{"id":52580,"date":"2019-01-15T16:52:24","date_gmt":"2019-01-15T16:52:24","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2019\/01\/15\/south-koreas-defense-report-backs-off-from-calling-north-korea-its-enemy\/"},"modified":"2026-08-08T08:30:24","modified_gmt":"2026-08-08T08:30:24","slug":"south-koreas-defense-report-backs-off-from-calling-north-korea-its-enemy","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/flashpoints\/2019\/01\/15\/south-koreas-defense-report-backs-off-from-calling-north-korea-its-enemy\/","title":{"rendered":"South Korea\u2019s new defense report backs off from calling North Korea its enemy"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">SEOUL, South Korea \u2014 North Korea is no longer South Korea\u2019s \u201cenemy,\u201d though Pyongyang\u2019s nuclear program still poses a security threat, according to Seoul\u2019s biennial defense document published Tuesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It&#8217;s the first time since 2010, the same year 50 South Koreans were killed in attacks blamed on the North, that the enemy label hasn&#8217;t been applied, and a further sign of better ties between the rivals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The South Korean Defense Ministry white paper doesn\u2019t include past terms that labeled North Korea an &#8220;enemy, a \u201cpresent enemy\u201d or the South\u2019s \u201cmain enemy.\u201d It still said the North\u2019s weapons of mass destruction are a \u201cthreat to peace and stability on the Korean Peninsula,\u201d a reference to the<a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2018\/12\/20\/north-korea-says-it-will-never-give-up-nukes-unless-us-removes-threat\/\" target=_blank> North\u2019s missile and nuclear program<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The &#8220;enemy&#8221; terminology has been a long-running source of animosity between the Koreas. North Korea has called the label a provocation that demonstrated Seoul&#8217;s hostility.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Liberal South Korean President Moon Jae-in is pursuing deeper engagement with the North after a surprise round of diplomacy last year replaced threats of war and a string of increasingly powerful North Korean weapons tests in 2017.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moon is not alone in seeking better ties with the North. The paper\u2019s release also comes as <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2019\/01\/03\/trump-says-hes-ready-to-meet-again-with-kim-jong-un\/\" target=\"_blank\">U.S. President Donald Trump <\/a>and North Korean leader<a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2019\/01\/01\/kim-jong-un-says-hes-ready-for-more-talks-with-trump\/\" target=\"_blank\"> Kim Jong Un <\/a>look to stage a <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2019\/01\/10\/north-koreas-kim-looking-to-achieve-results-with-trump-in-2nd-summit-amid-nuclear-standoff\/\" target=\"_blank\">second summit meant to settle a standoff<\/a> over the North\u2019s pursuit of a nuclear program that can reliably target anywhere in the continental United States.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2019\/01\/10\/north-koreas-kim-looking-to-achieve-results-with-trump-in-2nd-summit-amid-nuclear-standoff\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"216\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP19009862987179.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">North Korea\u2019s Kim looking to \u2018achieve results\u2019 with Trump in 2nd summit amid nuclear standoff<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Kim Jong Un says if things don&#039;t improve, North Korea may find &quot;a new way&quot; forward.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">South Korea first called North Korea its &#8220;main enemy&#8221; in 1995, a year after North Korea threatened to turn Seoul into &#8220;sea of fire,&#8221; a term the North has since repeatedly used when confrontations flared with the South.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During a previous era of detente in the 2000s, South Korea avoided using the reference, but it revived the term in its defense document after the 2010 attacks by the North.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the latest defense document, South Korea&#8217;s military said it considers unspecified &#8220;forces which threaten (South Korea)&#8217;s sovereignty, territory, citizens and property our enemy.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">North Korea&#8217;s state media hasn&#8217;t immediately responded.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The change in terminology is certain to draw strong criticism from conservatives in South Korea who argue that Moon&#8217;s push to engage the North has deeply undermined the country&#8217;s security posture.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under tension-easing agreements reached after Moon&#8217;s summit with Kim Jong Un in September, the two Koreas demolished some of their front-line guard posts, established buffer zones along their frontier and demilitarized a shared border village.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Many conservatives in South Korea have said that South Korea shouldn&#8217;t have agreed on conventional arms-reduction programs because North Korea&#8217;s nuclear threat remains unchanged.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2018\/12\/20\/north-korea-says-it-will-never-give-up-nukes-unless-us-removes-threat\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP18354214675290.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">North Korea says it will never give up nukes unless US removes threat<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">North Korea&#039;s stance may put future talks with the U.S. in jeopardy.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">According to the South Korean defense document, North Korea has 1.28 million troops, one of the world&#8217;s largest armies, compared with the South&#8217;s 599,000. The North also still forward-deploys about 70 percent of its army assets and has newly launched a special operation unit specializing in assassinations, it said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The document publicized the 14 kinds of ballistic missiles that it said the North possesses or is developing, including ICBMs that the country test-launched last year. The document said the ICBM tests haven&#8217;t proved whether North Korea has overcome a major remaining technological barrier and now has the ability to strike the U.S. mainland with missiles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The document also assessed that the North has a &#8220;considerable amount of highly enriched uranium,&#8221; an ingredient that gives North Korea a second route to manufacture nuclear weapons along with its stockpile of 50 kilograms (110 pounds) of weaponized plutonium, which civilian experts say is enough for at least eight bombs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">South Korea&#8217;s Unification Minister Cho Myoung-gyon told parliament in October that North Korea was estimated to have up to 60 nuclear weapons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Broader global diplomacy aimed at ridding North Korea of its nuclear weapons hasn&#8217;t achieved a breakthrough since Kim&#8217;s summit with Trump in Singapore last June.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prospects for a second U.S.-North Korea summit have been boosted after Kim travelled to China last week in what experts say
