{"id":51381,"date":"2019-02-21T20:52:15","date_gmt":"2019-02-21T20:52:15","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2019\/02\/21\/as-va-staff-vacancies-rise-union-leaders-blast-administration-officials-for-setting-us-up-to-fail\/"},"modified":"2026-08-08T08:08:17","modified_gmt":"2026-08-08T08:08:17","slug":"as-va-staff-vacancies-rise-union-leaders-blast-administration-officials-for-setting-us-up-to-fail","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/veterans\/2019\/02\/21\/as-va-staff-vacancies-rise-union-leaders-blast-administration-officials-for-setting-us-up-to-fail\/","title":{"rendered":"\u2018Setting us up to fail\u2019 \u2014 VA blasted over unfilled health care positions"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 <a href=\"https:\/\/www.militarytimes.com\/news\/2018\/11\/09\/va-unions-spar-over-move-to-end-physicians-use-of-official-time\/\" target=\"_blank\">Federal union officials<\/a> accused the Veterans Affairs Department of undermining its own health care system by <a href=\"https:\/\/www.militarytimes.com\/veterans\/2018\/09\/04\/one-in-10-va-jobs-is-unfilled-leaving-gaps-in-veterans-services\/\" target=\"_blank\">not filling thousands of open department health positions<\/a> while they push <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2019\/01\/30\/new-va-plan-vets-facing-30-minute-drives-20-day-waits-for-appointments-could-get-private-sector-care-instead\/\" target=\"_blank\">new rules covering more medical appointments at private-sector hospitals<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But VA officials dismissed the criticism as unfounded, since the department completed more appointments than ever before last fiscal year and has kept staff vacancy rates below comparable industry standards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At issue are nearly 49,000 empty posts within VA, just under 12 percent of the 420,000-plus jobs there. It\u2019s also above the 45,000 unfilled slots reported last September.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Union officials call the new figure \u201cunconscionable\u201d and part of a concerted effort by President Donald Trump\u2019s administration to drain resources from the VA.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe administration is setting us up to fail so they can dismantle veterans\u2019 preferred health care provider,\u201d said Alma Lee, National Veterans Affairs council president for the American Federation of Government Employees.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">AFGE leaders have fought with VA officials for years over efforts to expand outside health care options for veterans. President Donald Trump has said that doing so gives veterans more varied and convenient choices, while the union has labeled it an effort to privatize core VA responsibilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The department vacancies have played a significant role in that fight, because union leaders say hiring more health professionals would reduce wait times and appointment backlogs throughout the system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VA officials say they have worked to do that, but nationwide shortages in a host of medical professional specialties limit the effectiveness of that approach. They also argue that using existing private-sector infrastructure to help give veterans more options works in conjunction with the hiring push.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of the vacancies, almost 43,000 are in the Veterans Health Administration (11 percent of the total workforce). In the past, department officials have said many of those open jobs are part of the normal hiring process for any large organization and that comparable health care companies have vacancy rates of 20 percent or more.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VA spokesman Curt Cashour noted that the department hired an additional 1,045 mental health professionals in the last year.
