{"id":57381,"date":"2020-12-31T22:26:00","date_gmt":"2020-12-31T22:26:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2020\/12\/31\/report-documents-poor-virus-response-in-pennsylvania-veterans-home\/"},"modified":"2026-08-08T10:14:58","modified_gmt":"2026-08-08T10:14:58","slug":"report-documents-poor-virus-response-in-pennsylvania-veterans-home","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/coronavirus\/2020\/12\/31\/report-documents-poor-virus-response-in-pennsylvania-veterans-home\/","title":{"rendered":"Report documents poor virus response in Pennsylvania veterans home"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">HARRISBURG, Pa. \u2014 A law firm\u2019s state-commissioned investigation into a troubled veterans home in the Philadelphia suburbs identified myriad problems and mistakes it said helped the coronavirus sweep through the facility like wildfire this spring.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.dmva.pa.gov\/paveteranshomes\/Documents\/SEVC_Investigation_DMVAResponse.pdf\" target=_blank>The report <\/a>issued Thursday said supervisors at the state-owned Southeastern Veterans\u2019 Center waited too long to end communal dining, should have done more to isolate infected residents and did not properly inform relatives about what was happening.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It said that \u201ceven the most well-planned, coordinated, and effectively executed approach could not have kept COVID-19 from the facility, or eliminated entirely its impact,\u201d but the center mishandled its response \u201cin many significant ways, which contributed tragically to the heartrending events that occurred there.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">State data shows at least 42 residents of the 292-bed Southeastern Veterans\u2019 Center have died of the virus, the most among the six state-run veterans\u2019 homes.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2020\/09\/25\/2-former-leaders-charged-for-handling-of-virus-outbreak-at-veterans-home\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/VetsHomeDeaths.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">2 former leaders charged for handling of virus outbreak at veterans home<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">It\u2019s believed to be the first criminal case in the country brought against nursing home officials for actions taken during the pandemic.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Department of Military and Veterans Affairs issued a statement about the report, saying veterans homes have \u201clearned more about how to manage and alleviate this virus.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The agency said it \u201chas implemented most of the recommendations in this report that could be implemented immediately and is now in the process of reviewing and implementing additional recommendations, to include a review of its organizational structure; crisis management; communications; and infection control procedures.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report said training to prevent and control infection was \u201climited reactive and generally inadequate,\u201d and cited among the mistakes the extensive of hydroxychloroquine, which has been deemed ineffective, \u201cwithout regard to underlying conditions or potential reactions with other medications.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It was June before any contact tracing was performed at the facility to see who else may have been infected.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report found \u201can authoritarian work environment\u201d made people unwilling to speak up.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">David Heim, a lawyer for the facility\u2019s former commandant, Rohan Blackwood, and former nursing director Deborah Mullane, wrote in a letter appended to the report that they had both been fired last week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Heim said the two had been scapegoated and the report failed to note that the home\u2019s problems occurred as nursing homes around the country struggled to cope with the pandemic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile it is easy to Monday morning quarterback, SEVC leadership made the best decisions based on available information from sources at that time,\u201d Heim wrote. He said the report amounts to \u201cselective investigation and false allegations designed to cover up systemic failures.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link ensure that staff wore protective gear or washed their hands and shuttled nursing staff between COVID-positive units and regular units.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Family members of five former residents who died of COVID-19 filed a federal wrongful death lawsuit earlier this month, accusing administrators of violating state and federal laws meant to protect nursing home residents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The lawsuit also alleged top managers were indifferent to suffering residents, denying sick residents timely transfers to hospitals and hiding the severity of their condition from family members.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The state attorney general\u2019s office said Thursday its criminal investigation into the home
