On Wednesday, the EPA told CRI members it will be eliminating the forum altogether by signing a new agreement with the military that doesn\u2019t include them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBecause we cannot reach a consensus on ground rules, all the parties agree that we need to amend the consent order,\u201d EPA regional enforcement chief Amy Miller said during a Zoom call with members.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Members responded with disbelief and outrage. CRI member Lacey Quintero, whose family fell severely ill after drinking water tainted by Red Hill fuel, was furious.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou took the Navy\u2019s side on this,\u201d she said. \u201cAs a veteran, as a military spouse, shame on you!\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The military will not be required to attend the next CRI meeting on June 20. A new agreement is being negotiated, which may include an alternative to the CRI, Miller said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Made up of environmental advocates and people impacted by the contamination, the CRI has been a forum to discuss the shut down of Red Hill and question military leaders. The group doesn\u2019t always get answers, leading to heated interactions between angry community members and defensive military officials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After a&nbsp;<a href=\"https:\/\/www.instagram.com\/reel\/C1ASEbwv96f\/?utm_source=ig_web_copy_link&#038;igsh=MzRlODBiNWFlZA==\" target=\"_blank\">meeting in December<\/a>&nbsp;turned contentious, the Navy skipped the following meeting. Since then, the military has tried to&nbsp;<a href=\"https:\/\/www.staradvertiser.com\/2024\/03\/20\/hawaii-news\/red-hill-board-accuses-navy-of-backing-off-transparency-vow\/\" target=\"_blank\">wrest control of meetings<\/a>&nbsp;from the community members, proposing several specific changes.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2022\/07\/01\/multiple-errors-led-to-fuel-leak-in-pearl-harbor-water-navy-says\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Multiple errors led to fuel leak in Pearl Harbor water, Navy says<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Some 6,000 people, including Navy, Army and Air Force families, suffered nausea, headaches, rashes and other symptoms.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Instead of Marti Townsend, an environmental justice attorney, running the meetings, the agencies would hire a facilitator of the Navy\u2019s choosing, according to&nbsp;<a href=\"https:\/\/s3.documentcloud.org\/documents\/24742881\/militarys-proposed-changes-to-red-hill-community-representation-initiative.pdf\" target=\"_blank\">a copy of the military\u2019s proposal<\/a>. The military \u2014 not the CRI \u2014 would set the agenda, and the military would choose the meeting locations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAll participants in CRI meetings are expected to conduct themselves in a respectful and professional manner during communications with other participants,\u201d the proposal said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In March, the Navy sent out a press release with its desired CRI meeting agenda under a banner stating the Navy \u201ccontinues to prioritize civil discourse and community engagement.\u201d In response, the CRI accused the Navy of trying to \u201ccommandeer\u201d its meetings by distributing a \u201cfake agenda.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The EPA invited the CRI members to participate in a mediation with the military, but members refused because the meetings would not be public and the discussion kept confidential, according to CRI member Walter Chun.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the EPA and military proceeded with the mediated discussion and drafted a new set of ground rules for CRI meetings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under that proposal, the military would choose the meeting venue, and the EPA would choose a neutral facilitator who would lead meetings and finalize the agenda. Discussion would be limited to topics within the scope of the federal regulatory agreement. The meetings would include public comment, but each speaker would be limited to two minutes, and the military would not respond to questions from those public speakers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The CRI objected to those changes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe don\u2019t want the Navy to have the ability to dictate to us what we\u2019re going to talk about,\u201d Townsend said at Wednesday\u2019s meeting. \u201cI think that is where the line is drawn. The military is trying to hang on to lands it holds under&nbsp;<a href=\"https:\/\/www.civilbeat.org\/2024\/04\/the-days-of-the-army-leasing-land-in-hawaii-for-1-are-likely-over-but-whats-next\/\" target=\"_blank\">state land leases<\/a>&nbsp;that are soon expiring and is aware that its reputation could influence lease renewal negotiations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In light of that, the Navy is hoping to be the subject of more positive media coverage and strengthen public trust in the Navy, according to&nbsp;<a href=\"https:\/\/www.civilbeat.org\/2024\/06\/the-sunshine-blog-the-navy-would-like-to-recall-this-press-release\/\" target=\"_blank\">a public relations plan<\/a>&nbsp;accidentally released to Civil Beat this month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now is not the time to do away with a forum that asks the military to be transparent, Townsend said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTheir mission is to tell us everything is OK regardless of whether that is true,\u201d she said. \u201cI see the CRI\u2019s role as being an opportunity for us to at least kick the tires and see, to road test it a little bit. Is it actually really OK?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Civil Beat asked Navy Region Hawaii for an interview on Wednesday afternoon but received a written statement instead.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lt. Cmdr. Joe Keiley, a Washington, D.C.-based Navy spokesman, said the Navy is \u201ccommitted to a diverse program of engagements with the community\u201d as it works to close Red Hill, remediate the environment and ensure access to safe drinking water.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked again for an interview, Keiley declined and referred further questions to the EPA.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Miller, Hawaii\u2019s entire congressional delegation \u2014 Sens. Mazie Hirono and Brian Schatz and Reps. Ed Case and Jill Tokuda \u2014 supports the decision to shut down the CRI.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey thought it was out of hand,\u201d Miller said, recalling a meeting with the delegation in the springtime. \u201cThey thought it needed ground rules. They thought it was disruptive. It was a pretty negative meeting.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Civil Beat contacted the offices of each congressional representative for comment on Wednesday but did not receive any responses as of the time of publication.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ilima DeCosta, a CRI member, said she feels the EPA \u201cdoesn\u2019t have any power to protect the people.\u201d She said members should continue their meetings, with or without federal government agencies present.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t care what we are called,\u201d she said. \u201cBut we\u2019re going to be there.
