{"id":60200,"date":"2018-06-08T18:48:09","date_gmt":"2018-06-08T18:48:09","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2018\/06\/08\/dod-explains-whats-being-done-about-water-contamination-on-bases\/"},"modified":"2026-08-08T11:04:38","modified_gmt":"2026-08-08T11:04:38","slug":"dod-explains-whats-being-done-about-water-contamination-on-bases","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/06\/08\/dod-explains-whats-being-done-about-water-contamination-on-bases\/","title":{"rendered":"DoD explains what\u2019s being done about water contamination on bases"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">A new searchable database compiled by Military Times from DoD-released <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2018\/04\/26\/dod-126-bases-report-water-contaminants-harmful-to-infant-development-tied-to-cancers\/\" title=\"\" class=\"\">data<\/a> has raised a lot of questions from military personnel and families who lived on those locations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the March report, DoD <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2018\/05\/17\/bill-establishes-registry-for-military-water-contamination-cancers-illnesses\/\" title=\"\" data-original-title=\"\" aria-describedby=\"popover270703\">named hundreds of water sites on bases<\/a> around the world where some type of water source tested for higher-than-recommended levels of perfluorooctane sulfonate (PFOS) or perflourooctanoic acid (PFOA.)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The compounds<a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2018\/05\/20\/more-reasons-to-be-worried-about-cancer-causing-chemicals-on-military-bases\/\" title=\"\" data-original-title=\"\" aria-describedby=\"popover929228\"> are linked to cancers and birth defects<\/a> that were concentrated in the foam the military has used to put out aircraft fires since the 1970s.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report identified water sites such as an on-base drinking system; off-base drinking system and multiple water monitoring wells drilled on or near military property. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a follow-up interview, Maureen Sullivan, deputy assistant secretary of Defense, Environment, Safety &amp; Occupational Health, further explained the data and addressed key questions.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2018\/04\/26\/dod-126-bases-report-water-contaminants-harmful-to-infant-development-tied-to-cancers\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"199\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/firefighting-foam.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">DoD: At least 126 bases report water contaminants linked to cancer, birth defects<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The water at or around 126 military installations contains potentially harmful levels of perfluorinated compounds, which have been linked to cancers and developmental delays for fetuses and infants.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Sullivan emphasized that since EPA\u2019s health standards on the PFOA\/PFOS exposure are just advisories, and have not been made into federal regulation, DOD is voluntarily complying where it owns the water, but the non-regulation has complicated efforts where DoD relies on an outside vendor or municipality. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Some of these foams have been used for decades. Did DoD ever test for this before, like in the \u201870s or the \u201880s?<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNo, because there was no indication from EPA that they had concerns about it being in the drinking water. It was just a foam that we used,\u201d Sullivan said. \u201cThe science on these two compounds really wasn\u2019t emerging until much later. It wasn\u2019t until EPA came out with [a 2012 monitoring rule] that they said \u201cwe\u2019re interested in finding out if it\u2019s pervasive in the drinking water.\u2019 So that was our first indication that they were interested.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>From a DoD perspective, it seems there\u2019s been some internal awareness, as early as the \u201890s? <\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCorrect. That was about the availability. So under a separate part of EPA \u2013 under the toxic substance control act, they have the authority on compounds entering commerce. They were evaluating whether or not they wanted to restrict the compound entering commerce. So we [DoD] were interested, if the compound was not going to be available in commerce, whether we would have the compound we needed to meet our firefighting needs.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>What are the long-term fixes? <\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sullivan stressed that each site is different. Now, each location will be added to the EPA\u2019s Superfund list. The long-term fix will include Preliminary Assessments and Site Inspections (called \u201cPA\/SI\u201d in the database.) The studies will ultimately result in remedial actions including cleanup that could take up to a decade or more to complete.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sullivan also explained the multiple types of contaminated sites DoD identified in the report and explained the different types of actions taken. Each base has slightly different solutions. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Sites of contamination:<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Drinking water on base, where water was supplied by DoD: <\/b>In these cases DoD has taken actions to cut off the contaminated drinking water supply from the population. For example, the database reports that the Army\u2019s Belmont Armory in Michigan has a contaminated drinking water source. Bottled water has been provided to armory personnel and the base is looking into filtration systems. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Drinking water on base, water not supplied by DOD: <\/b>In cases where DOD contracts water, such as from a local municipality, it has worked with the provider on a fix. At U.S. Army Garrison Benelux, in Belgium, for example. personnel are using bottled water until a longer-term fix can be found. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Drinking water off-base, where DoD was a source of contamination:<\/b> DoD has worked with state and local health departments to address exposure. For example, the database reports that at the Army\u2019s Camp Grayling training center in Michigan, contaminated water systems found on base were addressed by the Michigan Department of Health and Human Services and the department installed almost 60 filter systems. <br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Monitoring wells, both on-base and off-base: <\/b>Sullivan stressed that not all the water locations identified were feeding into drinking water sources. At many locations, DoD tested groundwater sources by digging a monitoring well. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cA drinking water well is different from a groundwater monitoring well,\u201d Sullivan said. \u201cNot all groundwater is drinking water. We have sunk wells to look at, \u2018Where is the groundwater, and what is the extent of the contamination?\u2019\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2018\/06\/07\/contaminated-basewater-database\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/2655269.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Contaminated basewater database<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The searchable database shows military families if their base is at risk.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cBut that water is not used for drinking,\u201d Sullivan said. \u201cIt\u2019s just to figure out what the scope of the groundwater is, how far it extends, [and] if there is something in that water, how far it is out. You may have a hot spot there and you\u2019ve got to figure out how far has that contamination spread, [and] the impact of that compound spread.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The solutions for each monitoring well varied. For example, at the Air National Guard base in Horsham, Pennsylvania, carbon filters have been added to DoD drinking water supply wells on base and to nearby private and municipal wells. DoD has also offered alternate water supplies to both. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Here&#8217;s what the data in DoD&#8217;s
