{"id":62562,"date":"2019-01-18T15:55:15","date_gmt":"2019-01-18T15:55:15","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2019\/01\/18\/dod-majority-of-mission-critical-bases-face-climate-change-threats\/"},"modified":"2026-08-08T11:49:40","modified_gmt":"2026-08-08T11:49:40","slug":"dod-majority-of-mission-critical-bases-face-climate-change-threats","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/pentagon-congress\/2019\/01\/18\/dod-majority-of-mission-critical-bases-face-climate-change-threats\/","title":{"rendered":"Climate change threatens a majority of mission-critical military bases, Pentagon report says"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">More than two-thirds of the military\u2019s operationally critical installations are threatened by climate change, according to a <a href=\"https:\/\/partner-mco-archive.s3.amazonaws.com\/client_files\/1547826612.pdf\">new DoD report<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/partner-mco-archive.s3.amazonaws.com\/client_files\/1547826612.pdf\">January 2019 report<\/a>, \u201cReport on Effects of a<a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2017\/09\/12\/pentagon-is-still-preparing-for-global-warming-even-though-trump-said-to-stop\/\"> Changing Climate <\/a>to the Department of Defense,\u201d was submitted to Congress Thursday without an official announcement of the report or a public release. Several environmental organizations made the report publicly available early Friday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After several reporters questioned why the report was not made public by DoD, the Pentagon published it on <a href=\"https:\/\/media.defense.gov\/2019\/Jan\/18\/2002081124\/-1\/-1\/1\/FINAL-CLIMATE-REPORT.PDF\">Defense.gov<\/a> mid-Friday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon did not assess all of its hundreds of installations, instead it selected \u201c79 mission assurance priority installations based on their operational role,\u201d the Pentagon said in its report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In its assessment of those 79 installations, which included Army, Air Force and Navy installations \u2014 and notably no Marine Corps bases \u2014 the services reported that 53 of the 79 faced current threats from flooding; 43 of the 79 face current threats from drought and 36 of the 79 faced current threats from wildfires.<\/p>\n\n\n\n<div class=\"empty\" style=\"padding: 20px;background-color:#333;color:white;text-align:center;font-size:2em;\">Searchable list of bases<\/div><div class=\"infogram-embed\" data-id=\"1f7ea161-a35e-4eb1-ae93-eb585a728430\"\ndata-type=\"interactive\" data-title=\"Disasters\"><\/div>\n<script>\n  !function(e,t,s,i){var n=\"InfogramEmbeds\",o=e.getElementsByTagName(\"script\")[0],d=\/^http:\/.test(e.location)?\"http:\":\"https:\";if(\/^\\\/{2}\/.test(i)&&(i=d+i),window[n]&&window[n].initialized)window[n].process&&window[n].process();else if(!e.getElementById(s)){var r=e.createElement(\"script\");r.async=1,r.id=s,r.src=i,o.parentNode.insertBefore(r,o)}}(document,0,\"infogram-async\",\"https:\/\/e.infogram.com\/js\/dist\/embed-loader-min.js\");\n<\/script>\n\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon also looked at logistics sites and other support that it considered operation critical, including Washington Headquarters Services, which includes the Office of the Secretary of Defense and supporting offices. the Defense Logistics Agency, the Defense Finance and Accounting Service and the National Geospatial-Intelligence Agency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe effects of a changing climate are a national security issue with potential impacts to Department of Defense missions, operational plans, and installations,\u201d the report found.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Critics said the report not only fell short of Congress&#8217; direction but also questioned why not a single Marine Corps Base was included. Jack Reed, D-R.I., the ranking member on the Senate Armed Services Committee, had a few choice words for it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe report reads like a introductory primer and carries about as much value as a phonebook,\u201d Reed said in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The NDAA language also required cost estimated to mitigate the risks at the bases, and a list of the top 10 most climate-vulnerable bases, which it did not, said John Conger, director of the Center on Climate Security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt will be interesting to see how Congress views this sort of non-compliance of the law\u201d with the report, Conger said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When asked why no Marine Corps installations were included, Pentagon spokeswoman Heather Babb said that \u201cin developing the report, DOD focused on mission assurance.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe report highlights the climate vulnerabilities of the top 79 mission assurance priority installations. By using this alternative approach, we are able to highlight where there are operational risks,\u201d Babb said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Conger previously served at the Pentagon as a deputy under secretary in the comptroller\u2019s shop, and as the assistant secretary of defense for energy, installations and environment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report, which was directed by the 2018 National Defense Authorization Act, required the Pentagon to produce an \u201cassessment of the significant vulnerabilities from climate-related events in order to
