{"id":44301,"date":"2021-01-12T07:02:40","date_gmt":"2021-01-12T07:02:40","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2021\/01\/12\/dc-seeks-security-boost-and-eyes-national-guard-authority\/"},"modified":"2026-08-08T07:14:31","modified_gmt":"2026-08-08T07:14:31","slug":"dc-seeks-security-boost-and-eyes-national-guard-authority","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/pentagon-congress\/2021\/01\/12\/dc-seeks-security-boost-and-eyes-national-guard-authority\/","title":{"rendered":"DC seeks security boost and eyes National Guard authority"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Last week\u2019s mob attack on the U.S. Capitol starkly highlighted a longstanding local security paradox: The District of Columbia government lacks authority over much of the area within its borders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When violent backers of President Donald Trump overran the undermanned and under-prepared Capitol Police around 1 p.m. on Jan. 6, <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2021\/01\/04\/dc-national-guard-activated-for-protests-as-mayor-urges-calm\/\" target=_blank>D.C. Mayor Muriel Bowser <\/a>lacked the authority to call in reinforcements from <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2021\/01\/06\/entire-dc-guard-activated-after-pro-trump-protestors-storm-capitol-building\/\" target=_blank>the D.C. National Guard<\/a>. That\u2019s a responsibility given to governors, not mayors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And as the nation\u2019s capital, large swaths of the land and property within the District\u2019s borders fall under the jurisdiction of federal agencies like the Capitol Police, Supreme Court Police, Secret Service and Park Police, not local officials or police.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As Washington braces for a nerve-wracking lead-up to President-elect Joe Biden\u2019s Jan. 20 inauguration. Bowser is seeking increased security and better coordination among the multiple law enforcement agencies involved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">President Donald Trump on Monday issued an an emergency declaration for the nation\u2019s capital. The declaration, in effect through Jan. 24, allows the Department of Homeland Security and Federal Emergency Management Agency to coordinate with local authorities as needed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The mayor had sought such a declaration after last week\u2019s storming of the Capitol.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2021\/01\/11\/national-guard-inauguration-deployment-twice-as-large-as-troop-levels-in-afghanistan-and-iraq-combined\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1230472068.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">National Guard inauguration deployment: twice as large as troop levels in Afghanistan and Iraq combined<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">According to the chief of the National Guard Bureau, the number of troops could increase to six times the size of the respective U.S. contingents in Afghanistan and Iraq.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In the longer-term, last week\u2019s security debacle has lent momentum and urgency to the longstanding effort for D.C. to gain direct authority over its National Guard contingent \u2014 and the parallel campaign to make it the 51st state.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Eleanor Holmes Norton, D.C.\u2019s nonvoting delegate in Congress, is reviving a dormant bill that would give Bowser that authority.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s an absolute direct link\u201d between the security failure and lack of local authority, she told The Associated Press on Monday. \u201cThe D.C. National Guard was ready. It was held back.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Norton first introduced the motion in June 2020 after Trump deployed National Guard units and other federal forces on D.C. streets when protests over racial injustice and police brutality turned violent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Currently requests for deployment of the D.C. Guard must go through the president, but the decision is delegated to the Defense Department chain of command. While the exact timeline of what went wrong on Jan. 6 is still being established, and will likely be subject to months of investigation, it\u2019s clear that there was<a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2021\/01\/08\/maryland-governor-describes-delayed-permission-to-send-national-guard\/\" target=_blank> a serious National Guard-related delay<\/a> in the midst of a deadly time-critical situation.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2021\/01\/08\/maryland-governor-describes-delayed-permission-to-send-national-guard\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP21007713766193.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Maryland governor describes delayed permission to send National Guard<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Republican governor spoke at a news conference about the state\u2019s response.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The first National Guard reinforcements didn\u2019t arrive on the scene until after 5 p.m. By then officers from the Metropolitan Police Department, alongside Capitol Police, had already been fighting a series of frantic running battles with insurgents in the hallways of the building.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWednesday\u2019s riot makes clear once again that D.C. statehood must become a reality and that the District must have the power to deploy the National Guard when the need is present,\u201d Rep. Carolyn B. (Julio Cortez\/AP)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">In the immediate aftermath of last week\u2019s events, Bowser highlighted the irony that more than 700,000 D.C. residents \u201cdid not have a single vote in that Congress &#8230; despite the fact that our people were putting their lives on the line to protect our democracy.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the short-term, Bowser, who warned in advance that the Jan. 6 protests could be large and violent, is seeking a unified federal security plan. On Saturday, Bowser wrote to acting Homeland Security Secretary Chad Wolfe, asking for increased security protocols and a coordinated process that brings together the Defense and Justice departments, Congress and the Supreme Court.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cConsistent with established protocols and practices, it is the primary responsibility of the federal government to secure federal property in these situations,\u201d she wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Citing \u201cnew threats from insurgent acts of domestic terrorists,\u201d Bowser asked that the security period around the inauguration be extended from Monday, Jan. 11, through Jan. 24. The NPS said Monday it was shutting down public access to the Washington Monument until Jan. 24, \u201cin response to credible threats to visitors and park resources.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both Bowser and Norton have called for D.C. statehood to be on the table within the first 100 days of the Biden administration. The idea remains a longshot; Republicans are deeply opposed to adding a longtime Democratic stronghold, and Democratic numbers in Congress are too low to break an expected Republican filibuster.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bowser says having <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2021\/01\/11\/state-capitols-step-up-security-amid-new-safety-concerns-following-violence-in-dc\/\" target=_blank>the powers of a governor <\/a>would have simplified matters on Jan. 6. She had originally requested about 100 unarmed National Guard forces to help with traffic flow and guard metro stations. But any increase in the deployment or change in their mission required a whole new official request and approval process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe could be nimble in how we change (the deployment plan),\u201d Bowser said, \u201cIf we find out during the course of the response that that needs to change dramatically, then I as mayor\/governor would make that determination.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But even statehood for D.C. would not have eliminated some of the security complexities of last week\u2019s attack. The Capitol remains until the jurisdiction of the Capitol Police, and the agency chief has already resigned amid accusations that he failed to recognize the severity of the threat until it was too late and requested help when the situation was already out of control.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat wouldn\u2019t be different as governor would my ability to put the National Guard on the Capitol steps.
