An array of weapons. Law enforcement knew about his potential for violence. But he was still able to own guns and commit the deadliest mass shooting <a href=\"https:\/\/apnews.com\/article\/maine-shooting-what-we-know-40e373f7f2f0e0fb012ad4b26f4b78cd\" target=\"_blank\">in Maine\u2019s history<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One week later, many in Lewiston and nationwide are asking: Why did he have guns at all?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sgt. 1st Class<b> <\/b><a href=\"https:\/\/www.armytimes.com\/news\/2023\/10\/26\/maine-mass-shooting-suspect-is-an-army-reservist\/\" target=\"_blank\">Robert Card<\/a> was identified by authorities as a person of interest four hours after he shot and killed 18 people and wounded 13 others at a bowling alley and a bar in Maine\u2019s second-largest city. But Card, who was <a href=\"https:\/\/www.armytimes.com\/news\/2023\/10\/29\/army-reservist-suspected-in-maine-mass-shooting-found-dead\/\" target=\"_blank\">found dead<\/a> two days after his rampage, had been well known to law enforcement <a href=\"https:\/\/www.armytimes.com\/news\/2023\/10\/31\/army-reservists-family-voiced-concern-months-before-maine-shooting\/\" target=\"_blank\">for months<\/a>.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1771\" height=\"1181\" src=\"\/wp-content\/uploads\/2026\/08\/Robert-Card-mugshot.jpg.jpg\" alt=\"\" class=\"wp-image-87420\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Robert-Card-mugshot.jpg.jpg 1771w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Robert-Card-mugshot.jpg.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Robert-Card-mugshot.jpg.jpg?resize=768,512 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Robert-Card-mugshot.jpg.jpg?resize=1024,683 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Robert-Card-mugshot.jpg.jpg?resize=1536,1024 1536w\" sizes=\"auto, (max-width: 1771px) 100vw, 1771px\" \/><figcaption class=\"wp-element-caption\">This photo released by the Lewiston Maine Police Department shows Robert Card, who police have identified as a person of interest in connection to mass shootings in Lewiston, Maine, on Wednesday, Oct. 25, 2023. ( Lewiston Maine Police Department via AP)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is the clearest-cut case I\u2019ve seen where an extreme risk protection order could have saved all these lives,\u201d said Mark Collins, federal policy director at the gun-violence prevention group Brady, referring to measures often called &#8221; <a href=\"https:\/\/apnews.com\/article\/gun-control-lewiston-maine-shooting-c0ea366da50bd9d9dd4fb1aac256c049\" target=\"_blank\">red flag\u201d laws<\/a>, which Maine does not have.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis guy did everything short of taking out a front-page ad in the newspaper saying he was going to commit an atrocity,\u201d Collins said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The intensifying scrutiny over Card\u2019s access to firearms underscores the difficulty in seizing guns from potentially dangerous people with mental illness \u2014 especially when <a href=\"https:\/\/apnews.com\/article\/maine-lewiston-shooting-police-search-robert-card-924eb8629e7ef6072900b08b84a1e2c4\" target=\"_blank\">numerous states and jurisdictions are involved<\/a>, as was the case with Card.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. Army reservist spent time in a psychiatric facility in New York this summer and he reportedly blamed fellow military officials for his hospitalization, according to a letter an unidentified member of the unit wrote to a Maine sheriff\u2019s deputy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s unclear when the letter was sent, but the writer describes getting a call from a friend of Card\u2019s who was concerned Card was \u201cgoing to snap and commit a mass shooting.\u201d The letter was included in the deputy\u2019s Sept. 15 report about efforts to contact Card.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Card threatened to shoot up the Army reserve drill center in Saco, Maine, and other places, and said that he was going to get \u201cthem.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSince the commander and I are the ones who had him committed we are the \u2018them,\u2019\u201d wrote the unidentified letter writer. \u201cHe also said I was the reason he can\u2019t buy guns anymore because of the commitment.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Authorities at the state and federal level have not said that Card\u2019s history of mental illness should have triggered laws that kept him from owning guns. There was nothing on Card\u2019s record before the shooting that would have kept him from passing a federal background check to buy a gun, the Bureau of Alcohol, Tobacco, Firearms and Explosives said in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Involuntary commitments are reported to federal authorities differently from state to state, said Collins.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Generally, though, not everyone who gets mental health treatment at a facility is considered involuntarily committed. That\u2019s a determination legally made by a court or a board, which then communicates it to another state body tasked with sending that information to the federal background-check system maintained by the FBI.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Each state has an agency that should report it, but it\u2019s not legally required everywhere, he said. Maine does require the State Bureau of Identification to report commitments to the FBI database.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Concern about Card\u2019s behavior accelerated after an altercation he had with fellow Army Reserve members. Card and other members of the Army Reserve\u2019s 3rd Battalion, 304th Infantry Unit were in New York for training on July 15 when he accused several of them of calling him a pedophile, shoved one of them and locked himself in his motel room. The next morning, he told another soldier that he wanted people to stop talking about him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI told him no one was talking about him and everyone here was his friend. Card told me to leave him alone and tried to slam the door in my face,\u201d the soldier later told Maine authorities, according to documents released by the sheriff\u2019s office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">New York State Police responded and brought Card to a hospital at the U.S. Military Academy in West Point for an evaluation. Card spent 14 days at the Four Winds Psychiatric Hospital in Katonah, New York, which is a few miles (kilometers) from West Point.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jonathan Crisp, an army lawyer for two decades before starting a criminal defense practice, said when soldiers are committed involuntarily to mental health facilities by others in the chain of command, it is a \u201creportable\u201d event under Army regulations that triggers a requirement to alert others, including the FBI.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf they took him and he didn\u2019t want to go and he refused to be admitted, it\u2019s a slam dunk,\u201d Crisp said. \u201cThis should have been reported.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Questions over military protocols that should\u2019ve been enacted with Card are similar to those raised after a <a href=\"https:\/\/apnews.com\/article\/texas-mass-shooting-guns-settlement-church-justice-5df2087bee86fddfc5b20bcbdb877f2b\">2017 mass shooting<\/a> during Sunday services at a church in Sutherland Springs, Texas. More than two dozen people \u2014 including eight children \u2014 were shot and killed by a gunman who had served in the Air Force before the attack and had once escaped a mental health center.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After Card left the psychiatric facility in early August, the Army directed that while on duty, he shouldn\u2019t be allowed to have a weapon, handle ammunition or participate in live-fire activity. It also declared him to be non-deployable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because Army Reserve soldiers are only authorized to use military firearms when they are conducting unit-level, mandatory weapons training or authorized duty, Card did not have any access to Army-issued firearms, Army spokesman Bryce Dubee wrote in a statement to Military Times. He also said the Army is conducting an internal investigation into the matter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Military experts say that even if Card\u2019s commanders determined he shouldn\u2019t be around weapons after being committed, they would have had only a handful of options to implement, such as prohibiting him from handling weapons while on duty or attempting to sever him from the Army Reserves. There\u2019s little they can do when the citizen-soldiers are back in civilian life.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Card did not report to battle assembly in September or October 2023, Dubee said. Card told his unit he had work conflicts and was unable to attend.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He received his 20-year letter in March 2023 and was eligible to retire, but the Army said it has no records from Card requesting his retirement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even still, the Army Reserve Command\u2019s Surgeon Office and ASARC medical management made multiple attempts to contact Card in the months after the annual training, Dubee said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He also noted that Card\u2019s unit requested the Sagadahoc County Sheriff\u2019s office conduct a health and welfare check in September.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several weeks after his release from the hospital, on Sept. 15, a deputy was sent to visit Card\u2019s home in Bowdoin, about 10 miles (16 kilometers) southeast of Lewiston, for a wellness check. A deputy went to Card\u2019s trailer but couldn\u2019t find him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The sheriff\u2019s office then sent out a statewide alert seeking help locating Card. It included a warning that he was known to be \u201carmed and dangerous\u201d and that officers should use extreme caution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Sept. 16, the same deputy and another one returned to Card\u2019s trailer. Card\u2019s car was there and the deputy said he could hear him moving around the trailer, but no one answered the door, according to the deputy\u2019s report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Deputies didn\u2019t have legal authority to press the case if Card didn\u2019t want to open the door, Sagadahoc County Sheriff Joel Merry said Wednesday .<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Oct. 18, the sheriff\u2019s office canceled a statewide alert seeking help locating Card.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A week later, shortly before 7 p.m. on Oct. 25, authorities <a href=\"https:\/\/apnews.com\/article\/lewiston-maine-shootings-49da6d06a8b5a15d3b619b3927bc33ff\" target=\"_blank\">began receiving 911 calls<\/a> about a gunman at the Just-In-Time Recreation bowling alley in Lewiston.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Condon reported from New York, Whitehurst from Washington, D.C., and Kruesi from Nashville.
