{"id":52839,"date":"2019-11-19T18:06:51","date_gmt":"2019-11-19T18:06:51","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2019\/11\/19\/gi-bill-repayments-for-tens-of-thousands-of-student-veterans-will-wait-until-next-summer\/"},"modified":"2026-08-08T08:53:23","modified_gmt":"2026-08-08T08:53:23","slug":"gi-bill-repayments-for-tens-of-thousands-of-student-veterans-will-wait-until-next-summer","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/education-transition\/2019\/11\/19\/gi-bill-repayments-for-tens-of-thousands-of-student-veterans-will-wait-until-next-summer\/","title":{"rendered":"GI Bill repayments for tens of thousands of student veterans will wait until next summer"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Tens of thousands of student veterans <a href=\"https:\/\/www.militarytimes.com\/news\/education\/2018\/12\/05\/what-the-heck-is-going-on-with-the-forever-gi-bill\/\" target=\"_blank\">shortchanged in their housing stipends last year<\/a> will have to wait until summer 2020 before they start seeing that money paid back, Veterans Affairs officials acknowledged on Tuesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The news prolongs ongoing concerns about how the department has <a href=\"https:\/\/rebootcamp.militarytimes.com\/news\/education\/2018\/09\/04\/this-gi-bill-change-was-supposed-to-take-effect-aug-1-it-still-hasnt-happened\/\" target=_blank>handled education benefits<\/a> for veterans, and comes as VA officials prepare in the next few weeks to implement significant changes in how those housing payouts are processed for the spring 2020 semester.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As a result of new benefits calculations, the department estimates that about 21,000 students using post-9\/11 GI Bill money will see significant decreases in their monthly housing checks, while another 59,000 will see increases.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2019\/09\/23\/new-plan-would-dramatically-expand-gi-bill-family-transfer-rules-for-troops-veterans\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/656319.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">New plan would dramatically expand GI Bill family transfer rules for troops, veterans<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Senate proposal would drop deadlines for adding dependents to the Post-9\/11 GI Bill program.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">VA leaders testified before the House Veterans\u2019 Affairs Committee that they are confident their technology and processing systems will be ready to start that work on Dec. 1, the latest in a series of sliding deadlines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers at the event said they are generally encouraged with progress by the department in recent months, especially in light of the disastrous financial issues that emerged with department payouts last year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the fall 2018 semester, more than 400,000 veterans saw their housing stipends incorrectly processed that semester as VA officials tried to implement portions of the Forever GI Bill legislation, passed in August 2017.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Department officials received harsh public criticism both for the processing failures and for promises earlier in the year that they would meet deadlines for the work without problem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Tuesday, during an oversight hearing before the House Veterans\u2019 Affairs Committee, VA Under Secretary for Benefits Paul Lawrence said officials have learned from those missteps.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cVA has made significant progress in the development and deployment of the new solution, and we are on track to meet the Dec. 1, 2019, target date,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the center of the problems \u2014 both past and future \u2014 are two changes in the Forever GI Bill legislation regarding how housing stipends are calculated. The first requires the department to link those stipends to military Basic Allowance for Housing rates at zip codes across the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The second requires payments to reflect student\u2019s primary campus location. Students attending colleges with satellite campuses previously could collect housing payouts based on the main campus location. The new calculation could mean thousands of dollars less.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, a student attending the University of San Francisco under the post-9\/11 GI Bill would be eligible for a housing payout of more than $4,300 a month next semester. But a student at the same school\u2019s campus in Sacramento 90 miles away will now be eligible for housing payments of only $2,100 a month.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2018\/11\/28\/va-delays-forever-gi-bill-housing-stipend-fix-again\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/07\/JDS_4134-RESIZED.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">VA delays Forever GI Bill housing stipend fix. Again.<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">After blowing through the initial deadline to bring its GI Bill housing stipends in line with the Forever GI Bill law, Veterans Affairs Department officials said Wednesday that they will not be able to implement the fix until December 2019.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Charmain Bogue, executive director of education services for the Veterans Benefits Administration, said her office has been in contact with numerous campuses in recent months to prepare students for those changes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They are also prepping campus officials for the paperwork they\u2019ll need to get veterans refunds for underpayments in the last three semesters, most related to cost-of-living adjustment mistakes in the fall 2018 semester.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those payouts \u2014 which could range from a few hundred dollars to a few thousand \u2014 will begin being processed in the fall and could end up in veterans\u2019 bank accounts next summer. But VA officials could not offer exact timelines yet on when that money will be sent out.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The missing funds caused financial difficulties for numerous students last year, and VA has promised assistance programs for individuals whose studies are jeopardized by the problems. Bogue also promised increased communication with college officials and veterans advocates to ensure that information on the changes is being made public.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Outside groups said they have been pleased with that work so far, but disheartened by the continued delay.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe know they have a tall order with this,\u201d said Lauren Augustine, vice president of government affairs at Student Veterans of America. \u201cBut we\u2019re disappointed that it will be nearly two years later for veterans to wait for these payments to come through. VA\u2019s outreach work with students on this issue will have to continue to make sure they are getting what they need.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VA officials said they will handle all underpayments of housing stipends before pursuing any overpayment issues, and have promised liberal use of hardship waivers to dismiss that
