{"id":60913,"date":"2020-08-25T18:28:09","date_gmt":"2020-08-25T18:28:09","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2020\/08\/25\/militarys-top-cyber-official-defends-more-aggressive-stance\/"},"modified":"2026-08-08T11:27:45","modified_gmt":"2026-08-08T11:27:45","slug":"militarys-top-cyber-official-defends-more-aggressive-stance","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2020\/08\/25\/militarys-top-cyber-official-defends-more-aggressive-stance\/","title":{"rendered":"Military\u2019s top cyber official defends more aggressive stance"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The U.S. military\u2019s top cyber official is defending the government\u2019s shift toward <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2019\/03\/14\/us-prepared-to-strike-back-against-cyberattacks-amid-report-of-naval-systems-breaches\/\" target=_blank>a more aggressive strategy in cyberspace<\/a>, saying the mission has evolved over the last decade to become more proactive and offensive in order to keep pace with sophisticated threats. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gen. Paul Nakasone, the commander of U.S. Cyber Command and the director of the National Security Agency, writes in a piece published Tuesday in <a href=\"https:\/\/www.foreignaffairs.com\/articles\/united-states\/2020-08-25\/cybersecurity\" target=_blank>the magazine Foreign Affair<\/a>s that the military\u2019s cyber fighters have moved away from a \u201creactive, defensive posture\u201d and are increasingly engaging in combat with foreign adversaries online. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe learned that we cannot afford to wait for cyber attacks to affect our military networks. We learned that defending our military networks requires executing operations outside our military networks. The threat evolved, and we evolved to meet it,\u201d wrote Nakasone in a piece co-authored with Michael Sulmeyer, his senior adviser. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As an example, Nakasone cited a mission from last October in which Cyber Command dispatched <a href=\"https:\/\/www.defensenews.com\/international\/2019\/11\/20\/us-montenegro-plot-cyber-warfare-ahead-of-2020-elections\/\" target=_blank>an elite team of experts to Montenegro <\/a>to join forces with the tiny Balkan state, which was targeted by Russia-linked hackers. The \u201chunt forward\u201d mission not only helped defend an ally but was also an opportunity for the U.S. to improve its own cyber defenses before the 2020 election, Nakasone wrote. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cyber Command and NSA worked before the 2018 U.S. midterm election to protect against Russian meddling, he said, creating a task force that shared information about potential compromises and other threats, including how to counter trolls on social media. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThanks to these and other efforts, the United States disrupted a concerted effort to undermine the midterm elections. Together with its partners, Cyber Command is doing all of this and more for the 2020 elections,\u201d Nakasone wrote. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proactive strategy is a change from a decade ago when Cyber Command was first established in the wake of a punishing cyberattack on the Defense Department\u2019s classified and unclassified networks. Cyber Command, created in 2010 to protect U.S. military networks, was initially more focused on \u201csecuring network perimeters,\u201d but officials recognized that was not enough, Nakasone wrote. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In recent years, Cyber Command has gone on the offensive, as 68 cyber protection teams \u201cproactively hunt for adversary malware on our own networks rather than simply waiting for an intrusion to be identified,\u201d Nakasone wrote.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s also doing more to combat adversaries on an ongoing basis and to broadly share information about malicious software it uncovers to render the malware a less effective threat.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSome have speculated that competing with adversaries in cyberspace will increase the risk of escalation \u2014 from hacking to all-out war. The thinking goes that by competing more proactively in cyberspace, the risk of miscalculation, error, or accident increases and could escalate to a crisis,\u201d Nakasone wrote. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said that while Cyber Command takes those concerns seriously, \u201cWe are confident that this more proactive approach enables Cyber Command to conduct operations that impose costs while responsibly managing escalation. In addition, inaction poses its own risks: that Chinese espionage, Russian intimidation, Iranian coercion, North Korean burglary, and terrorist propaganda will continue unabated.\u201d
