Local prosecutors have charged a total of four officers in connection with his death.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The VA police bill \u2014 being introduced today by Rep. Kathleen Rice, D-N.Y. \u2014 is being paired with another on improving data collection on VA outreach efforts to recently separated veterans and would also require a host of new reports to Congress on arrests by campus police and how frequently they use force when interacting with individuals.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2020\/07\/08\/police-fatally-shoot-gunman-at-va-hospital-in-milwaukee\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"185\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/636053078117902713-mar-trending-080816-1jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Police fatally shoot gunman at VA hospital in Milwaukee<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A man armed with a shotgun was killed by police as he tried to enter a Milwaukee veterans hospital, according to Department of Veterans Affairs officials.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cThese two new bills will help us take meaningful steps to address all the factors that can lead to veteran suicide, from requiring key crisis intervention training for VA police to promoting connectedness throughout the transition from servicemember to civilian,\u201d said House Veterans\u2019 Affairs Committee Chairman Mark Takano, D-Calif.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have a responsibility to ensure VA police have accountability, working body cameras, and the tools and training they need to de-escalate crises.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An estimated 20 veterans and military members die by suicide each day. That number has fluctuated only slightly over the last decade, despite a host of federal efforts aimed at reducing the problem. Takano has said his committee\u2019s new push of legislative solutions is designed to bring new ideas and approaches to the issue in hopes of changing those results.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rice said the police proposal, while connected to the suicide prevention effort, was prompted by an incident at the Northport VA Medical Center in New York where one of her constituents was \u201chorribly mistreated\u201d by campus police, but no body camera footage was available to help review the case.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMajor reforms are needed within the Department of Veterans Affairs police force, including the need for increased crisis intervention training for police officers to prevent suicide,\u201d she said in a statement to Military Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c(This bill) will address these officer training shortcomings, require the use of body cameras, and enact other important measures that will increase accountability and transparency.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VA\u2019s police force includes more than 4,000 officers across the country, mostly at hospitals but also charged with patrolling department cemeteries and other VA buildings. Under federal law, the officers have the ability to make arrests on department property and can carry firearms.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2020\/07\/17\/will-a-new-push-to-end-veteran-suicide-have-more-success-than-past-promises\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"171\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Reach.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Will a new push to end veteran suicide have more success than past promises?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A just-released White House campaign and upcoming congressional legislative push aim to reduce the 20 veterans lost each day to suicide.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Under department regulations, police can use body cameras \u201cfor investigative purposes only\u201d and the use of any recording devices is \u201cnot authorized for the routine taping of conversations during patrol and other duty activities.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In recent months, a number of lawmakers and advocates have called for increased training among the force to help stem a wave of on-campus veterans suicides in public spaces, noting that the officers are often the first point of contact for individuals not already in medical care.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Veterans Affairs officials have updated those training policies. But they have also acknowledged difficulty in recent years retaining officers, leading to new hires and a need for new training at locations throughout the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A report from the VA Inspector General released in December 2018 noted difficulty in oversight of the police force \u2014 both in terms of crisis response and inappropriate use of force \u2014 because the department \u201cdid not have adequate and coordinated governance over its police program.\u201d Department leaders have promised that changes put in place since then are addressing that problem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Rice\u2019s bill would codify that, calling for regular reports to Congress on police incidents, participation of civil rights groups and local community leaders in developing new police training programs, and requiring a body camera be activated in all on-campus interactions, except in cases where the officer\u2019s life is in imminent danger, making activation of the camera impossible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those recordings would also be preserved for future investigations, regarding both charges of inappropriate behavior or for developing better intervention response techniques.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">No estimate has been released on the cost of purchasing new cameras, storing that data or developing the new officer training programs.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2020\/06\/01\/protesters-damage-veterans-affairs-headquarters-several-dc-war-monuments\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP20153414501580.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Protesters damage Veterans Affairs headquarters, several DC war monuments<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">VA officials spent Monday morning working to assess the extent of the protest damage.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Both Rice\u2019s bill and the other suicide prevention measure being introduced today \u2014 the Solid Start Reporting Act, introduced by Rep. Robin Kelly, D-Ill. \u2014 are expected to be debated by the committee in coming weeks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kelly, a former mental health counselor, said her measure calling for annual reports on VA\u2019s Solid Start program (which reaches out to veterans in their first year of separation from the military to explain VA benefits and check for mental health needs) shares a similar oversight and accountability with the police reform measure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCongress must ensure that programs designed to address a real and growing crisis work,\u201d she said. \u201cIf not, how can we improve them? Providing for the mental health of service members, veterans and their families is everyone\u2019s responsibility and Congress will continue to do our part through funding and oversight.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Veterans experiencing a mental health emergency can contact the Veteran Crisis Line at 1-800-273-8255 and select option 1 for a VA staffer.
