{"id":66440,"date":"2018-07-17T18:54:12","date_gmt":"2018-07-17T18:54:12","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2018\/07\/17\/ig-investigating-sexual-misconduct-among-students-and-how-dod-schools-deal-with-it\/"},"modified":"2026-08-08T12:55:40","modified_gmt":"2026-08-08T12:55:40","slug":"ig-investigating-sexual-misconduct-among-students-and-how-dod-schools-deal-with-it","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/07\/17\/ig-investigating-sexual-misconduct-among-students-and-how-dod-schools-deal-with-it\/","title":{"rendered":"IG investigating sexual misconduct among students and how DoD schools deal with it"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Defense Department\u2019s school system\u2019s policies for dealing with serious student misconduct including sexual assault and <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/military-benefits\/2016\/12\/01\/military-wife-fights-for-better-protection-of-victims-of-sexual-harassment-in-dod-schools\/\" target=_blank>sexual harassment <\/a>are under scrutiny by the DoD Inspector General, according to an announcement from the IG.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The evaluation is required in the Senate Armed Services Committee\u2019s report that accompanies their version of the fiscal 2019 National Defense Authorization Act. The committee also directed the DoD IG to examine DoD\u2019s policies for helping child victims of misconduct and for rehabilitating child offenders, including whether the DoD took action to hold offenders accountable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/2018\/06\/26\/how-one-military-wife-is-making-a-difference-for-military-child-victims-of-sexual-harassment\/\" target=\"_blank\">Army wife Susan Roeder<\/a>, who has spent 4 \u00bd years fighting for more protections for child victims of sexual harassment in DoD schools, said she \u201cwas both relieved and saddened when I saw the official notification. Relieved that the DoD IG would complete a thorough and independent investigation and saddened that it took 4\u00bd years to get to this point.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSo many officials had the opportunity and responsibility to do the right thing for our children, it should not have taken congressional action,\u201d said Roeder, whose daughter reported being sexually harassed by another student at Vilseck High School in Germany in 2013, as detailed in Military Times in 2016.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2018\/03\/13\/military-bases-unprepared-for-childhood-sex-assault\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP18067587397297.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Military bases unprepared for childhood sex assault<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">When the children of U.S. service members sexually assault one another on a military base there often is no justice.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The challenges military families face that affect their children\u2019s<a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/2018\/04\/24\/students-at-dod-run-schools-score-among-nations-best-in-reading-math-assessments\/\" target=\"_blank\"> DoDEA education<\/a> aren\u2019t just policy driven, they\u2019re systemic, Roeder said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Roeder has pursued the issue with DoDEA and DoD officials, in an effort to convince them to establish clear policies regarding sexual harassment of students in DoDEA, for the benefit of all students. To this day, the incident involving her daughter is still not classified as sexual harassment at all levels within DoDEA and DoD, she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The<a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2018\/03\/13\/ap-investigation-us-military-overlooks-sex-abuse-among-kids\/\" target=\"_blank\"> Associated Press recently published reports<\/a> detailing problems with child-on-child sexual assault on military bases, including military schools, and the issues with how law enforcement officials on and off base deal with the cases. \u201cIt is disturbing to learn the DoD\u2019s policies and procedures may prevent efforts to help child victims of misconduct, including sexual harassment and sexual assault, and to rehabilitate and hold child offenders accountable,\u201d senators stated in their committee report, citing the AP articles.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/management\/pay-benefits\/2018\/06\/26\/how-one-military-wife-is-making-a-difference-for-military-child-victims-of-sexual-harassment\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Susan-Roeder-and-daughter-Gretchen.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">How one military wife is making a difference for military child victims of sexual harassment<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Her daughter reported being sexually harassed at a DoD school. Yet if they are sexually violated by a classmate, a neighborhood kid or a sibling, they often get lost in a legal and bureaucratic netherworld.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In 2016, Defense officials told Military Times they were investigating Roeder\u2019s concerns. At a December 2017 Dependents Education Council meeting, officials acknowledged that before August 2017, DoDEA had handled claims of alleged discrimination from students, parents or employees informally without providing notice of their rights and how to file a formal complaint. By law, discrimination on the basis of sex can include sexual harassment or sexual violence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DoDEA has taken a number of steps, including some in the last few months, to establish policies and procedures to protect students who are victims of sexual harassment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In February, DoDEA director Thomas Brady issued a directive stating DoDEA\u2019s commitment to ensuring no one is subject to any form of sexual harassment in any DoDEA programs or activities, outlining procedures for handling reports of sexual
