{"id":45269,"date":"2022-09-01T18:30:44","date_gmt":"2022-09-01T18:30:44","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2022\/09\/01\/ship-engineer-lied-to-coast-guard-about-polluted-water-gets-jail-time\/"},"modified":"2026-08-08T19:54:58","modified_gmt":"2026-08-08T19:54:58","slug":"ship-engineer-lied-to-coast-guard-about-polluted-water-gets-jail-time","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2022\/09\/01\/ship-engineer-lied-to-coast-guard-about-polluted-water-gets-jail-time\/","title":{"rendered":"Ship engineer lied to Coast Guard about polluted water, gets jail time"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The chief engineer of a foreign vessel has been sentenced to prison for purposefully dumping roughly 10,000 gallons of oil-contaminated bilge water into an area off the coast of New Orleans, a Justice Department <a href=\"https:\/\/www.justice.gov\/opa\/pr\/ship-chief-engineer-sentenced-prison-discharging-oily-waste-us-waters-and-obstructing-coast\" target=\"_blank\">press release<\/a> confirmed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kirill Kompaniets, a Russian national who served on the unnamed commercial bulk carrier registered in the Marshall Islands, was sentenced yesterday by Louisiana district court judge Nannette Jolivette Brown. He received a year and a day in prison, a fine of $5,000, a $200 special assessment and six months of supervised release. Kompaniets first pled guilty to his crimes in May, which included obstruction of justice, a<a href=\"https:\/\/www.justice.gov\/opa\/pr\/ship-chief-engineer-pleads-guilty-intentional-discharge-oily-waste-and-obstruction-justice\" target=\"_blank\"> DOJ release<\/a> stated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The incident at hand, which took place last year over the course of March 13 and 14, occurred when the engine room of Kompaniets\u2019 ship flooded during an attempt \u201cto correct a problem with the discharge of clean ballast water,\u201d the DOJ release said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After fixing the leak, Kompaniets and an unnamed engineer dumped the contaminated water overboard while the ship was anchored off the Louisiana coast. Not only did the pair fail to use the ship\u2019s pollution prevention equipment, they also did not record the discharge in the ship\u2019s log, per standard procedure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The act was first reported to the Coast Guard by a crew member via social media, according to the DOJ press release.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Coast Guard, in conjunction with other government agencies, regularly responds to oil spill incidents \u2014 in part through its <a href=\"https:\/\/www.uscg.mil\/Mariners\/National-Pollution-Funds-Center\/About-NPFC\/\" target=\"_blank\">National Pollution Funds Center<\/a>. In the last few weeks alone, the service responded to a <a href=\"https:\/\/www.cbsnews.com\/news\/ship-sinks-oil-spill-2500-gallons-endangered-orcas-washington-state\/\" target=\"_blank\">spill off the coast of Washington state<\/a> and convicted another company for <a href=\"https:\/\/www.justice.gov\/opa\/pr\/vessel-operator-and-chief-engineer-convicted-oily-bilge-water-discharge-offense\" target=\"_blank\">record keeping failures following the discharge of oily bilge water<\/a> into the ocean.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe intentional pollution of U.S. waters and the deliberate cover-up are serious criminal offenses that will not be tolerated,\u201d Todd Kim, assistant attorney general in the Justice Department\u2019s Environment and Natural Resources Division, said in the release. \u201cProsecutions such as this one should send a clear message to those that would violate the law and endanger our precious natural resources.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In May, Kompaniets admitted to a series of efforts to obstruct justice in the case, including lying to the Coast Guard about the incident, destroying and faking documents about the illegal discharge and pressuring other crew members to help in the scheme. He also conceded to preparing a document to discredit the whistleblower.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe defendant in this case deliberately disregarded procedures designed to protect the environment from contaminants and then attempted to hide his actions,\u201d Duane A. Evans, U.S. attorney for the Eastern District of Louisiana, said in the release. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cToday\u2019s announcement emphasizes that both our office and our federal partners are committed to holding accountable all parties whose criminality jeopardizes our environment and places the public and the ecosystem at risk.\u201d<\/p>\n\n\n\n<p
