{"id":56359,"date":"2021-04-28T20:38:01","date_gmt":"2021-04-28T20:38:01","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2021\/04\/28\/sweeping-health-and-benefits-changes-could-come-soon-for-vets-suffering-toxic-exposure-ills\/"},"modified":"2026-08-08T09:50:01","modified_gmt":"2026-08-08T09:50:01","slug":"sweeping-health-and-benefits-changes-could-come-soon-for-vets-suffering-toxic-exposure-ills","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/veterans\/2021\/04\/28\/sweeping-health-and-benefits-changes-could-come-soon-for-vets-suffering-toxic-exposure-ills\/","title":{"rendered":"Sweeping health and benefits changes could come soon for vets suffering toxic exposure ills"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Lawmakers on Wednesday launched their latest effort to piece together comprehensive legislation on veterans\u2019 <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2020\/05\/06\/burn-pit-victims-could-face-greater-dangers-from-coronavirus-va-warns\/\" target=_blank>toxic exposure illnesses<\/a> with the goal of providing a clear path forward by the start of the summer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At a hearing on the issue before the Senate Veterans\u2019 Affairs Committee, <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2021\/02\/28\/with-new-leadership-roles-tester-hopes-to-bridge-gap-between-defense-veterans-policy-work\/\" target=_blank>Chairman Jon Tester<\/a>, D-Mont., said he wanted to mark up the package \u201cbefore Memorial Day\u201d and promised a \u201cbold\u201d new approach to getting more medical care and benefits to veterans suffering from illnesses connected to burn pits, chemical exposure and other potential poisoning while on duty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe must provide health care and benefits to all veterans suffering from the effects of toxic exposure, past, present and future,\u201d he said. \u201cIt is the cost of war. That is pure and simple.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dozens of measures on the topic have been introduced since the start of the new Congress in January, including a bipartisan measure touted by comedian Jon Stewart and a host of other advocates which would give presumptive benefits status to veterans who served in Iraq, Afghanistan and other overseas war zones where burn pits were used.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2021\/04\/02\/burn-pit-advocate-navy-vet-lauren-price-dies-after-long-fight-with-cancer\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"188\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Price.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Burn pit advocate, Navy vet, Lauren Price dies after long fight with cancer<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Lauren Price, 56, worked closely with lawmakers on proposals to help military toxic exposure victims and their caregivers.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">That and 21 other proposals were debated by the committee on Wednesday, and will be discussed again next week when the House Veterans\u2019 Affairs Committee holds a similar hearing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a statement Tuesday, House committee Chairman Mark Takano, D-Calif., promised coordinated work with Senate lawmakers on the issue in the weeks to come.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt is critical that we hear from experts and veteran stakeholders as we figure out the best way to care for all veterans who\u2019ve been exposed to toxic substances regardless of where or when they\u2019ve served,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the heart of all of the proposals are attempts to grapple with the uncertainty surrounding direct evidence linking troops\u2019 service with rare respiratory illnesses and cancers in later years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Veterans Affairs officials estimate more than 3.5 million troops were exposed to the toxic smoke from burn pits during overseas deployments over the last 20 years. But since few overseas combat sites routinely monitored air quality and chemical exposure of troops, directly linking those pits to health issues later in life has proven difficult.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Only about 241,000 veterans have signed up for the department\u2019s Airborne Hazards and Open Burn Pit Registry, designed to track illnesses related to burn pit exposure and ease access to veterans benefits. Advocates have pushed for reforms to the registry, the benefits system, and VA\u2019s approach to current and future toxic exposure issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But sorting through the various congressional proposals could prove challenging.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Veterans groups have praised the new push on the issue but warned against transferring the cost of new benefits to veterans, or too severely limiting eligibility, or assuming that a few simple steps will help the hundreds of thousands of veterans potentially impacted by toxic chemicals during their military service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIndividually, not one of these bills will solve the problems toxic exposures pose,\u201d said Shane Liermann, deputy national legislative director at Disabled American Veterans. \u201cBut collectively they can address issues of direct service connected benefits, health care, presumptive diseases and also establish a framework for the future.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2020\/09\/15\/jon-stewart-leads-renewed-fight-on-benefits-for-burn-pit-victims\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"265\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/BurnPits2.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Jon Stewart leads renewed fight on benefits for burn pit victims<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">New legislation could provide a pathway to additional help and compensation for more than 3 million veterans who served overseas in recent decades.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">On Monday, VA Secretary Denis McDonough said he is committed to improving his department\u2019s response to the issue, and urged all veterans to file claims if they believe they have suffered any ill-effects from their military service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur commitment is to treat each claim with the care it deserves,\u201d he said. \u201cAs we get more claims, we can aggregate them to draw bigger conclusions.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Liermann noted that nearly 80 percent of all burn pit related disability claims have been rejected by VA in recent years, frustrating veterans already suffering serious health issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ronald Burke, VA\u2019s deputy under secretary for policy, told the Senate committee on Wednesday that the department is reviewing that process now to find improvements. Elissa Slotkin, D-Mich. and sponsor of another measure that would grant presumptive benefit status to troops who served in certain overseas locations, said she was confident that McDonough is committed to dealing with the issue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But she added that lawmakers have to help speed the process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMany veterans are coming home and experiencing illnesses \u2014 sometimes strange and unexpected \u2014 because of that exposure,\u201d she said. \u201cAnd they have critically been unable to access health care and benefits from the VA \u2026 We have to make it easier for veterans to cut through the red tape that\u2019s been complicating this process for a very very long time.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tester said if his staff can craft a compromise package on the issue with House leaders and outside advocates in the next four weeks, he is optimistic that all of Congress can work on the legislation through the summer and send a final measure to President Joe Biden later this year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If not, it\u2019s unclear when any of the
