{"id":45314,"date":"2023-05-04T10:05:00","date_gmt":"2023-05-04T10:05:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2023\/05\/04\/inside-the-navys-pay-and-personnel-crisis\/"},"modified":"2026-08-08T19:58:44","modified_gmt":"2026-08-08T19:58:44","slug":"inside-the-navys-pay-and-personnel-crisis","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2023\/05\/04\/inside-the-navys-pay-and-personnel-crisis\/","title":{"rendered":"Inside the Navy\u2019s pay and personnel crisis"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">In 2018, the three-star admiral in charge of Navy personnel promised the fleet would soon reap the benefits of a massive effort to modernize how the Navy handles pay, entitlements and retirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Collectively known as \u201cHR Transformation\u201d and formerly named \u201cSailor 2025,\u201d the program would allow sailors to handle their pay and records needs from their phones, as easily as they bank, among other benefits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As part of that process, the Navy would modernize and unify dozens of antiquated information technology systems that process pay and other sailor needs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBy the end of 2019, Sailors will do most of their personnel business by smartphone ashore or desktop applications afloat,\u201d then-Chief of Naval Personnel Vice Adm. Robert Burke <a href=\"https:\/\/www.usni.org\/magazines\/proceedings\/2018\/march\/sailor-2025-navys-strategy-people\" target=\"_blank\">wrote in \u201cProceedings\u201d magazine<\/a>. \u201cBy 2023, they will have forgotten about today\u2019s personnel system and many of its frequent frustrations.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But here in 2023, those grand promises have not materialized. (MC3 Caylen McCutcheon\/Navy)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Some sailors have not been paid, while others have lost access to their healthcare or have not received the rent money or other entitlements that they are owed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Most pressingly, those leaving active duty have seen their <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2022\/07\/14\/heres-how-the-navy-says-its-going-to-fix-sailor-pay-issues\/\" target=\"_blank\">DD-214<\/a> and post-service paperwork and benefits severely delayed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Eventually, the Navy has made these sailors whole, and Navy brass insist that the worst of these problems are in the service\u2019s wake.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But they have yet to explain why the critical work of HR Transformation, slated to cost at least $1.6 billion, inflicted such pain on so many sailors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since the effort became an official program of record in 2019, much-heralded IT and HR systems have not come online as scheduled. Internal records reveal that the service has failed to monitor prime contractors, while not dedicating enough people with the technical know-how to do the meticulous and complex work of replacing legacy systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, the Navy shut down its old customer service model on the assumption that these new systems would come online on time, shuttering dozens of offices known as personnel support detachments, or PSDs, and shedding the personnel who worked in them. (Navy)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">This rush to meet deadlines played a part in <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2021\/08\/18\/sailor-pay-and-benefits-messed-up-by-unanticipated-errors-this-summer\/\" target=\"_blank\">nearly 3,000 sailors not getting paid<\/a> or seeing their benefits interrupted in summer 2021 after a botched migration of the Navy\u2019s enlisted and officer personnel systems, according to internal records and Navy officials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To this day, the full extent of the problems caused by HR Transformation remain unclear, and Navy officials say they are not tracking all the disruptions caused by the modernization effort.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, the human toll of these missteps are apparent to those who suffered them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Elizabeth Arms, 25, left the Navy in October. Along with thousands of her brethren in recent years, she did not have her DD-214 retirement paperwork in hand on her last day like departing servicemembers are supposed to, a problem both exposed and exacerbated by HR Transformation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because of the DD-214 processing backlog and Navy personnel systems showing she was still a sailor, Arms struggled to get listed as her sailor husband\u2019s dependent while they were in Japan. This complicated efforts to get their young family back to the states early so their toddler could be treated for nonverbal autism, she told Navy Times.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2021\/08\/18\/sailor-pay-and-benefits-messed-up-by-unanticipated-errors-this-summer\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP21158461895430.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Some sailors\u2019 pay and benefits messed up by \u2018unanticipated errors\u2019 this summer<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The issues arose last month as Big Navy transitions over to a new personnel system.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cThe doctors we\u2019ve spoken to have literally told us they\u2019ve never seen this before,\u201d Arms said of her family\u2019s predicament, which resolved after Navy Times started asking questions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senior Chief Hospital Corpsman Chris Terry retired in November after 24 years of service, including stints in Iraq and Afghanistan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He had to wait until March for Navy systems to catch up and pay him more than $12,000 in pay, benefits and vacation days he sold back.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">His Veterans Affairs Department disability benefits also took months to kick in.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As a result, Terry said his family burned through their savings to make ends meet, and every office he contacted blamed another broken link in the bureaucratic chain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI love the Navy, it\u2019s given me a career, a life, a family,\u201d Terry said in January. \u201cBut the last six months have been the most stressful I\u2019ve ever had to deal with in the Navy.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A petty officer who requested anonymity for fear of reprisal said that dozens of sailors in his San Diego training school didn\u2019t get their rent money for months last fall. Some resorted to driving Uber to make ends meet in the pricey city.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At a time when the military is struggling to recruit and retain people, the sailor said he has since questioned serving an institution that doesn\u2019t seem to care.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf the one item I\u2019m guaranteed is not guaranteed, what am I doing this for?\u201d he asked.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While officials did not provide a comprehensive tally of all incidents, other HR Transformation-related casualties have surfaced in recent years, and Navy Times has reported them out, often tipped off by sailors who felt they had nowhere else to turn.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to the pay and benefits outage of 2021, HR Transformation has resulted in low-ranking sailors at the Navy\u2019s nuclear training school in South Carolina <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2022\/12\/01\/system-snafu-leaves-junior-sailors-without-rent-money-for-months\/\" target=\"_blank\">not getting paid<\/a> the housing money owed to them for months on end.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2022\/12\/01\/system-snafu-leaves-junior-sailors-without-rent-money-for-months\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/nuke-power-school-students.webp_.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">System snafu leaves junior sailors without rent money for months<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The basic allowance for housing issue affected roughly 175 sailors but has since been fixed, officials said.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Navy\u2019s new evaluation system, <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2022\/12\/07\/glitches-delay-full-rollout-of-new-navy-eval-program\/\" target=\"_blank\">eNavFit<\/a>, came online and was soon revealed as not quite ready for prime time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When new IT systems planned as part of HR Transformation did not come online as planned, few backups existed to help sailors in need because of the PSD closures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.calstate.edu\/csu-system\/news\/Pages\/Michael-Berman-Appointed-California-State-University-Chief-Information-Officer.aspx\" target=\"_blank\">Michael Berman<\/a>, a civilian IT expert who served as chief information officer for the California State University system, told Navy Times that organizations should avoid prematurely removing human redundancies when dealing with untested or unready technology.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you take humans out of the loop because you\u2019re assuming the technology will work, that\u2019s almost always a bad idea,\u201d Berman said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2022\/12\/07\/glitches-delay-full-rollout-of-new-navy-eval-program\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/enavfit-logo.png.png?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Glitches delay full rollout of new Navy eval program<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The old system will be available to sailors through next year as the service works out the kinks of the new system.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Another aggravating factor was the fact that unit-level sailors in charge of helping their shipmates through thorny pay or records issues were woefully undertrained before reforms rolled out last summer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prior to the reforms, these command pay and personnel administrators\u2014known as CPPAs\u2014were given just two weeks of training. Some units had junior-ranking sailors navigating the Navy pay and personnel bureaucracy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis has not gone as planned,\u201d <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2022\/07\/14\/heres-how-the-navy-says-its-going-to-fix-sailor-pay-issues\/\" target=\"_blank\">Rear Adm. (MCSN Austyn Riley\/Navy)<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">\u2018Problems along the way\u2019<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy\u2019s HR Transformation was always going to be difficult.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Outside experts tell Navy Times that replacing or modernizing old IT systems can be challenging for any institution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Oftentimes, institutions jerry-rig such systems over decades to keep them running, because they handle vital processes like pay that can\u2019t be taken offline, even temporarily, according to Berman.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou can look at places that have done these large transformations, and most of them have some problems along the way,\u201d Berman said. \u201cI have a lot of sympathy for folks trying to do to this kind of work\u2026but I totally understand people who say, \u2018we\u2019re spending hundreds of millions of dollars, billions of dollars, and you don\u2019t have anything to show for it.\u2019\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy\u2019s HR Transformation effort involves replacing or modernizing 55 disparate, old IT systems.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1103\" height=\"811\" src=\"\/wp-content\/uploads\/2026\/08\/hr-trans-graphic-1.png.png\" alt=\"\" class=\"wp-image-81344\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/hr-trans-graphic-1.png.png 1103w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/hr-trans-graphic-1.png.png?resize=300,221 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/hr-trans-graphic-1.png.png?resize=768,565 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/hr-trans-graphic-1.png.png?resize=1024,753 1024w\" sizes=\"auto, (max-width: 1103px) 100vw, 1103px\" \/><figcaption class=\"wp-element-caption\">An internal Navy PowerPoint slide obtained by Navy Times in response to a Freedom of Information Act records request lays out what HR Transformation seeks to accomplish. (Navy)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">In some cases, the legacy systems are running on engineering languages and code no longer in use, according to officials, and those who wrote the code are no longer around.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have been forced to conduct analysis to reverse engineer languages and coding to support our transformation efforts,\u201d Capt. Jodie Cornell, a Navy spokeswoman, said in an email. \u201cWe have made great strides in doing this work, but we anticipate there will be additional complications as we work through the hundreds of interfaces and thousands of data exchanges.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cornell also said the Navy has been \u201cforthright in the complexity\u201d of HR Transformation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile we knew it would be complex at the time we started, we couldn\u2019t know all the variables of the transformation until we actually began,\u201d she said. \u201cWe made the best decisions we could, given the information we had at the time and our understanding of the risks associated with our awareness of the gaps in our information base.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While Navy HR Transformation was always going to be a Herculean task, leaders have yet to precisely explain how these mistakes happened and whether sailor suffering could have been minimized.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After several Navy Times interviews with key leaders and hundreds of pages of records obtained via a Freedom of Information Act records request, what led to these failures\u2014and whether anyone sounded the alarm in advance&#8211;remains unclear.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy has yet to provide the full scope of records requested by Navy Times under FOIA.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Chief of Naval Personnel, <a href=\"https:\/\/www.navy.mil\/Leadership\/Chief-of-Naval-Personnel\/Chief-of-Naval-Personnel\/\" target=\"_blank\">Vice Adm. Stated simply, sailors have to show less forms when claiming certain benefits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He also reported this month that the service\u2019s DD-214 backlog <a href=\"https:\/\/www.military.com\/daily-news\/2023\/04\/20\/sailors-wont-face-costly-and-stressful-discharge-paperwork-delays-backlog-cleared-navy-says.html\" target=\"_blank\">\u201cis gone,\u201d<\/a> and that a customer service center in Virginia is now months ahead, currently processing separation paperwork for sailors scheduled to leave this summer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But even progress has revealed the complexity of the job.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last fall, the Navy announced that it had cleared a backlog of thousands of sailors who left the service before Oct. 1 and were still awaiting their DD-214.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After Navy Times reported the development, sailors reached out to debunk that claim, alleging they had retired before that date and still didn\u2019t have their paper.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Navy officials later confirmed a pocket of outstanding retirement packages were sitting in the system that nobody tracked because they were mislabeled or in the wrong queue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt should be criminal,\u201d a senior officer, who retired last year and requested anonymity so that his job hunt wouldn\u2019t be impacted, told Navy Times about retirement paperwork issues. \u201cWe\u2019ve always been taught that you take care of sailors and they\u2019ll take care of you. The Navy\u2019s not taking care of people.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">\u2018Unacceptable\u2019<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">As HR Transformation trundled along, the missteps have at times dragooned in lawmakers and outside entities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials with the <a href=\"https:\/\/support.nmcrs.org\/a\/homepage\" target=\"_blank\">Navy-Marine Corps Relief Society<\/a> say their non-profit has seen an increased need for financial aid for sailors in recent years due to pay and benefits disruptions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs the Navy began to transform its pay system, the Society saw increased requests for assistance due to challenges with pay and allowances,\u201d society spokeswoman Gillian Gonzalez told Navy Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The society doled out roughly $2.9 million to 2,185 clients in 2017, according to Gonzalez.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That figure rose to $5.1 million for 3,566 members in 2019, and to $5.6 million for 2,991 to members with \u201cpay problems\u201d in 2022, she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Society officials are in regular contact with Navy HR about such issues, and Gonzalez said in January they are hopeful the problems are ebbing because fewer folks are coming back for repeat assistance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, sailors have increasingly turned to lawmakers for help.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congressional inquiries to the Navy regarding DD-214 issues soared from 206 in 2018 to 429 in 2022, according to Navy data.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere seems to be a lack of urgency among Navy officials in both finding a solution to these delays and communicating these delays to sailors,\u201d Sen. Marco Rubio wrote in a scathing letter to Navy Secretary Carlos Del Toro in October. \u201cIt is apparent the Navy has not considered the hardships that sailors experience given the Navy\u2019s delays in processing their paperwork.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Rubio constituent who contacted the Florida Republican\u2019s office shared a copy of the letter with Navy Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rubio\u2019s staff confirmed the letter\u2019s authenticity but declined further comment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That retired officer said he was forced to hold onto his active-duty ID card, potentially breaking the law, because it was the only way he could log into the system to check on the status of his paperwork.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFailing to live up to the government\u2019s end of the bargain on taking care of servicemembers also exacerbates the existing recruitment crisis the Navy and other branches are facing,\u201d Rubio wrote. \u201cThis is unacceptable.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"5367\" height=\"3578\" src=\"\/wp-content\/uploads\/2026\/08\/7289565-1.jpg.jpg\" alt=\"\" class=\"wp-image-81359\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/7289565-1.jpg.jpg 5367w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/7289565-1.jpg.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/7289565-1.jpg.jpg?resize=768,512 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/7289565-1.jpg.jpg?resize=1024,683 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/7289565-1.jpg.jpg?resize=1536,1024 1536w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/7289565-1.jpg.jpg?resize=2048,1365 2048w\" sizes=\"auto, (max-width: 5367px) 100vw, 5367px\" \/><figcaption class=\"wp-element-caption\">U.S. sailors observe the Japan Maritime Self-Defense Force helicopter destroyer JS Izumo from aboard the aircraft carrier Abraham Lincoln on June 23, 2022. Wren\/Navy)<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Joint Force challenges<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy does not suffer such HR modernization travails alone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A bottleneck in a similar Army effort led to thousands of soldiers not getting their <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2023\/01\/25\/troops-cant-get-discharge-forms-or-retire-due-to-armys-hr-transition\/\" target=\"_blank\">discharge paperwork in January<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force paused the rollout of its <a href=\"https:\/\/www.airforcetimes.com\/news\/your-air-force\/2022\/11\/14\/air-force-still-struggling-to-launch-working-performance-review-system\/\" target=\"_blank\">new evaluation system<\/a> in November after that system failed to add evals to airmen\u2019s official records, among other flaws.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2022\/11\/14\/air-force-still-struggling-to-launch-working-performance-review-system\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/221025-F-UO290-9008.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Air Force still struggling to launch working performance review system<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Rolling out myEval without sufficient beta testing or guidance has led to months of problems.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cAs we have shared our lessons learned with our sister services, we have found they are facing similar challenges with similar delays,\u201d Cornell said in an email. \u201cAnd we are all reminded of the hard-learned lessons of the Department of Defense\u2019s pursuit of the Defense Human Integrated Resources System.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Known as <a href=\"https:\/\/www.stripes.com\/opinion\/military-update-dimhrs-program-dumped-as-a-disaster-1.99558\" target=\"_blank\">DIMHRS<\/a>, the Pentagon\u2019s HR transformation effort burned through $1 billion over 12 years before officials pulled the plug in 2010.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Former Chairman of the Joint Chiefs of Staff <a href=\"https:\/\/www.jcs.mil\/About\/The-Joint-Staff\/Chairman\/Admiral-Michael-Glenn-Mullen\/\" target=\"_blank\">Adm. Mike Mullen<\/a> called the effort <a href=\"https:\/\/www.stripes.com\/opinion\/military-update-dimhrs-program-dumped-as-a-disaster-1.99558\" target=\"_blank\">\u201ca disaster,\u201d<\/a> while <a href=\"https:\/\/www.defense.gov\/About\/Biographies\/Biography\/Article\/602797\/\" target=\"_blank\">former Defense Secretary Robert Gates<\/a> said the only thing the program produced was <a href=\"https:\/\/www.stripes.com\/opinion\/military-update-dimhrs-program-dumped-as-a-disaster-1.99558\" target=\"_blank\">\u201can unpronounceable acronym.\u201d<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Decades spent patchworking aging IT systems to keep them running is common in many large institutions and is known as \u201ctechnical debt,\u201d according to Berman.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you never pay your credit cards off in full but you just pay the minimum payment every month, eventually you\u2019re going to be in trouble,\u201d Berman said. \u201cIt\u2019s the same thing with an IT system.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Navy officials say this work has to be done.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And while they\u2019re reluctant to place any firm date on when sailors will handle their HR needs entirely on their phone, they promise that the pain will be worth it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe could no longer stand aside, doing nothing,\u201d Cornell said. \u201cThat had been done for decades and the cost of maintaining an antiquated HR system that was not meeting the needs of our Sailors and their families was becoming prohibitively expensive and utterly unacceptable.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">More questions<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy has instituted a raft of reforms that leaders say will make transformation less painful going forward, but questions persist.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service brought on a longtime government executive and IT specialist, Manuel Hermosilla, to lead the HR Transformation effort in late 2021.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Before that, an IT expert had not been leading the tech-heavy HR Transformation effort since it became a program of record in 2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While today\u2019s HR Transformation leadership is focused on moving forward, records obtained by Navy Times suggest what went wrong.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">PowerPoint slides point to \u201cminimum\u201d Navy oversight on prime contractors, while noting \u201caggressive delivery\u201d schedules and \u201chigh levels of technical and operational risk\u201d as prominent factors in the 2021 imbroglio that disrupted pay and benefits for thousands of sailors.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1023\" height=\"771\" src=\"\/wp-content\/uploads\/2026\/08\/hrt-graphic-3.png.png\" alt=\"\" class=\"wp-image-81360\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/hrt-graphic-3.png.png 1023w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/hrt-graphic-3.png.png?resize=300,226 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/hrt-graphic-3.png.png?resize=768,579 768w\" sizes=\"auto, (max-width: 1023px) 100vw, 1023px\" \/><figcaption class=\"wp-element-caption\">An internal Navy PowerPoint slide from February 2022 suggest the complexity of the service&#8217;s HR Transformation efforts. (MC3 Maci Sternod\/Navy)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">But while claiming progress, Cheeseman was reluctant to say when a modernized system will be up and running.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt would be empty and premature for me to say what date we\u2019re actually going to be able to target,\u201d he said. \u201cWe should know a little bit more in the spring to be able to tell leadership and Congress where we think we\u2019re going to go.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While Cheeseman is loath to tack on any firm dates for when HR Transformation will be completed, internal records show that the main system sailors will one day use on their phones, Navy Personnel and Pay, or NP2, likely won\u2019t come fully online until January 2024 at the earliest, two years late.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The consolidation of the 55 legacy IT systems is not expected to be completed until fiscal year 2028.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">\u2018Failure is not an option\u2019<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">HR Transformation envisions a time when automated systems will help sailors through most of their pay and personnel needs, with a handful of \u201ccenters of excellence\u201d serving as backstops for tougher issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These six centers are backed up by 13 regional support centers, Cornell said, replacing the network of 67 personnel support detachments, or PSDs, that once existed on bases to help sailors. Those PSDs were closed on the assumption that the new HR systems would come online as scheduled.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRealignment of the work wasn\u2019t completed until September 2022, therefore the efficiencies that come from consolidation have not yet been completely realized,\u201d she said. \u201cThe important takeaway is that we are always adapting, learning and improving.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cheeseman said he hears the gripes of sailors who miss the old model.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI totally understand they want to go sit next to somebody at PSD and talk about it,\u201d Cheeseman said. \u201cBut for every negative story we get\u2026we hear very positive comments through our (MyNavy Career Center) that their issue was resolved. Again, they got to an expert faster than they would have in the past. So we need to do a better job telling that story.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But to some sailors, not having a physical office on their base to go to has so far made pay or DD-214 issues that much more vexing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s no customer service anymore,\u201d a retiring chief who was issued a mistake-riddled copy of his DD-214, told Navy Times last year. \u201cEverything\u2019s through email. You can\u2019t walk into a building and ask questions. IT modernization jobs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs we got down the transformation road, and as we started bolting on new systems\u2026you\u2019re quickly learning the lessons and it becomes a lot more complex,\u201d he said. \u201cTrying to turn those lessons fairly quickly in what was a COVID environment was problematic.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Going forward, the Navy plans to more consistently update and modernize such systems, so that future sailors won\u2019t grapple with the kind of cobwebbed, long-neglected arrays the Navy is now struggling to replace.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf we fail to do this, we will find ourselves back in the situation of trying to operate this HR
