{"id":45733,"date":"2019-04-18T21:00:08","date_gmt":"2019-04-18T21:00:08","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2019\/04\/18\/why-do-so-many-women-leave-the-coast-guard\/"},"modified":"2026-08-08T19:48:03","modified_gmt":"2026-08-08T19:48:03","slug":"why-do-so-many-women-leave-the-coast-guard","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/04\/18\/why-do-so-many-women-leave-the-coast-guard\/","title":{"rendered":"Why do so many women leave the Coast Guard?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">A new study offers few definitive conclusions for why fewer women choose to stay in the Coast Guard compared to men, but it offers several reasons why they want to get out.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.rand.org\/pubs\/research_briefs\/RB10058.html?utm_medium=rand_social&#038;utm_source=twitter&#038;utm_campaign=oea\" target=_blank>The report<\/a>, released a few weeks ago by the non-profit <a href=\"https:\/\/www.rand.org\/pubs\/research_briefs\/RB10058.html?utm_medium=rand_social&#038;utm_source=twitter&#038;utm_campaign=oea\" target=_blank>RAND Corporation<\/a>, was commissioned by the Coast Guard and is the first study in nearly 30 years to look at women in the service\u2019s ranks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fewer female enlisted or officer Coast Guard members make a career in the service or even stick around at the four-year or 10-year mark, according to the study.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Compared to their male counterparts, 12 percent fewer female Coasties will stay in the service after a decade in uniform.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">About 23 percent of male officers will serve a 25-year career in the Coast Guard, while 15 percent of women officers will do the same.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the enlisted side, just 5 percent of women will serve 25 years, while 12 percent of their male counterparts hit that point, according to the study.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"931\" height=\"677\" src=\"\/wp-content\/uploads\/2026\/08\/RAND-CG-GRAPHIC.png.png\" alt=\"\" class=\"wp-image-81637\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/RAND-CG-GRAPHIC.png.png 931w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/RAND-CG-GRAPHIC.png.png?resize=300,218 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/RAND-CG-GRAPHIC.png.png?resize=768,558 768w\" sizes=\"auto, (max-width: 931px) 100vw, 931px\" \/><figcaption class=\"wp-element-caption\">A new study attempts to account for why the Coast Guard struggles to retain women in the ranks. (Image courtesy RAND Corporation).<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The Coast Guard\u2019s Office of Diversity and Inclusion commissioned the survey to ferret out root causes behind lower retention rates of women and to get recommendations on how to fix that.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s part of an effort started last year by the service to look at challenges affecting the workforce in general. A final plan and report are expected next year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At his annual State of the Coast Guard address last month, <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2019\/03\/21\/commandant-coast-guard-nears-readiness-tipping-point\/\" target=\"_blank\">Adm. Karl Schultz<\/a> pointed to several changes already in the works, including revamping the regs that disqualify single-parent enlistments, loosening weight standards and easing tattoo restrictions, part of a larger effort to convince more women to say in the service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey\u2019re small ripples that will lead to a groundswell of cultural change,\u201d Schultz said. \u201cInclusion allows for development of the critical bonds that will put us on a course to mission success.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rand\u2019s study cautions there are no \u201csilver bullet\u201d solutions to the retention woes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite the achievements of women in the military, the services largely remain a boy\u2019s club, and the 164 focus groups with 1,010 Coast Guard members interviewed for the study revealed women voicing concerns about problems shared with women in the other armed forces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Issues raised included having to tolerate inappropriate comments uttered by male peers, who also exclude women from group activities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSome reported that, when a woman does interact with male peers, she can be subjected to rumors of engaging in a sexual relationship, with any stigma being placed on her, not him,\u201d the study states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Coast Guard women also raised sexual harassment and assault problems as reasons for lower retention rates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSome participants commented that units with only one or two women assigned and units in remote, isolated environments also tended to experience sexual harassment or assault more often than other units,\u201d the study states.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/03\/21\/commandant-coast-guard-nears-readiness-tipping-point\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/CG-Schultz.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Commandant: Coast Guard nears readiness \u2018tipping point\u2019<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Adm. (Petty Officer 2nd Class Corinne Zilnicki\/U.S. Coast Guard)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">When it comes to having kids, Coast Guard women reported a \u201clack of breastfeeding support\u201d at times, compounded by few facilities for pumping breast milk and commanders who were reluctant to allow proper breaks for doing it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pregnancy affects a female Coast Guard member\u2019s ability to acquire qualifications and experiences that will advance careers, and some respondents told researchers that male colleagues get \u201cfrustrated at having to fill in when women are on parental leave.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWomen described being accused of getting pregnant just to get out of duties or having to go underway,\u201d the study states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Women also reported retention being affected by \u201cperceived unfairness of weight standards\u201d that don\u2019t consider body types and changes after childbirth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey noted as particularly problematic the use of the taping process as a measure of body fat to enforce weight standards,\u201d the report states. \u201cFurthermore, participants felt that standards were not aligned to job ability.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some focus groups were male, and both men and women members noted workload, assignment processes and opportunities in the civilian world as factors affecting retention.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Coast Guard women also reported feeling like they\u2019d have to choose between the service and their families at some point in their careers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those with civilian spouses cited concerns about frequent moves and other issues regarding life in the Coast Guard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While 7 percent of Coast Guard men are in dual-military marriages, about 52 percent of married Coast Guard women wed other members of the armed forces, the study found.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2019\/01\/23\/commission-eyes-adding-women-to-the-military-draft-or-dumping-the-system-altogether\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4813528.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Women in the military draft, or dump the system altogether? New report looks at radical options<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Big changes are expected to come to the Selective Service System in coming years, but exactly what is still unclear.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Personnel data showed a plurality of enlisted women working in service or support ratings, fields with the fewest enlisted men.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Men were more likely to be afloat than women, and the afloat sector sees higher retention rates than ashore commands for both men and women, according to the study.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The study recommends the Coast Guard look into reforming several areas to better retain women.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Leaders should explore options for augmenting units when a female member goes on parental leave and consider ensuring that evaluation periods for promotions aren\u2019t adversely affected by a woman having a baby, the study states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service needs to \u201cexplore creative solutions\u201d to berthing shortages for women at sea while ensuring female-specific policies are understood and disseminated by leaders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Among other prescriptions, the report recommends the Coast Guard better track workforce data for certain gender-related categories so that future assessments can be based on strong sets of
