. 5th Fleet in Bahrain has admitted to taking tens of thousands of dollars in bribes from the owner of a company providing those services, according to recently unsealed court records of a probe that carries stark similarities to the Navy\u2019s <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2021\/07\/23\/why-did-fat-leonard-show-up-this-former-cnos-change-of-command-he-was-on-the-vip-list\/\" target=\"_blank\">\u201cFat Leonard\u201d<\/a> scandal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Revelations around the case, first reported by <a href=\"https:\/\/www.washingtonpost.com\/investigations\/navy-bribery-scandal\/2021\/10\/03\/d5181302-245e-11ec-8d53-67cfb452aa60_story.html\" target=\"_blank\">The Washington Post<\/a>, were laid bare last week with the unsealing of an arrest warrant for Frank Rafaraci, the CEO of Multinational Logistics Services, or MLS, a company that has received more than $100 million in contracts to service U.S. ships in port since 2013.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rafaraci, a U.S. citizen who lives in Italy and the United Arab Emirates, was arrested in an unidentified country Sept. 27 at the request of the U.S. government, according to court records.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe bribes were solicited, and Rafaraci corruptly gave, offered, and promised these things of value, as part of a course of conduct of favors and gifts flowing to (the Navy official) in exchange for a pattern of official acts favorable to Rafaraci and MLS,\u201d the warrant states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The warrant also alleges that Rafaraci and others overcharged the Navy by at least $50 million over the years.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2021\/07\/23\/why-did-fat-leonard-show-up-this-former-cnos-change-of-command-he-was-on-the-vip-list\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/roughead-and-fat-leonard.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">How did Fat Leonard attend this former CNO\u2019s change of command? Gary Roughead&#039;s &quot;Personal A-list&quot; of guests for his change-of-command ceremony in 2011.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In one instance, MLS had the contract to provide husbanding services to the aircraft carrier Carl Vinson when it pulled into Manama in early 2015.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But while MLS only paid about $12,600 to the Manama port authority, it submitted invoices to the Navy for more than $231,000, the warrant states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That warrant also alleges that the Navy official serving as 5th Fleet\u2019s Marine Liaison Officer took several bribes from Rafaraci, even as he oversaw port service deals for contractors like MLS.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy official pleaded guilty to a conspiracy to commit bribery charge in June but is only referred to as \u201cCC-2\u2033 in the Rafaraci warrant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That official is cooperating with authorities in the hopes of getting a more lenient sentence and his case remains under seal, according to court records.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The warrant by Defense Criminal Investigative Service agent Cordell DeLaPena states that CC-2 was a Navy official at various times from October 2006 to December 2017, and from July 2020 to present.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Navy spokespeople declined to provide the official\u2019s name or confirm whether the Navy is still doing business with MLS.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The warrant alleges that Rafaraci and others \u201cknowingly and intentionally conspired to bribe\u201d the Navy official from 2015 to 2021.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That Navy official, the warrant alleges, \u201caccepted and agreed to accept a \u2018stream of benefits\u2019 of things of value in return for being corruptly influenced by Rafaraci\u201d and other unidentified MLS officials.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a \u201cmoney,\u201d according to the warrant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHello, Hope this e-mail finds you and your family in good health and spirit,\u201d the Navy official wrote. \u201cCan I please make a loan out to you for $20,000?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The next month, Rafaraci emailed another MLS employee and stated he needed $20,000 for \u201cMLS Bahrain.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy official has met with federal agents several times and \u201cinitially denied that his solicitation and acceptance of things of value from Rafaraci and MLS was connected to his official duties for the U.S. Navy,\u201d the warrant states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy official told law enforcement that he met Rafaraci at the Diplomat Hotel in Manama in August 2015 and accepted an envelope containing $20,000 from the businessman.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rafaraci told the official he would be in touch and to \u201ckeep up the good work,\u201d the warrant states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy official was working for the U.S. Army in March 2018 when he hit up MLS employees for another loan for $13,500, according to the warrant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rafaraci met the official at a Miami hotel in May 2018 and handed over an envelope with the requested money, the official said in a statement in connection to his guilty plea, according to the warrant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The warrant states that evidence shows the Navy official \u201csolicited the bribes \u2026 with the intent to be influenced in his official duties as Marine Liaison Officer.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rafaraci\u2019s current whereabouts were not immediately clear this week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While court records indicate he has been arrested
