Here\u2019s why"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The average student veteran using the Post-9\/11 GI Bill this fall has had to wait more than 3 weeks for their housing benefits to come through.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Veterans Affairs Department alerted students to the higher-than-normal wait times in an email this week, noting that average processing times are currently around 23 days for continuing GI Bill claims and 35 days for first-time claims. In general, VA aims to process such claims in 14 days and 28 days, respectively.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What\u2019s causing the delay?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s a combination of things,\u201d a VA spokesperson told Military Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Among those factors is the delayed implementation of the <a href=\"https:\/\/rebootcamp.militarytimes.com\/education-transition\/education\/2017\/08\/16\/trump-signed-the-forever-gi-bill-here-are-11-things-you-should-know\/\" target=_blank>Forever GI Bill<\/a> law, which changed the way housing stipends should be calculated. Though the <a href=\"https:\/\/rebootcamp.militarytimes.com\/news\/education\/2018\/09\/04\/this-gi-bill-change-was-supposed-to-take-effect-aug-1-it-still-hasnt-happened\/\" target=_blank>due date for the VA to roll that out was Aug. 1<\/a>, the department has encountered major snags in its software updates, and students who have received housing stipends are <a href=\"https:\/\/rebootcamp.militarytimes.com\/news\/education\/2018\/09\/27\/no-end-in-sight-for-gi-bill-payment-problems\/\" target=_blank>getting paid under 2017 rules<\/a> until fixes are made.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Coast Guard veteran and reservist Amanda Matos is using her GI Bill for the first time and said she purposely enrolled in just enough graduate classes at Rutgers University this semester to receive a housing stipend.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet Matos hasn\u2019t received any money for housing as of the second week of October, and her school bill remains unpaid, she told Military Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf I wasn\u2019t working, I don\u2019t know how we\u2019d be able to survive,\u201d she said. \u201cIt\u2019s just been a huge inconvenience.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2018\/07\/26\/the-forever-gi-bill-will-change-things-for-student-vets-this-school-year-heres-what-you-need-to-know\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/student-vet.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The Forever GI Bill will change things for student vets this school year; here\u2019s what you need to know<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Changes to the Post-9\/11 GI Bill are part of a robust set of reforms to veteran education benefits that became law last August.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Christina Lopez at Central Michigan University, also a Coast Guard veteran, said she has not received anything from the VA either \u2014 despite the fact that she\u2019s a returning student and should have received her stipend more quickly than a first-time GI Bill user such as Matos.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lopez wasn\u2019t terribly concerned at first when the payment didn\u2019t arrive in September, she said, but at this point the extended delays have put her family in a \u201ctight spot.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe really need and depend on the stipend from the VA. I&#8217;m taking seven classes this semester, so I also don&#8217;t have the time or bandwidth to go randomly look for a part-time job,\u201d she said, adding that it\u2019s too late in the semester to drop classes without a penalty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The VA spokesperson said the department currently has about 127,000 claims to process for students using the Post-9\/11 GI Bill, which pays not just tuition costs, but also stipends for housing and textbooks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because a single GI Bill user could have multiple claims pending \u2014 if they attend multiple schools at one time or have already started a new term \u2014 and not all users are eligible for housing stipends, it\u2019s difficult to pinpoint exactly how many students have been impacted by the delays.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Compared to this time last year, the VA actually has fewer claims that have been pending for more than 60 days, the spokesperson said, and a majority of GI Bill users who are owed a housing stipend have been paid at least once this semester \u2014 albeit at the old rate.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2018\/09\/25\/like-school-in-a-third-world-country-one-year-after-hurricane-maria-student-vets-in-puerto-rico-overcome-daily-struggles\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/1000w_q95-RESIZED.jpg_8a0c1d.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">&#8216;Like school in a third world country\u2019: One year after Hurricane Maria, student vets in Puerto Rico overcome daily struggles<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">For a tight knit community of student veterans at the Inter American University of Puerto Rico School of Law, classes have started again and life has taken on a new normal. But for many of them, the devastation isn\u2019t done taking its toll.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Barrett Bogue, vice president for public relations at the nonprofit Student Veterans of America, told Military Times, \u201cWe are eager to learn what steps VA is taking now to ensure this delay does not negatively affect the GI Bill and student veterans during the spring 2019 semester. Now, more than ever, we need VA to be more customer-focused in addressing the critical IT issues implementing the Forever GI Bill so that this delay does not persist.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Veterans of Foreign Wars has asked its members to contact the organization if delays persist.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe will intervene directly with the VA to ensure your housing allowance is correct and paid,\u201d VFW National Commander B.J.
