{"id":54030,"date":"2019-12-19T16:47:06","date_gmt":"2019-12-19T16:47:06","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2019\/12\/19\/defense-bill-requires-local-jrotc-programs-to-admit-homeschooled-students\/"},"modified":"2026-08-08T09:16:27","modified_gmt":"2026-08-08T09:16:27","slug":"defense-bill-requires-local-jrotc-programs-to-admit-homeschooled-students","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/pentagon-congress\/2019\/12\/19\/defense-bill-requires-local-jrotc-programs-to-admit-homeschooled-students\/","title":{"rendered":"Defense bill requires local JROTC programs to admit homeschooled students"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The defense policy bill that is heading to President Donald Trump\u2019s desk gives homeschooled students the green light to join their local <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2019\/11\/07\/how-increased-footprint-in-high-schools-may-help-army-fix-recruiting-shortfall\/\" target=\"_blank\">Junior Reserve Officers\u2019 Training Corps <\/a>program, establishing a uniform policy across the nation and eliminating any ambiguity regarding homeschooled students\u2019 eligibility.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While there previously was no law barring homeschooled students from joining <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2019\/10\/16\/army-rotc-must-find-more-officers-than-it-has-in-years-and-heres-how-its-happening\/\" target=_blank>JROTC<\/a> programs, the <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/12\/17\/congress-adopts-defense-bill-that-creates-space-force\/\" target=_blank>National Defense Authorization Act<\/a> includes a measure Sens. Tom Cotton, R-Ark., and Doug Jones, D-Ala., introduced in February to ensure homeschoolers aren\u2019t rejected from joining JROTC programs at local public and private high schools.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cotton made the case for the provision on the Senate floor Wednesday and said that homeschooling parents \u201csacrifice a lot\u201d when they decide to homeschool their children. He also argued that homeschooled students are often exemplary citizens because they understand the value of \u201cpatriotism, and faith, and hard work, and sacrifice.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHomeschool students therefore ought to be prime candidates for our Armed Forces for this very reason, but until now it hasn\u2019t been clear in some places whether homeschool students were eligible to join a local Junior Reserve Officers\u2019 Training Corps program,\u201d Cotton said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cotton added that the provision guarantees the homeschooled students have the ability to \u201csharpen and deploy their skills in service of our country\u201d and that it \u201cmoves us closer to a society that fully accepts and indeed celebrates homeschooling families for the noble path they have chosen.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to a <a href=\"https:\/\/nces.ed.gov\/pubs2017\/2017102.pdf\">report<\/a> from the National Center for Educations Statistics released in 2016, approximately 1.69 million students between the ages of 5-17 were homeschooled in the U.S. that spring. Homeschooling was not legal in all 50 states until 1993.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All 50 states have JROTC programs, in addition to U.S. schools overseas in countries including Japan, South Korea, Germany and others. Altogether, approximately 500,000 students are enrolled in JROTC programs, <a href=\"https:\/\/www.cotton.senate.gov\/?p=press_release&#038;id=1063\">according to Cotton\u2019s office<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Department of Defense claims JROTC programs are designed to give high school students a foundation for leadership roles, and introduce cadets to activities including drill instruction and ceremonies, military customs, uniform inspections, marksmanship, among other things.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The students receive instruction from retired officers and enlisted personnel, and choose to participate in the program as an elective course in high school. They are not required to serve in the military following graduation from high school.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The House passed its version of the National Defense Authorization Act last week. The Senate approved the measure Wednesday, and it is now awaiting Trump\u2019s signature.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The measure establishes a uniform policy across the
