He also was ordered to pay the VA $12.6 million in restitution. He pleaded guilty in May.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Scott, owner of Westside Service LLC, kept two sets of books for 15 years, stashing millions in unreported cash and millions more in over-reported expenses, a U.S. attorney&#8217;s statement said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/08\/06\/contractor-pleads-guilty-to-corruption-in-coast-guard-project\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"175\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Aguid2.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Contractor pleads guilty to corruption in Coast Guard project<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The defendant was tied to a U.S. Coast Guard project in Aguadilla, Puerto Rico and proposed deals with the Department of Veterans Affairs in Vermont, Massachusetts, Rhode Island and Maine.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Scott began bribing then-VA contracting official Ralph Tillman in 2003 and continued making &#8220;hush money&#8221; payments to Tillman after his retirement to continue the scheme and attempt to avoid termination of his parking contract, prosecutors said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Court documents show Scott underreported revenue by at least $4.6 million and over-reported expenses by at least $8.2 million.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Scott used the money to buy three condominiums in Santa Monica for $7 million, a racing boat, and numerous high-end collectible cars, including several classic Corvettes and three Ferraris, according to court documents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Scott and his wife agreed to forfeit all of the assets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A message seeking comment from Scott&#8217;s attorney, Gabriel Pardo, wasn&#8217;t immediately returned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tillman pleaded guilty in February to federal tax charges and lying to investigators when he denied taking bribes from Scott.
