{"id":47201,"date":"2019-09-10T17:26:18","date_gmt":"2019-09-10T17:26:18","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2019\/09\/10\/border-wall-showdown-looms-over-senates-pentagon-spending-bill\/"},"modified":"2026-08-07T23:24:50","modified_gmt":"2026-08-07T23:24:50","slug":"border-wall-showdown-looms-over-senates-pentagon-spending-bill","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/pentagon-congress\/2019\/09\/10\/border-wall-showdown-looms-over-senates-pentagon-spending-bill\/","title":{"rendered":"Border wall showdown looms over Senate\u2019s Pentagon spending bill"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 Senate Republican plans to <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/09\/06\/congress-mulls-continuing-resolution-to-keep-government-open\/\" target=\"_blank\">quickly pass spending bills<\/a> over the next few weeks now appear at risk, amidst a push from Democrats to rebuke President Donald Trump\u2019s <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2019\/07\/28\/supreme-court-trump-can-use-pentagon-funds-for-border-wall\/\" target=\"_blank\">diversion of military construction funding to the border wall<\/a> with Mexico.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A $695 billion defense spending bill advanced Tuesday in the Senate Appropriations Committee, but the panel\u2019s top Democrat, Sen. Patrick Leahy of Vermont, warned it would not pass easily. He said he would propose amendments to the defense bill that would undo the president\u2019s actions on the wall and limit his flexibility to transfer and reprogram money.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill emerged as the center of partisan rancor over efforts to fund the government and avoid a shutdown when spending runs out on Oct. 1. Senate Republicans had planned a sprint to get 12 spending bills needed before the end of the fiscal year, but that now appears to be in danger of unraveling.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The full Senate Appropriations Committee is still expected to take up its defense spending bill on Thursday. It includes $622.4 billion in base funding, $70.7 billion in wartime spending, and $1.7 billion for storm damaged military bases, according to a bill summary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Industry might note the inclusion of 96 <a href=\"https:\/\/www.defensenews.com\/air\/2019\/06\/12\/the-pentagon-is-battling-the-clock-to-fix-serious-unreported-f-35-problems\/\" target=\"_blank\">Lockheed Martin F-35 Lightning II aircraft<\/a>, eight <a href=\"https:\/\/www.defensenews.com\/space\/2019\/06\/03\/house-authorizers-pose-limitations-for-f-15ex-buy-in-2020\/\" target=\"_blank\">Boeing F-15EX aircraft<\/a>, and $1.7 billion for <a href=\"https:\/\/www.defensenews.com\/news\/your-army\/2018\/10\/10\/the-armys-next-tank-might-not-be-a-tank-at-all\/\" target=\"_blank\">General Dynamics M-1 tanks<\/a>. The bill also provides $24.4 billion for 14 battle force ships; including two Virginia Class submarines and three DDG-51 Arleigh Burke destroyers.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2019\/09\/04\/heres-everything-the-pentagon-is-putting-on-hold-to-concentrate-on-building-the-border-wall\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP19066751578508.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Here\u2019s everything the Pentagon is putting on hold to concentrate on building the border wall<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The delayed programs were chosen largely either because they were upgrades or replacements to existing facilities, a senior defense official told reporters in a Pentagon briefing Wednesday, or because their contract award dates are not scheduled for a year or more.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Days after the Pentagon released the list of 127 projects deferred by the administration to devote $3.6 billion to the border wall, Leahy used a floor speech to demand Republicans defend local projects like military schoolhouses and fire stations, if not Congress\u2019s power of the purse. Trump was attempting an \u201cend-run\u201d after Congress cut his wall request by $4.2 billion, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSo far, the abuses of authority have been used in ways that mostly impact issues Democrats care about, and Republicans have stood silent,\u201d Leahy said. \u201cBut what happens when this administration crosses a Republican red line? What about members from states impacted by the canceled military construction projects? Will they at least stand up for their states, if they won\u2019t stand up for the Congress, or the Constitution?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At least one key Republicans was open to the conversation. Military Construction and Veterans Affairs Subcommittee Chairman John Boozman of Arkansas said that the law authorized the administration to divert the money, but he and other Republicans would hear out proposals to protect Congress\u2019s appropriating authority.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think it\u2019s legitimate to take a look and say \u2018do we want to make it where it\u2019s not as broad, to tightening that authority up,\u2019\u201d Boozman said. \u201cI would entertain looking at it, the pros and cons, why we did it in the first place and the controversy we\u2019ve encountered now.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Boozman\u2019s House counterpart, Rep. Debbie Wasserman Schultz, D-Fla., has made clear she will not support backfilling the funds being diverted for the wall. Support from Senate Democrats strengthens the hand of House Democrats, who passed a defense spending bill in June which slashed the amount of money the military can shift between accounts from $9.5 billion to $1.5 billion.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2019\/09\/05\/trump-drains-us-spending-in-europe-to-pay-for-wall-with-mexico\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP19180597769251.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Trump drains US spending in Europe to pay for wall with Mexico<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The White House is being criticized for a plan to move Pentagon spending meant to deter Russia to the U.S.-Mexico border wall project.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">House authorizers are attempting to pressure the administration as well, as House Armed Services Readiness Subcommittee Chairman John Garamendi, D-Calif., said he was dissatisfied with defense officials he met with Tuesday who, by his account, could not justify the national security need for a wall. In a statement Tuesday, he pledged to meet with officials from each military service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Secretary of Defense and the White House can expect an all-out brawl from the Readiness Subcommittee,&#8221; Garamendi said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Beyond the military construction fight, Senate Appropriations Committee Chairman Richard Shelby, R-Ala., had yet to get bipartisan agreement on the spending allocations for the 12 bills. Shelby hoped to attain \u201ccritical mass\u201d for a larger deal by passing several large spending bills.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the heels of a meeting with Senate Minority Leader Chuck Schumer, D-N.Y., Shelby said he was pressing for a \u201ccomprehensive\u201d agreement with both Senate Democrats and House Democrats with whom he\u2019ll have to reconcile competing bills. \u201cWe\u2019re doing everything we can to work together,\u201d he told reporters Tuesday morning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, the morning\u2019s planned Labor, Health and Human Services, Education, and Related Agencies Subcommittee markup was postponed \u201cuntil further notice,\u201d amid accusations from Democrats that Republicans reduced the bill\u2019s top-line to pay for the border wall \u2015 a charge Shelby\u2019s staff denied.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2019\/08\/01\/divided-senate-passes-2-year-budget-deal-with-military-boost\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/IMG_5757.JPG.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Divided Senate passes 2-year budget deal with military boost<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The U.S. Senate sent the president a $2.7 trillion budget plan with roughly $45 billion more in military funding over two years, despite complaints from fiscal conservatives the measure would raise the federal deficit.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Lawmakers had hoped to avoid disputes over policy measures with a handshake agreement \u2015 connected to their bipartisan budget deal in July \u2015 that there would be no \u201cpoison pill\u201d riders on spending legislation. But Shelby acknowledged there\u2019s now some disagreement over precisely what that meant, as Democrats focus on election security, gun control and the border wall.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAgreements are sometimes in the eyes of the beholder, and some [Democrats] might think that\u2019s not a poison bill while we would deem it would be,\u201d Shelby said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senate Majority Leader Mitch McConnell, R-Ky., said Monday he wants the Senate to pass as many spending bills as possible before resorting to a short-term continuing resolution to avoid a partial government shutdown when funding lapses Sept. 30. A short-term continuing resolution until Nov. 21 was being discussed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the House, which is further ahead on spending legislation, Democratic leaders are <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/09\/06\/congress-mulls-continuing-resolution-to-keep-government-open\/\" target=\"_blank\">readying<\/a> a short-term continuing resolution to
