{"id":62647,"date":"2017-07-28T16:07:28","date_gmt":"2017-07-28T16:07:28","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2017\/07\/28\/pentagon-detects-north-korea-missile-launch\/"},"modified":"2026-08-08T11:46:36","modified_gmt":"2026-08-08T11:46:36","slug":"pentagon-detects-north-korea-missile-launch","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/2017\/07\/28\/pentagon-detects-north-korea-missile-launch\/","title":{"rendered":"North Korea may have just shown a capability to strike the continental US"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The specter of war loomed over the Korean Peninsula Friday as the U.S. Army and its South Korean allies fired a barrage of large missiles into the waters off the South Korean coastline, an \u201cexercise\u201d intended to be a warning and a direct response to North Korea\u2019s test of an effective intercontinental ballistic missile earlier Friday morning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army fired 13-foot-long missiles from the Army Tactical Missile System, or ATACMS, a long-range surface-to-surface precision-strike weapon system, into South Korea\u2019s territorial waters. according to a statement from the Korea-based U.S. 8th Army<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span>The test came just hours after North Korea\u2019s test of an ICBM which analysts said for the first time displayed&nbsp;<\/span><span>the capability to exceed 10,000 km in range, a distance capable of potentially threatening New York or San Diego.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Following the launch Friday morning, Chairman of the Joint Chiefs of Staff, General Joe Dunford, and Commander, U.S. Pacific Command, Adm. Harry Harris called the Republic of Korea Joint Chiefs of Staff Chairman, Gen. Lee Sun-jin, according to the Pentagon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDuring the call Dunford and Harris expressed the ironclad commitment to the U.S.-Republic of Korea alliance,\u201d a Pentagon release stated. \u201dThe three leaders also discussed military response options.\u201d Harris joined Dunford in his Pentagon office to make the phone call.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ATACMS missile launch was a \u201ccombined training event to exercise assets countering North Korea\u2019s missile launch\/nuclear test,\u201d the Army statement said.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span>Pentagon spokesman Navy Capt. Jeff Davis issued an statement on the launch from the Defense Department.&nbsp;<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe U.S. Department of Defense detected and tracked a single North Korea missile launch today at about 10:41 a.m. [Eastern Daylight Time],\u201d said Davis, reading the official statement. \u201cWe assess that this missile was an intercontinental ballistic missile, as had been expected.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Davis said the missile was launched from Mupyong-ni, and said it traveled \u201cabout 1,000 kilometers before splashing down in the Sea of Japan.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1920\" height=\"1080\" src=\"\/wp-content\/uploads\/2026\/08\/Sea-of-Japan-North-Korea-Missile-Launch-07-28-17.jpg.jpg\" alt=\"\" class=\"wp-image-45189\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Sea-of-Japan-North-Korea-Missile-Launch-07-28-17.jpg.jpg 1920w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Sea-of-Japan-North-Korea-Missile-Launch-07-28-17.jpg.jpg?resize=300,169 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Sea-of-Japan-North-Korea-Missile-Launch-07-28-17.jpg.jpg?resize=768,432 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Sea-of-Japan-North-Korea-Missile-Launch-07-28-17.jpg.jpg?resize=1024,576 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Sea-of-Japan-North-Korea-Missile-Launch-07-28-17.jpg.jpg?resize=1536,864 1536w\" sizes=\"auto, (max-width: 1920px) 100vw, 1920px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Mupyong-ni \u201cis an arms plant up in the far north of North Korea, north of Pyongyang,\u201d Davis said. The missile \u201csplashed down inside Japan\u2019s exclusive economic zone, about 88 nautical miles from Hokkaido,\u201d Davis told reporters at the Pentagon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re working with our interagency partners for a more detailed assessment,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">North American Aerospace Defense Command&nbsp;assessed the launch and \u201cdetermined it was not a threat to North America,\u201d Davis said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jeffrey Lewis, director of the East Asia Nonproliferation Program at the James Martin Center for Nonproliferation Studies, told Defense News that the decision to do a night launch from a new location \u201cdemonstrates that we can\u2019t preempt them\u201d from future launches.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"http:\/\/www.militarytimes.com\/news\/your-military\/2017\/05\/21\/war-with-north-korea-an-inside-look-at-how-us-troops-would-respond-worldwide\/\">[What war with North Korea would look like]<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Most worryingly, Lewis noted the reported 45-minute flight time of the missile and other data, which would \u201cbe consistent\u201d with longer-range estimates of the weapon\u2019s capabilities \u2014&nbsp;perhaps putting its range in the 10,000 km range \u2014&nbsp;distance enough to put continental U.S. locations at risk.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPreliminary reports [are] consistent with computer models showing that the missile can hit targets in CONUS,\u201d he said.<\/p>\n\n\n<figure class=\"wp-block-smg-jwplayer-video\"><atype-video-jwplayer nostick=\"true\" playlisturl=\"https:\/\/cdn.jwplayer.com\/v2\/playlists\/fCzRqMW8?tags=95249464-c219-4764-b128-ce66257fb2e0\" aspectratio=\"16 \/ 9\" mute autostart=\"false\"><\/atype-video-jwplayer><figcaption class=\"wp-element-caption\">North Korea launches ballistic missile<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">David Wright, co-director of the Union of Concerned Scientists\u2019 Global Security Program, <a>wrote on his website&nbsp;<\/a>that the launch characteristics show that a number of major U.S. cities may now be in range.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cLos Angeles, Denver, Chicago appear to be well within range of this missile, [and] Boston and New York may be just within range,\u201d Wright wrote. \u201cWashington DC may be just out of range.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, Wright stressed that \u201cit is important to keep in mind that we do not know what payload the missile carried on this test. If it was lighter than the actual warhead the missile would carry, the ranges would be shorter than those estimated above.\u201d<\/p>\n\n\n<figure class=\"wp-block-smg-jwplayer-video\"><atype-video-jwplayer nostick=\"true\" playlisturl=\"https:\/\/cdn.jwplayer.com\/v2\/playlists\/fCzRqMW8?tags=458dfc30-ecd6-46e8-8295-aee780bced86\" aspectratio=\"16 \/ 9\" mute autostart=\"false\"><\/atype-video-jwplayer><\/figure>\n\n\n<p class=\"wp-block-paragraph\">Joshua Pollack, a non-proliferation expert with the Middlebury Institute of International Studies at Monterey, California, was less confident that the 45-minute flight time guarantees a 10,000 km range, but noted that if that range is in play, North Korea would be able to hold naval hub San Diego as a target.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The city appeared highlighted as a potential <a href=\"http:\/\/foreignpolicy.com\/2013\/04\/03\/the-map-of-death\/\">target on a map<\/a> that appeared in the background of a 2013 North Korea propaganda film a North Korea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pollack added that the launch profile raises the possibility that North Korea has tested an ICBM Ballistic Missile Operating Area, a region of the country where mobile launch platforms would be able to move around freely and securely.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe word of the day is \u2018ICBM BMOA,\u2019\u201d he told Defense News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A July 4 launch, which Pentagon officials said involved an ICBM-class missile, occurred at an aircraft plant area known as Panghyon. North Korea used a mobile platform to launch that weapon for the first time, Davis said July 5.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In response to that launch, the U.S. and South Korea issued a show of force by firing weapons from a pair of Army Tactical Missile System batteries, controlled by the U.S. Eighth Army.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon had been conducting surveillance of North Korea\u2019s known launch sites in the last week and had said previously it had seen evidence North Korea was preparing for another launch.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two U.S. Navy ships \u2014&nbsp;the destroyer Momsen and the radar ship Howard O. Lorenzen \u2014were still in the area at the time of Friday\u2019s launch, a defense official said on the condition of anonymity, but it was not yet clear if those vessels were able to track the missile.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ships tracked North Korea\u2019s July 4 launch.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Friday\u2019s missile did enter space, Davis said, which led to the conclusion it was an ICBM. An ICBM is defined as a missile that can travel farther than 5,500 km.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt was another high loft,\u201d he
