{"id":45251,"date":"2023-05-17T23:02:47","date_gmt":"2023-05-17T23:02:47","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2023\/05\/17\/pentagon-accelerates-timeline-to-defuel-red-hill-facilities\/"},"modified":"2026-08-08T20:00:16","modified_gmt":"2026-08-08T20:00:16","slug":"pentagon-accelerates-timeline-to-defuel-red-hill-facilities","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2023\/05\/17\/pentagon-accelerates-timeline-to-defuel-red-hill-facilities\/","title":{"rendered":"Pentagon accelerates timeline to defuel Red Hill facilities"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Defense Department is now aiming to complete defueling of the the <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2022\/04\/04\/navy-investigating-another-fuel-leak-at-hawaiis-red-hill-storage-facility\/\" target=\"_blank\">Red Hill Bulk Fuel Storage Facility<\/a> in Hawaii by January 2024 \u2014 months earlier than <a href=\"https:\/\/www.militarytimes.com\/news\/your-navy\/2022\/03\/29\/how-shuttering-red-hill-could-make-fueling-the-fleet-more-complex\/\" target=\"_blank\">the Pentagon originally forecast<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A <a href=\"https:\/\/www.navytimes.com\/pay-benefits\/2021\/12\/03\/oil-found-in-water-for-military-families-in-hawaii-navy-confirms-some-residents-moving-to-hotels\/\" target=\"_blank\">fuel leak at the facility<\/a> in November 2021 affected approximately 9,000 Army, Navy and Air Force families at Joint Base Pearl Harbor-Hickam and the Army\u2019s Aliamanu Military Reservation and Red Hill Housing. <a href=\"https:\/\/www.navytimes.com\/pay-benefits\/2021\/12\/06\/why-werent-you-there-to-protect-us-hawaii-military-families-grill-navy-leaders-about-toxic-water\/\" target=\"_blank\">About 6,000 people were sickened<\/a> after drinking or using the contaminated water and sought treatment for nausea, headaches, rashes and other conditions. The military subsequently paid for many families to temporarily relocated to area hotels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon said it will start defueling the facility in October and is shooting to wrap up removing the fuel by the end of January 2024, according to a new supplement released Tuesday. Defense officials had previously planned to complete the defueling process in July 2024.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis supplement demonstrates our intent to begin defueling the Red Hill Bulk Fuel Storage Facility on an accelerated timeline,\u201d Pentagon Press Secretary Brig. Gen. Pat Ryder said in a statement Tuesday. \u201cThe prospect of defueling early is a testament to the commitment of the Department to safeguarding the environment and protecting the health of people in Hawaii.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The plan outlines the four steps needed to remove 104 million gallons of fuel at Red Hill:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Defuel tank mains<\/li><li>Defuel flowable tank bottoms<\/li><li>Unpack pipelines<\/li><li>Remove and relocate all fuel in surge tanks<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Following these steps should remove approximately 99.85% of the fuel from the facility. But despite these efforts, the Pentagon said a sizable portion of fuel will still remain.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/pentagon-congress\/2022\/03\/07\/pentagon-to-shut-down-leaking-fuel-tank-facility-in-hawaii\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP22061751982137.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Pentagon to shut down leaking fuel tank facility in Hawaii<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The tanks at the Red Hill Bulk Fuel Storage Facility had leaked into a drinking water well and contaminated water at Pearl Harbor homes and offices.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cDoD acknowledges that a substantial amount of fuel (between 100,000 and 400,000 gallons) will remain in RHBFSF at the conclusion of defueling actions covered in this supplement,\u201d the document said. \u201cDoD will provide [the Department of Health] and [the Environmental Protection Agency] with additional supplements as needed to comprehensively address all additional actions necessary to ensure removal of all fuel from RHBFSF.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. Environmental Protection Agency and the Hawaii Department of Health must sign off on the military\u2019s new plan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kathleen Ho, Hawaii\u2019s deputy director of environmental health, said she was encouraged by the new proposal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe will carefully review this submission to ensure that the updated timeline and plan can be executed safely without any further risk to the environment,\u201d Ho said in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The tanks can hold 250 million gallons of fuel but are at less than half capacity now. Thirteen of the 20 tanks, which were built into a mountain ridge in 1943, have fuel in them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.navytimes.com\/news\/pentagon-congress\/2022\/03\/07\/pentagon-to-shut-down-leaking-fuel-tank-facility-in-hawaii\/\" target=\"_blank\">Secretary of Defense Lloyd Austin announced in March 2022<\/a> that the military would shut down the facility and pursue more distributed refueling options instead.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe distributed and dynamic nature of our force posture in the Indo-Pacific, the sophisticated threats we face, and the technology available to us demand an equally advanced and resilient fueling capability,\u201d Austin said then. \u201cTo a large degree, we already avail ourselves of dispersed fueling at sea and ashore, permanent and rotational. We will now expand and accelerate that strategic distribution.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Navy investigation found a cascading series of mistakes, complacency and a lack of professionalism over the course of six months led to the 2021 fuel spill. It has yet to announce disciplinary action in response to the spill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 <i>The Associated Press contributed to this
