The shake-up, one of the most significant in years, comes ahead of expected talks with Kabul aimed at ending decades of war in Afghanistan. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As head of a newly united military wing, 30-year-old Mullah Mohammad Yaqoob brings his father\u2019s fiercely uncompromising reputation to the battlefield.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Equally significant is the addition of four members of the insurgent group\u2019s leadership council to the 20-member negotiating team, Taliban officials told The Associated Press.  <\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2020\/06\/10\/heres-what-the-centcom-commander-says-about-the-possibility-of-syria-afghanistan-withdrawals\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1195703457.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Here\u2019s what the CENTCOM commander says about the possibility of Syria, Afghanistan withdrawals<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Withdrawing from Syria will \u201cultimately be a political decision,\u201d while Afghanistan drawdown timeline depends on how Taliban act in coming months.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The shuffle, overseen by Taliban leader Mullah Hibatullah Akhunzada, is meant to tighten his control over the movement\u2019s military and political arms, the officials said on condition of anonymity because they were not authorized to discuss the inner workings of the Taliban.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Analysts say the shake-up could be good news for negotiations with the Afghan political leadership, and a sign of how seriously the Taliban are taking this second \u2014 and perhaps most critical \u2014 step in a deal Washington signed with the insurgents in February. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019d say it appears to be a positive development because the Taliban are creating a delegation that seems more senior and more broad-based than they\u2019ve used to date, or than might be strictly necessary for the opening stages of talks,\u201d said Andrew Wilder, vice president of the Asia Program at the Washington-based U.S. Institute of Peace.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you want to see the glass as half full, this strengthened Taliban delegation could be interpreted as a sign that the group is planning to engage in serious discussions,\u201d he said. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2020\/07\/02\/us-peace-envoy-looks-to-start-of-talks-to-end-afghanistan-war\/\" target=_blank>the U.S. signed the deal with the Taliban<\/a> on Feb. 29, after more than a year and a half of negotiations, it was touted as Afghanistan\u2019s best chance at peace in four decades of war. It was also seen as a road map for the withdrawal of U.S. troops from Afghanistan, ending America\u2019s longest war.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Monday, four-and-a-half months since the signing, chief U.S. negotiator and <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2020\/05\/21\/us-envoy-working-to-resuscitate-flagging-afghan-peace-deal-as-us-warplanes-pound-isis-k\/\" target=_blank>peace envoy Zalmay Khalilzad<\/a> tweeted that \u201ca key milestone in the implementation of the U.S.-Taliban agreement\u201d had been reached as American troop numbers dropped to 8,600 from about 12,000 and five bases were closed in Afghanistan.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even as Khalilzad chastised increased insurgent attacks on Afghan security forces, he said the Taliban had been true to their word not to attack U.S. and NATO troops.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNo American has lost his\/her life in Afghanistan to Taliban violence. Seen as close to neighboring Pakistan, his removal could limit Pakistan\u2019s influence and buttress their position with Kabul, which is deeply suspicious of Islamabad. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Already a deputy head of the movement, the sudden appointment of the son of Mullah Mohammed Omar as the Taliban military chief reportedly ruffled feathers among members of the leadership council, who had not been consulted. Yaqoob, however, met with the council and won over the dissenters, said the Taliban officials. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYaqoob\u2019s appointment appears to be, at least in part, an effort by Mullah Akhundzada to shore up oversight of battlefield operations at a key moment &#8230; as the insurgents ramp up violence to strengthen their negotiating position in preparation for potential peace talks with the Afghan government,\u201d said Michael Kugelman, deputy director of the Asia Program at the Washington-based Wilson Center. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In recent weeks, hopes have been raised of a July start to negotiations but the Taliban and the Kabul government have become bogged down in the final release of prisoners, a prerequisite for the start of negotiations. Taliban spokesman Zabihullah Mujahid told the AP on Friday that the Taliban reject government efforts to substitute prisoners from the originally negotiated list for the exchange. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Countries have been lining up to host the talks, with Germany being the latest to put in an offer and Turkey, Iran, Indonesia, Japan and Norway reportedly among the nations volunteering. However, the Taliban and Afghan government officials say the first round is likely to be held in Doha, the capital of Qatar, where the Taliban maintain a political office. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The newly strengthened negotiating team includes Abdul Hakeem, the Taliban\u2019s chief justice and confidant of Akhunzada, as well as Maulvi Saqib, who was chief justice during the Taliban rule. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the U.S.-Taliban deal, the Taliban \u2014 who during their rule of Afghanistan hosted al-Qaida chief Osama bin Laden as he planned the 9\/11 attacks \u2014 have pledged to no longer host any terror groups.
