The measure also includes $15.1 billion for military construction projects, $2.9 billion above President Joe Biden\u2019s budget request.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur veterans, servicemembers, and their families have made immense sacrifices to protect and serve our nation, and it is our duty to make sure they have the support they need and deserve,\u201d Appropriations Committee Chairwoman Rosa DeLauro, D-Conn., said in a statement.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2022\/03\/28\/veterans-affairs-would-get-another-big-budget-boost-under-white-houses-fiscal-2023-spending-plan\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1157263286.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Veterans Affairs budget would get another big boost under White House\u2019s 2023 spending plan<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Administration officials are pushing for a 20 percent increase in VA program funding for next fiscal year.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cThis critical legislation builds on our commitment to our veterans with targeted funding to enhance mental health care, suicide prevention, and substance use disorder programs, advance women\u2019s health and whole health initiatives, and provide homelessness assistance to our veterans most in need.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The measure also separates VA medical care spending into its own budget category, apart from other defense and non-defense discretionary spending. The move has been requested by Veterans Affairs officials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe way it helps is that you can see tangibly the escalating cost of VA health care, which helps us consider those expenses more specifically and clearly,\u201d said Rep. Debbie Wasserman Schultz, D-Fla., chairwoman of the committee\u2019s panel on veterans issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re getting a significant rise in VA medical care costs and that\u2019s expected to continue to go up exponentially. So we\u2019re making sure that we can find a way to address the rising costs of the VA funding without it eclipsing all of the other funding for discretionary programs across all the [federal appropriations] bills.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2022\/06\/22\/no-consensus-yet-on-military-spending-for-next-year-except-for-more-of-it\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">No consensus yet on military spending for next year, except for more of it<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">House lawmakers on Wednesday offered new and conflicting plans for defense spending next year, setting up intense congressional debate in coming months over what the right level of military funding for fiscal 2023 should be.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The VA budget proposal \u2014 the largest in department history \u2014 has nearly $119 billion for veterans medical care in fiscal 2023, up 22% from current year levels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That includes $13.9 billion for mental health care (up 6% from this year), $911 million for gender specific health care programs (up 8%) and $183 million for substance abuse disorder programs (up 17%).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Homeless assistance programs would be boosted to $2.7 billion, up 24% from current year levels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The full House chamber will likely vote on the spending plan next month, but the fate of the appropriations bill is uncertain after that. Senate appropriators have not yet released their plans for the VA or military construction budgets yet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The two chambers hope to agree on a compromise
