{"id":46331,"date":"2023-01-19T21:49:50","date_gmt":"2023-01-19T21:49:50","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2023\/01\/19\/navy-lays-out-new-12-week-parental-leave-policy\/"},"modified":"2026-08-08T19:45:01","modified_gmt":"2026-08-08T19:45:01","slug":"navy-lays-out-new-12-week-parental-leave-policy","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2023\/01\/19\/navy-lays-out-new-12-week-parental-leave-policy\/","title":{"rendered":"Navy lays out new 12-week parental leave policy"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Navy on Thursday announced details on the military\u2019s new policy providing 12 weeks of parental leave to parents after birth, adoption or long-term foster care placement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Before the change, new moms got six weeks of parental leave and six weeks of convalescent leave.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the first time, the new policy also provides 12 weeks of parental leave to the parent who did not give birth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNavy family members are an integral part of our Navy Force, and the parental leave policy updates provide needed time for our Navy families to bond,\u201d Chief of Naval Personnel Vice Adm. Rick Cheeseman said in a statement. \u201cThis is the right thing to do for our Sailors, and it brings the Navy in line with or ahead of many civilian workplaces.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The policy change went into effect across the <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2023\/01\/04\/troops-entitled-to-12-weeks-of-leave-after-birth-adoption-of-a-child\/#:~:text=Your%20Military-,Troops%20entitled%20to%2012%20weeks%20of,birth%2C%20adoption%20of%20a%20child&#038;text=Any%20service%20member%20welcoming%20a,congressionally%20mandated%20policy%20signed%20Thursday.\" target=\"_blank\">Defense Department<\/a> on Dec. 29 and was included in the 2022 defense policy bill.<\/p>\n\n\n<aside class=\"smg-interstitial-link smg-interstitial-link--fallback wp-block-smg-interstitial-link\"><a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2023\/01\/04\/troops-entitled-to-12-weeks-of-leave-after-birth-adoption-of-a-child\/#:~:text=Your%20Military-,Troops%20entitled%20to%2012%20weeks%20of,birth%2C%20adoption%20of%20a%20child&#038;text=Any%20service%20member%20welcoming%20a,congressionally%20mandated%20policy%20signed%20Thursday.\" class=\"smg-interstitial-link__fallback-link\">Troops entitled to 12 weeks of leave after birth, adoption of a child<\/a><\/aside>\n\n\n<p class=\"wp-block-paragraph\">Under the new policy, the 12 weeks of leave must be taken within a one-year period after the event, according to the Navy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It applies to all active-duty and some Navy Reserve sailors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.mynavyhr.navy.mil\/Portals\/55\/Messages\/NAVADMIN\/NAV2023\/NAV23008.txt?ver=jHAMug-P7GWQs1pM85GoEg%3d%3d\" target=\"_blank\">naval administrative message<\/a> lays out the official policy and how you can apply for it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Qualifying events include giving birth, adopting a minor, or having a minor placed with the sailor for adoption or long-term foster care, or any combination of events.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Birth parents will be authorized the 12 weeks of parental leave after their convalescent leave, and dual-military couples can each take advantage of the leave option as well.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sailors can take the leave in one continuous block or break it up into weekly increments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And while parental leave must be used within a year, it can also be taken with ordinary leave, according to the Navy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Generally, the Navy will require deployed sailors or sailors deploying within three months to defer some or all of the parental leave until the deployment ends, according to the Navy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But commanders are authorized to approve the parental leave if they determine that the command\u2019s readiness won\u2019t be impacted by the member\u2019s absence.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1000\" height=\"714\" src=\"\/wp-content\/uploads\/2026\/08\/sailor-newborn.webp_.jpg\" alt=\"\" class=\"wp-image-82070\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/sailor-newborn.webp_.jpg 1000w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/sailor-newborn.webp_.jpg?resize=300,214 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/sailor-newborn.webp_.jpg?resize=768,548 768w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><figcaption class=\"wp-element-caption\">A sailor holds his newborn for the first time after returning home from a deployment in 2021. (Navy)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The parent who didn\u2019t give birth will have to provide proof that they are a parent through records such as birth certificates, according to the NAVADMIN.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If deployment defers parental leave beyond the one-year window, commanders are authorized to extend the eligibility timeframe, according to the Navy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Members who experience a birth, adoption or long-term foster placement after Dec. 27, 2022, are eligible for the new leave policy, and those who had unused caregiver leave under the old policy as of that date can receive the full 12 weeks as well, although that will require commanding office approval.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moms will be able to defer their annual physical fitness assessment for up to 12 months following the birth of their child, but non-birth parents will not be able to use parental leave to skate on their fitness assessment, the NAVADMIN states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">No member will have their career negatively impacted if they opt to take this
