Joseph Hornbuckle, head of Commander, Fleet Readiness Centers, removed Capt. Paul Choate of command \u201cdue to a loss of confidence in his ability to command,\u201d according to a Wednesday statement from the Navy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Choate, who previously served as the executive officer of Fleet Readiness Center Mid-Atlantic starting in 2020, has been reassigned to Command, Fleet Readiness Centers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Capt. Richard Foster, executive officer of Fleet Readiness Center Mid-Atlantic, was scheduled to take over for Choate in December and is now serving as commanding officer.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2023\/01\/19\/navy-ousts-two-commanding-officers-for-loss-of-confidence\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635549336095340337-nav-yir-2014-3jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Navy ousts two commanding officers for loss of confidence<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The CO of amphibious transport dock Mesa Verde, and CO of guided-missile destroyer Carney were relieved Wednesday.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The command is based out of Naval Air Station Oceana in Virginia Beach, Virginia, and is responsible for providing maintenance to aircraft that include the F\/A-18 Super Hornet fighter jets and the the E-2 Hawkeye.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Choate earned the Bronze Star for his service in Iraq in 2006 and 2007 working to safeguard U.S. and allied forces from improvised explosive devices, <a href=\"https:\/\/www.sandiegouniontribune.com\/sdut-bronze-star-awarded-to-lieutenant-commander-2008feb23-story.html\">the San Diego Union-Tribune reported in 2008<\/a>. Choate spearheaded an effort while leading a team of 200 that reduced the installation time of jamming devices on vehicles like SUVs and Humvees, according to the outlet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Choate, originally from Saigon, Vietnam, enlisted in the Navy in 1986 and served as an avionics technician. He completed tours as an aircrewman with Fleet Reconnaissance Squadron 4 and an instructor with Center for Naval Aviation Technical Training Unit before commissioning in 1996 after graduating from University of Oklahoma.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Choate was one of at least seven Navy commanding officers relieved in 2023.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In August, the Navy <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2023\/08\/22\/uss-howard-sustained-soft-grounding-near-bali-ahead-of-port-visit\/\" target=\"_blank\">ousted the commanding officer of the guided-missile destroyer Howard<\/a> after the ship suffered a \u201csoft grounding\u201d near Bali.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy did not explicitly say the firing and the grounding were connected.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In July, the Navy <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2023\/08\/23\/co-was-fired-after-allegedly-choking-mother-and-stepfather\/\" target=\"_blank\">removed Navy Reserve Center Springfield\u2019s commanding officer<\/a> after he was arrested and charged for allegedly choking his mother and stepfather in a hotel room.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The commanding officers of the guided-missile destroyers Carney, John Finn and Stout also were relieved in 2023 as well as the commanding officer of the amphibious transport dock Mesa Verde.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Capt.
