{"id":46139,"date":"2022-09-07T00:56:24","date_gmt":"2022-09-07T00:56:24","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2022\/09\/07\/fat-leonard-escape-is-latest-twist-in-navy-bribery-case\/"},"modified":"2026-08-08T19:55:49","modified_gmt":"2026-08-08T19:55:49","slug":"fat-leonard-escape-is-latest-twist-in-navy-bribery-case","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2022\/09\/07\/fat-leonard-escape-is-latest-twist-in-navy-bribery-case\/","title":{"rendered":"\u2018Fat Leonard\u2019 escape is latest twist in Navy bribery case"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">SAN DIEGO \u2014 Three weeks before he faced sentencing, the Malaysian defense contractor at the center of <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/09\/01\/navys-fat-leonard-case-implodes\/\" target=\"_blank\">one of the biggest bribery investigations in U.S. military history<\/a> made an escape as stunning and brazen as the case itself: U-Haul trucks were seen at his home in a tony San Diego neighborhood before Leonard Glenn Francis, known as \u201c<a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2021\/09\/21\/fat-leonard-is-poised-to-spill-the-beans-in-this-new-podcast-series\/\" target=\"_blank\">Fat Leonard<\/a>,\u201d <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2022\/09\/06\/fat-leonard-facing-sentencing-in-bribery-scandal-is-on-the-lam\/\" target=\"_blank\">snipped off his ankle monitor and disappeared<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nearly a dozen U.S. law enforcement agencies were searching for Francis on Tuesday. But officials acknowledged he may already be in Mexico, and possibly on his way back to Asia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Four years ago, U.S. District Court Judge Janis Sammartino feared Francis might run off when she turned down his lawyer\u2019s request to allow him to be under house arrest without round-the-clock security guards keeping watch on the ailing defense contractor. At the time, Francis was cooperating with prosecutors as they pursued charges against <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/03\/08\/fat-leonard-wrongdoing-not-a-definite-career-killer-for-navy-officers\/\" target=\"_blank\">dozens of Navy officials<\/a> who <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2022\/06\/29\/four-former-navy-officers-convicted-in-fat-leonard-bribery-trial\/\" target=\"_blank\">accepted bribes in exchange for classified information<\/a> that gave Francis\u2019 ship servicing business in Asia an edge in getting military contracts.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/09\/01\/navys-fat-leonard-case-implodes\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"192\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Navy_Ball2011.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Navy\u2019s \u2018Fat Leonard\u2019 case implodes<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Defense attorney says  the taped testimony of a corrupt contractor creates a &quot;crack in the dike&quot; for future prosecutions.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">When asked about the bold escape Tuesday, his lawyer, Devin Burstein, who pushed for more leniency for his client, said: \u201cAt this time, I have no comment, sorry.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sammartino repeatedly maintained that Francis, who was in poor health and needed medical care, could only remain under house arrest if private security guards were on site. At one point she expressed concern that if he were to escape and ended up \u201cback in Malaysia for whatever reason,\u201d her name would come up if anyone asked \u201cwho let somebody do this without any security,\u201d according to a transcript of a closed-door hearing in February 2018 that was unsealed in January.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She raised similar concerns in a closed-door hearing on Dec. 17, 2020, after receiving a report that the home was left without anyone guarding it for nearly three hours, according to another court transcript. The guard said he had been on a long lunch break, and Francis apologized to the judge for the mishap.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It was unclear if round-the-clock security guards were still in place this weekend.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. Attorney\u2019s office in San Diego declined to comment, referring calls to the U.S. Marshals Service in San Diego. Supervisory Deputy U.S. Marshal, Omar Castillo, said his officers found no one at the home when they arrived Sunday afternoon, nearly seven hours after Francis is believed to have removed his ankle monitor with heavy scissors. The device was found in the home.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Castillo said someone called the San Diego police department and their officers first went to the home shortly before 2 p.m. after receiving a call asking them to check on it. Castillo said he did not know who made the call to police and the police department did not return calls seeking comment. After officers found the home empty, they contacted U.S. Pre-Trial Services, the federal agency in charge of his home confinement, which then called the U.S. Marshals Service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Castillo said he did not know if security guards had been ordered to be there as a condition of the house arrest. He said neighbors reported seeing U-Haul trucks coming and going from the home one or two days before the escape. Pre-Trial Services declined to comment or answer questions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The home is about a 40-minute drive from the Mexican border, where vehicles stream into Tijuana and are only stopped randomly. Castillo said Mexican authorities have been put on alert and 10 U.S. law enforcement agencies at local, state and federal levels were searching for Francis on Tuesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Castillo said GPS ankle monitors are easy to remove and do not stop people from escaping. He added that he would not be surprised if Francis was already in Mexico since it is easy to drive into the country and not be stopped.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat\u2019s the risk that is taken when defendants are on GPS monitoring, you know,\u201d he said. \u201cThey don\u2019t all cut off their GPS bracelets, but this can happen.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It was a surprising turn in a case already full of shocking revelations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nearly a decade ago, Francis was arrested in a San Diego hotel as part of a federal sting operation. Investigators say he and his company, Glenn Defense Marine Asia, bilked the Navy out of more than $35 million by buying off dozens of top-ranking Navy officers with booze, sex, lavish parties and other gifts. Gary Roughead&#039;s &quot;Personal A-list&quot; of guests for his change-of-command ceremony in 2011.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The case, which delved into salacious details about service members cheating on their wives and seeking out prostitutes, was an embarrassment to the Pentagon, revealing how military officers were easily enticed into wrongdoing. The sprawling corruption case was being prosecuted by the U.S. attorney\u2019s office, which offered an independent authority from the military justice system and with ample experience of prosecuting complex federal corruption cases.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Francis was scheduled to be sentenced Sept. 22 after working with prosecutors for years, leading to dozens of convictions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All that cooperation will mean nothing now, but Francis may be hard to catch, given his wealth and vast worldwide connections, said Jason Forge, a former federal prosecutor in San Diego who worked on a number of high-profile corruption cases.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHe doesn\u2019t strike me as the type of person under these circumstances to make a spontaneous decision,\u201d Forge said. \u201cI\u2019m assuming this means he has planned things out and he has the where-with-all to do so. He will probably be a free bird for awhile.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prosecutors, he added, were in a tough position: They had to keep Francis from being sentenced and ensure his medical issues were addressed so he would still cooperate on the long investigation, which allowed him to remain in home confinement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cUnfortunately, they got burned,\u201d Forge said. \u201cHe must have a pretty good darn plan because whatever breaks he got are gone &#8230; He has no leverage now whatsoever if they catch him.
