{"id":44226,"date":"2020-03-26T23:04:55","date_gmt":"2020-03-26T23:04:55","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2020\/03\/26\/oversight-on-military-housing-problems-still-lax-report-says\/"},"modified":"2026-08-08T07:05:12","modified_gmt":"2026-08-08T07:05:12","slug":"oversight-on-military-housing-problems-still-lax-report-says","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/pentagon-congress\/2020\/03\/26\/oversight-on-military-housing-problems-still-lax-report-says\/","title":{"rendered":"Oversight on military housing problems still lax, report says"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Defense Department oversight of <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/2020\/02\/26\/secdef-signs-military-tenants-bill-of-rights\/\" target=_blank>military privatized housing<\/a> remains too limited to ensure that troops and their families aren\u2019t living in substandard conditions, according to a new report into ongoing efforts to improve the system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Among the problems listed in the report, released by the <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2020\/02\/20\/gao-va-must-improve-plans-for-providing-long-term-care-to-aging-veterans\/\" target=\"_blank\">Government Accountability Office <\/a>on Thursday, are too few physical walk-throughs of housing units by military officials to ensure they are in good condition, problems with collecting feedback from military families on their concerns about housing, and an overall \u201clack of reliable or consistent data on the condition of privatized housing.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe military departments each use a range of project-specific performance metrics to monitor private (housing) partner performance,\u201d the report states. \u201cHowever, the indicators underlying the metrics \u2026 may not provide meaningful information or reflect the actual condition of the housing units.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/management\/pay-benefits\/2020\/03\/10\/military-housing-tenants-should-have-complete-protections-by-may-1-dod-nominee-says\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/original.jpg_a5b771.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Military housing tenants should have complete protections by May 1, DoD nominee says<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">May 1 is now the goal for tenant dispute resolution process and withholding rent during those disputes, and maintenance histories, DoD nominee said.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The report comes after more than a year of scrutiny into privatized military housing units, prompted by a series of news reports showing families dealing with black mold, rodent infestations, water leaks and other persistent problems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In December, lawmakers passed a new law mandating expanded rights for military housing tenants, in addition to new oversight rules for military leaders and more funding to monitor potential problems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The GAO report acknowledged progress has been made in addressing the problems, but said many of the ways defense officials collect data on housing issues could lead to incomplete or \u201cmisleading\u201d analysis of the current state housing issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Researchers offered 12 recommendations to improve the system, all of which defense officials agreed to in some form. Improvements to surveys of family concerns, for example, are already underway, according to the department\u2019s official response to the GAO report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Military leaders are working on a tenant bill of rights for military families that officials have promised will be finalized by May 1.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Private-sector companies manage about 99 percent of current military housing in the United States, an arrangement that service officials have insisted provides better housing conditions and more flexible living spaces than the previous military-managed system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the report says Pentagon leadership must make the issue a higher priority because of its potential to undermine military morale. In focus groups conducted by the GAO, numerous individuals said they will no longer live in privatized military housing because of bad past experiences, and some said they may cut their military
