{"id":46020,"date":"2024-06-03T17:45:04","date_gmt":"2024-06-03T17:45:04","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2024\/06\/03\/navy-announces-new-billet-based-advancement-policy\/"},"modified":"2026-08-08T19:51:44","modified_gmt":"2026-08-08T19:51:44","slug":"navy-announces-new-billet-based-advancement-policy","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2024\/06\/03\/navy-announces-new-billet-based-advancement-policy\/","title":{"rendered":"Navy announces new billet-based advancement policy"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Navy unveiled a new policy Monday that will allow commanding officers to recommend certain sailors advance to E-5 and E-6 in order to fill empty billets \u2014 provided they agree to stay in the sea service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The effort, known as Command Advance to Position, or CA2P, is the latest initiative from the service to bolster <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2023\/11\/29\/navy-fills-nearly-all-e-9-billets-with-new-senior-enlisted-marketplace\/\" target=\"_blank\">billet-based advancement<\/a> in exchange for the opportunity to promote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now, eligible sailors can fill <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2023\/05\/12\/sailors-who-sign-up-for-3-year-journeyman-sea-tours-to-get-bonus-pay\/\" target=\"_blank\">either vacant billets<\/a> or ones that will become open in the next 18 months \u2014 so long as they agree to reenlist and fulfill the tour requirements for the billet, according to a new <a href=\"https:\/\/www.mynavyhr.navy.mil\/Portals\/55\/Messages\/NAVADMIN\/NAV2024\/NAV24111.txt?ver=yZyF3kVpGU08r217ulCFaA%3d%3d\" target=\"_blank\">naval administrative message, or NAVADMIN<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The policy, which took effect Saturday, is different from the service\u2019s Meritorious Advancement Program, which allows sailors to promote without agreeing to additional time in service. Eventually, CA2P will replace the MAP system, the Navy said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the new policy, commanding officers may recommend a sailor for CA2P by submitting a Manning Realignment Request in MyNavy Assignment, for those more than 12 months out from their projected rotation date.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2023\/11\/29\/navy-fills-nearly-all-e-9-billets-with-new-senior-enlisted-marketplace\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/211201-N-PW494-0173.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Navy fills nearly all E-9 billets with new Senior Enlisted Marketplace<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The new Senior Enlisted Marketplace program requires senior chiefs to apply and accept orders for a specific job in order to advance to master chief.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">If a sailor is less than 12 months away from their projected rotation date, commands may recommend the sailor for CA2P via an email request to the appropriate placement management coordinator.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those eligible to promote to E-5 must have two years of cumulative sea duty, and have passed the most recent Navy-wide Advancement Exam as they await advancement. Those who have previously undergone the CA2P process to advance to E-5 must agree to an additional two years of service on top of the current tour length to promote to E-6.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSailors who are assigned to overseas tours will need to meet DoD requirements to be eligible for either the overseas tour extension incentives program or the consecutive overseas tour program,\u201d the NAVADMIN said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sailors serving in submarine or surface nuclear ratings are not eligible for CA2P, according to the NAVADMIN.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other efforts aimed at targeting billet-based advancement include the Detailing Marketplace Assignment Policy, known as DMAP, and the Senior Enlisted Marketplace \u2014 both of which seek to eliminate manning shortages at sea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under DMAP, certain sea-intensive ratings are eligible for benefits if they sign on to another three-year journeyman sea tour as an E-5, including up to $800 in incentive pay. Sailors wishing to remain at sea as part of CA2P but are not part of a DMAP rating are not eligible for these incentives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even so, sailors in ratings
