McHugh Tuition Fairness for Survivors Act \u2014 passed without objection in the House on Monday. Senate lawmakers had approved the legislation back in June.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The change is expected to affect about 150,000 surviving dependents, potentially saving them tens of thousands in higher education expenses each year.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2021\/11\/05\/new-loan-forgiveness-program-needs-veterans-to-help-spread-the-news-to-peers-fellow-troops\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/51654191637_e0602fcc56_c.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">New loan forgiveness program needs veterans to help spread the news to peers, fellow troops<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Tens of thousands of individuals in the military community could have student loans erased if they are eligible.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">It concerns beneficiaries using Veterans Affairs\u2019 <a href=\"https:\/\/www.va.gov\/education\/survivor-dependent-benefits\/dependents-education-assistance\/\" target=\"_blank\">Dependents\u2019 Educational Assistance Program<\/a>. Through that benefit, spouses and children of 100-percent disabled veterans receive about $1,200 a month to help cover the costs of tuition, housing expenses and book stipends.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If a veteran dies from a service-connected disability (or died while on active duty prior to Sept. 11, 2001), beneficiaries can continue to receive that support. But unlike other education benefits for military survivors, DEA recipients aren\u2019t ensured in-state tuition rates when looking at colleges.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The difference between the in-state and out-of-state costs can be significant, and erase much of the financial support from the program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers said the change is needed to bring the benefit in line with similar veteran support programs for survivors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMembers of our military and their families sacrifice so much in service to our country,\u201d said Rep. Barry Moore, R-Ala., a sponsor of the bill. \u201cAs a grateful nation, we have accepted the responsibility to ensure that the educational needs of the survivors and dependents of our fallen heroes are provided for.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/education-transition\/2021\/10\/14\/dod-killed-off-troops-to-teacher-program-that-helped-thousands-advocates-want-to-revive-it\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"214\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/672518.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">DoD killed off Troops to Teachers program that helped thousands. Advocates want to revive it<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The 28-year-old transition program was ended eariler this month, but lawmakers may vote to restart it next year.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Senate Veterans\u2019 Affairs Committee Chairman Jon Tester, D-Mont., echoed those sentiments in a statement after the House vote. \u201cWe\u2019re one step away from expanding affordable, in-state tuition to survivors who deserve this critical support.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The change had been a priority of numerous veterans groups in recent years. Bonnie Carroll, president and founder of the Tragedy Assistance Program For Survivors, praised the bill as \u201cmuch needed legislation\u201d that could be life changing for thousands of veterans\u2019 families.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">President Joe Biden is expected to sign it into law in coming days, but no timeline for that action has been
