{"id":42072,"date":"2015-11-08T20:02:48","date_gmt":"2015-11-08T20:02:48","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2015\/11\/08\/small-navy-outfit-steels-sailors-for-warzones\/"},"modified":"2026-08-08T20:02:16","modified_gmt":"2026-08-08T20:02:16","slug":"small-navy-outfit-steels-sailors-for-warzones","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2015\/11\/08\/small-navy-outfit-steels-sailors-for-warzones\/","title":{"rendered":"Small Navy outfit steels sailors for warzones"},"content":{"rendered":"\n<p>CAMP McGRADY, S.C.\u00a0\u2014\u00a0Located in the backwoods <span class=\"rte rte-comment\">of South Carolina <\/span>outside of Columbia, Camp McCrady was not what I expected.<\/p>\n\n\n\n<p>What I expected was Fort Jackson, a large sprawling Army post<span class=\"rte rte-comment\">base<\/span> which graduates an Army basic training class every week and that 35,000 potential soldiers pass through each year. Instead as we drive through the security gates<span class=\"rte rte-comment\"> manned by civilian police<\/span>, I saw an unassuming base centered on a quad where the Navy trains sailors bound for the war zone.\u00a0<span class=\"rte rte-comment\">sleepy and neat little base with a quad in the center and low slung drab buildings ever-present on most military installations lined each side. <\/span><\/p>\n\n\n\n<p>There were no marching soldiers or convoys and the traffic (both afoot and vehicular) was light. For a brief moment, I wondered if we were just passing through, until Lt. Cmdr.\u00a0Jennifer Cra<span class=\"rte rte-comment\">a<\/span>gg, my military escort, circled a small <span class=\"rte rte-comment\">modernish <\/span>building with a giant anchor out front and pulled into a parking spot<span class=\"rte rte-comment\"> out back<\/span>. The sign <span class=\"rte rte-comment\">on front of the building <\/span>said &#8220;Expeditionary Readiness Combat Center \u2013 NIACT.&#8221; I had arrived.<\/p>\n\n\n\n<p>As low-key<span class=\"rte rte-comment\">unassuming<\/span> as the Navy Individual Augmentee Combat Training Center (NIACT) is, its numbers and accomplishments are not. The sole purpose of NIACT has been to prepare <span class=\"rte rte-comment\">Navy <\/span>sailors to deploy individually or in groups to <span class=\"rte rte-comment\">mobilize as individual Augmentees to <\/span>places like Afghanistan, Iraq and Africa. Since its inception in 2006, NIACT has graduated nearly 30,000 trainees. The training <span class=\"rte rte-comment\">itself <\/span>is carried out by <span class=\"rte rte-comment\">Army <\/span>soldiers\u00a0who oversee and direct the combat <span class=\"rte rte-comment\">the <\/span>training, which I had come to see firsthand while IA missions continue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;The garrison commander is South Carolina National Guard and the Army Reserve supplies the training cadre,&#8221; said Capt. Philip Green, NIACT&#8217;s officer-in-charge.<\/p>\n\n\n\n<p>&#8220;We\u2019re here to help them speak Navy,&#8221; chimed in\u00a0<span class=\"rte rte-comment\">NIACT\u2019s <\/span>Master Chief<span class=\"rte rte-comment\">:<\/span> Mark Seifert, NIACT&#8217;s enlisted leader who is a <span class=\"rte rte-comment\">Navy <\/span>reservist and a recently retired Indiana State trooper. Green and Seifert are mobilized reservists who have done IA tours<span class=\"rte rte-comment\"> as IAs<\/span>, giving them real-world experience as to what it takes to prepare to deploy. This base may sit next door to\u00a0<span class=\"rte rte-comment\">But even though the training is carried out by the Army and sits next door to the actual <\/span>Army basic training, but this isn&#8217;t basic training.\u00a0<span class=\"rte rte-comment\">it is clearly not basic training. There is an air of calmness and maturity that exudes from the NIACT staff. <\/span>There is no yelling or screaming or <span class=\"rte rte-comment\">frenzied <\/span>running to and fro<span class=\"rte rte-comment\">, that typifies so many training commands<\/span>. <span class=\"rte rte-comment\">Nowhere is <\/span>The personality of the place matches the <span class=\"rte rte-comment\">and atmosphere of NIACT represented then by the <\/span>three men who lead it.<\/p>\n\n\n\n<p>As I was ushered into NIACT\u2019s<span class=\"rte rte-comment\"> main (and<\/span> only<span class=\"rte rte-comment\">)<\/span> building, we are greeted by its affable No. 2, \u00a0<span class=\"rte rte-comment\">and unassuming <\/span>Cmdr.\u00a0<span class=\"rte rte-comment\">Assistant Officer-in-Charge CDR <\/span>Grant Staats. <span class=\"rte rte-comment\">Although he is a Navy reservist <\/span>Staats is <span class=\"rte rte-comment\">Navy <\/span>reservist and\u00a0a SEAL<span class=\"rte rte-comment\">by training<\/span>, and he looks the part\u00a0\u2014\u00a0fit and with a boyish smile. He shakes my hand and scarfs a piece of pizza <span class=\"rte rte-comment\">down <\/span>with the other, and then we headed off to see the training he oversees. <span class=\"rte rte-comment\">As he gives me a tour of the neat office space, Staats introduces me to the various staff working. It is clear he is as well-liked as he is low-key. Later, as Staats accompanies me through the NIACT training evolutions, he often does so without wearing his cover, waving a &#8220;thank you, that\u2019s not needed&#8221; to subordinates who try to salute him \u2014 it is a small act, but one that brings humbleness to a man who once served in was attached to a SEAL team.<\/span><\/p>\n\n\n\n<p>Our first stop is <span class=\"rte rte-comment\">located <\/span>in an open hangar-like building, where I see the sand-colored cabin of an MRAP and a Humvee. They&#8217;re mounted next to each other on what look like rotisseries, huge cradles that can shake and swing the vehicle frames\u00a0and even turn them\u00a0<span class=\"rte rte-comment\">which allow both to be turned completely <\/span>upside down. <span class=\"rte rte-comment\">Nervous yet <\/span>Serious-looking sailors are loaded head-to-toe with body armor, helmets and rubber rifles, and listen to the civilian trainers, who bark\u00a0<span class=\"rte rte-comment\">give <\/span>directions<span class=\"rte rte-comment\"> in an assertive semi-drill instructor tone<\/span>. I watch as the group <span class=\"rte rte-comment\">then <\/span>loads <span class=\"rte rte-comment\">up <\/span>into the back of the MRAP, and one of the instructors motions me to video screens that show what&#8217;s happening inside.\u00a0<span class=\"rte rte-comment\">motions me to his control panel at the front where he points out screens that show what is happening inside. Even though everything night-vision green, <\/span>The apprehension is clear on the faces of the sailors inside in night-vision green.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">THUNK.<\/p>\n\n\n\n<p>The cabin begins to roll to the left<span class=\"rte rte-comment\"> almost parallel to the deck<\/span>, and almost on c<span class=\"rte rte-comment\">q<\/span>ue the sailors begin yelling, &#8220;Rolling, rolling!&#8221; <span class=\"rte rte-comment\">in unison.<\/span> The cabin corrects itself, but only temporarily. Then it rolls upside down.\u00a0<span class=\"rte rte-comment\">as it continues to roll completely upside down.<\/span>Grim-faced <span class=\"rte rte-comment\">and serious looking the<\/span> sailors emerge and take up defensive positions around the trainer, gripping\u00a0rubber rifles and scanning <span class=\"rte rte-comment\">the distance <\/span>for threats. With that, they are finished. Helmets come off and a look of relief <span class=\"rte rte-comment\">and accomplishment <\/span>washes over their faces, as they make room for the next group<span class=\"rte rte-comment\"> of nervous yet serious looking sailors takes their place<\/span>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NIACT wasn&#8217;t always like this.\u00a0&#8220;Originally individual augmentee training was meant to be a shortened [Army] basic training,&#8221; Seifert explained, &#8220;but it has clearly evolved tremendously from its early incarnation.&#8221;<\/p>\n\n\n\n<p>The training is a reflection of the changing requirements put on IAs, and after a decade NIACT has <span class=\"rte rte-comment\">had a chance to help <\/span>honed the curriculum. &#8220;They used to have students do formation PT and marches,&#8221; said Staats.\u00a0&#8220;Now we focus completely on skills that will make the sailor more competent in theater.&#8221; Lessons\u00a0learned from the battlefield, such as vehicle rollover egress training, have shaped the curriculum.<\/p>\n\n\n\n<p>Lt. Cmdr. Iradj Stroble welcomes the change in training<span class=\"rte rte-comment\"> is welcomed by<\/span>. <span class=\"rte rte-comment\">I speak to him behind an MRAP after he completed his rollover training. <\/span>This is Stroble\u2019s second combat crawl through Camp McGrady<span class=\"rte rte-comment\">this unassuming Army garrison here<\/span> and it\u2019s going a lot better<span class=\"rte rte-comment\"> this time through<\/span>. &#8220;[<span class=\"rte rte-comment\">t<\/span>The second time around] it\u2019s a lot more organized\u2026more relevant training,&#8221; said Stroble, who spoke to me after finishing the rollover training. Originally a submarine officer, Stroble is a perfect example of how NIACT <span class=\"rte rte-comment\">takes a naval force and <\/span>hardens\u00a0sailors for boots on the ground.\u00a0<span class=\"rte rte-comment\">it for shore duty in a combat theater and transitioning personnel from sailors to sand sailors.<\/span><\/p>\n\n\n\n\n\n<p><span class=\"rte rte-comment\">However, <\/span>The most basic element of NIACT is weapons familiarization and training. Bringing trainees to the same level of weapons proficiency is one of the main goals of NIACT and considering the trainees&#8217;\u00a0wide background it can be a challenge. &#8220;Some trainees are [masters-at-arms] or are reservists with law enforcement backgrounds and have extensive experience around weapons, while others haven\u2019t ever handled a weapon,&#8221; said Army Capt.<span class=\"rte rte-comment\">ain<\/span> Kenneth Kaczmarek, who oversees the training.\u00a0<span class=\"rte rte-comment\">WHAT IS HIS TITLE?. Regardless of background, NIACT holds all trainees to the same standards and requirements.<\/span><\/p>\n\n\n\n<p><span class=\"rte rte-comment\">With the exception of special operations\u00a0sailors, <\/span>IAs who are heading to billets for CENTCOM or AFRICOM all pass through NIACT, with the exception of special operations. The steady need for Navy IAs is reflected in the consistent class size and graduation pace. <span class=\"rte rte-comment\">the regular pace classes are graduated.<\/span> However, the one noticeable change has been percentage of reservists who make up classes. While NIACT does not track the percentage of reserve and active duty sailors it graduates, the current class (15-051) is made of almost 65 percent<span class=\"rte rte-comment\">%<\/span> reservists. Regardless of where the individual augmentees go, for the forseeable future, they will continue to pass through NIACT.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Naveed Jamali, a lieutenant in
