US, Russia to try more diplomacy amid tensions over Ukraine."},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">GENEVA (AP) \u2014 Top U.S. and Russian diplomats agreed Friday to keep talking in<a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2022\/01\/20\/what-are-us-military-options-to-help-ukraine\/\" target=\"_blank\"> the standoff over Ukrain<\/a>e, even though their meeting produced no movement in <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2022\/01\/20\/biden-issues-new-warning-to-russia-over-invading-ukraine\/\" target=\"_blank\">the crisis<\/a> that has seen Moscow mass tens of thousands of troops at the border and the West ramp up supplies of weapons to Kyiv.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2022\/01\/20\/russia-announces-sweeping-naval-drills-amid-ukraine-tensions\/\" target=\"_blank\">fears of an invasion of Ukraine<\/a> running high and seemingly intractable demands, U.S. Secretary of State Antony Blinken and Russian Foreign Minister Sergey Lavrov met for about 90 minutes in Geneva at what the American said was a \u201ccritical moment.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Expectations were low going in, and there was no breakthrough.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Blinken told Lavrov the U.S. would give Russia written responses to Moscow\u2019s proposals next week and suggested the two would likely meet again shortly after that \u2014 offering some hope that any invasion would be delayed for at least a few more days.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Blinken said the U.S. and its allies remain resolute in rejecting Russia\u2019s most important demands, which were reiterated Friday. Moscow wants NATO to promise that Ukraine will never be added as a member, that no alliance weapons will be deployed near Russian borders, and that it pull back its forces from Central and Eastern Europe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite that, there was no indication the U.S. responses would be any different from the flat-out rejections already expressed by Washington and its allies, clouding future diplomatic efforts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe didn\u2019t expect any major breakthroughs to happen today, but I believe we are now on a clearer path to understanding each other\u2019s positions,\u201d Blinken said after the meeting.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2021\/11\/20\/russia-preparing-to-attack-ukraine-by-late-january-ukraine-defense-intelligence-agency-chief\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"168\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP21113343743431.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Russia preparing to attack Ukraine by late January: Ukraine defense intelligence agency chief<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Russia is building toward the ability to carry out an attack on Ukraine, the head of it&#039;s defense intelligence agency told Military Times.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Blinken said he also wanted to use the opportunity to share directly with Lavrov some \u201cconcrete ideas to address some of the concerns that you have raised, as well as the deep concerns that many of us have about Russia\u2019s actions.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Blinken said Lavrov repeated Russia\u2019s insistence that it has no plans to invade Ukraine, but the U.S. and its allies were not convinced.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re looking at what is visible to all, and it is deeds and actions and not words that make all the difference,\u201d he said, adding that Russia should remove its troops from the Ukrainian border if it wanted to prove its point.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lavrov, meanwhile, called the talks \u201cconstructive and useful\u201d but declined to characterize the U.S. pledge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI can\u2019t say whether we are on the right track or not,\u201d he told reporters. \u201cWe will understand that when we receive the U.S. written response to all of our proposals.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Blinken suggested there was no leeway on Russia\u2019s demands, saying firmly: \u201cThere is no trade space there: None.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. and its allies say Russian President Vladimir Putin knows the demands are nonstarters, adding that they\u2019re open to less-dramatic moves.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Blinken said the U.S. would be open to a meeting between Putin and U.S. President Joe Biden, if it would be \u201cuseful and productive.\u201d The two have met once in person in Geneva and have had several virtual conversations on Ukraine that have proven largely inconclusive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An estimated 100,000 Russian troops have been sent to areas near Ukraine, and more were moving into the neighborhood for training exercises with neighboring Belarus.<\/p>\n\n\n\n\n\n<p class=\"wp-block-paragraph\">Western allies were supplying weaponry and equipment to Ukraine. Britain sent anti-tank missiles earlier this week, while the defense ministers of the Baltic nations issued a statement saying they received U.S. approval to send Stinger air defense missiles and Javelin anti-tank missiles to strengthen Kyiv\u2019s defenses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cToday Ukraine is at the forefront of separating Europe from the military conflict with Russia,\u201d said Estonian Defense Minister Kalle Laanet. \u201cLet\u00b4s face it &#8212; the war in Ukraine is ongoing and it is important to support Ukraine in every way we can so that they can resist the aggressor.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon said the USS Harry S Truman aircraft carrier and its strike group will participate in a NATO maritime exercise in the Mediterranean, which will continue through Feb. 4 \u2014 something that has been planned since 2020, said Pentagon press secretary John Kirby. He said officials considered whether to go ahead with the exercise, because of the ongoing tensions, and decided to move ahead.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kirby said the exercise wasn\u2019t planned anticipating a Russian move on Ukraine and is \u201cnot designed against any of the kinds of scenarios that might happen with respect to Ukraine.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Thursday, Russia had announced sweeping naval maneuvers through February, some apparently in the Black Sea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. and its allies <a href=\"https:\/\/apnews.com\/article\/russia-ukraine-joe-biden-boris-johnson-business-europe-22423f450dddb6297ff823e3326f0dde\">scrambled to present a united front<\/a>. Washington and its allies <a href=\"https:\/\/apnews.com\/article\/joe-biden-vladimir-putin-moscow-russia-europe-7e06c808f644679afcfe64f66bc83792\">have repeatedly promised consequences <\/a>such as biting economic sanctions against Russia \u2014 though not military action \u2014 if it invades.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Blinken repeated that Friday, saying the U.S. and its allies were committed to diplomacy but also committed \u201cif that proves impossible, and Russia decides to pursue aggression against Ukraine, to a united, swift and severe response.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After the meeting, Blinken spoke by phone with Ukrainian Foreign Minister Dmytro Kuleba to brief him on his talks this week and reaffirm U.S. support for Kyiv\u2019s sovereignty and stress that no decisions would be made without his country\u2019s input, State Department spokesman Ned Price said. He also will brief the foreign ministers of Washington\u2019s European allies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Biden plans to spend the weekend huddling with his national security team at Camp David, press secretary Jen Psaki said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In other diplomatic moves, President Sauli Niinist\u00f6 of Finland said he spoke with Putin by phone on European security and Ukraine, saying it was \u201cimperative to preserve peace in Europe,\u201d according to his office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">President Recep Tayyip Erdogan of NATO member Turkey, which touted its strong ties with Russia and Ukraine, renewed an offer to mediate between the two countries. Erdogan said he plans to visit Kyiv next month, adding that he would also hold talks with Putin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ukraine is already beset by conflict. Russia seized control of Ukraine\u2019s Crimea Peninsula in 2014 and backed a separatist insurgency in eastern Ukraine, part of a simmering but largely stalemated conflict that has killed 14,000. Putin faced limited international consequences for those moves, but the West says a new invasion would be different.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Blinken met Ukraine\u2019s president in Kyiv and top diplomats from Britain, France and Germany in Berlin this week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Blinken\u2019s effort to stress U.S. unity with its allies took an apparent hit Wednesday when Biden drew widespread criticism for saying retaliation for Russian aggression in Ukraine would depend on the details and that a \u201cminor incursion\u201d could prompt discord among Western allies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Thursday, Biden sought to clarify his comments by cautioning that any Russian troop movements across Ukraine\u2019s border would constitute an invasion and that Moscow would \u201cpay a heavy price\u201d for such an action.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019ve been absolutely clear with President Putin,\u201d Biden said. \u201cHe has no misunderstanding: Any, any assembled Russian units move across the Ukrainian border, that is an invasion.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Adding to its warnings, Washington stepped up sanctions Thursday by slapping new measures on four Ukrainian officials who Blinken said were at the center of a Kremlin effort begun in 2020 to damage Kyiv\u2019s ability to \u201cindependently function.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The United States and allies say countries like Ukraine are entitled to their own alliances as part of sovereign security measures, but Lavrov countered that Organization for Security and Cooperation in Europe have also agreed that no nation can ensure its security by undermining security of others.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In eastern Ukraine, a soldier stationed near the front line with Russia-backed separatists called Blinken\u2019s visit to Kyiv \u201cvery important for our country.\u201d The soldier, who identified himself only by his first name, Serhiy, in line with official rules, voiced hope that if Russia attacked, \u201cwe can count on our forces\u2019 and our allies\u2019 power.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">___<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Vladimir Isachenkov in Moscow, Jan M.
