Jim Inhofe and Donald Trump won\u2019t change their minds, do we want to take another run at it and how?\u201d <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/12\/30\/hold-armed-services-chairmen-resolve-narrower-defense-bill-in-2020\/\" target=_blank>Rep. Adam Smith, D-Wash.<\/a>, said in an interview with Defense News last week. \u201cWe\u2019ll be discussing that with a lot of people.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">House lawmakers last summer approved language in the <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2019\/12\/11\/budget-bill-loaded-with-military-personnel-policies-advances-in-house\/\" target=_blank>sweeping, annual defense budget measure<\/a> that would have overridden President Trump\u2019s ban on transgender individuals joining in the military. But the proposal was dropped during negotiations, and the final policy bill included only some new studies on the potential impact of allowing them to join.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2019\/12\/30\/hold-armed-services-chairmen-resolve-narrower-defense-bill-in-2020\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_156472191220.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Armed Services Committee chairmen resolve to narrow defense bill in 2020<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">What will next year&#039;s National Defense Authorization Act look like?<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Smith said the issue is among his biggest unfinished priorities from the last year, along with ending Trump\u2019s access to military construction funds for the controversial southern border wall project and closing down the detention facility at Naval Station Guantanamo Bay.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAll of those issues were not resolved to the satisfaction of me and the Democratic party,\u201d he said. \u201cThe question is what is doable in those areas \u201c<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump and congressional Republicans have said that allowing transgender recruits (and extending other accommodations for transgender service members put in place during President Barack Obama\u2019s time in office) would hurt military readiness and create significant new costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But advocates have disputed those assessments, and said the opposition is more about discrimination than good military order.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Smith has said even without the transgender language, he is proud of the personnel issues covered in the defense authorization bill for fiscal 2020, which includes a 3.1 percent pay raise for troops, an end to the military \u201cwidows tax\u201d on survivor benefits and a new provision to compensate military families harmed by medical malpractice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He hopes to build on that work next year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEveryone agrees that people are the strength of the military,\u201d he said. \u201cBut it\u2019s not just the active-duty, it\u2019s also the civilian personnel.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2019\/07\/19\/transgender-troops-welcome-in-massachusetts-national-guard-state-official-says\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/mass_guard_logo.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Transgender troops welcome in Massachusetts National Guard, state official says<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Gov.
