{"id":66714,"date":"2021-07-16T03:12:40","date_gmt":"2021-07-16T03:12:40","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2021\/07\/16\/not-just-fort-rucker-commanders-can-ask-about-covid-vaccine-status-dod-wide\/"},"modified":"2026-08-08T12:34:50","modified_gmt":"2026-08-08T12:34:50","slug":"not-just-fort-rucker-commanders-can-ask-about-covid-vaccine-status-dod-wide","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/pentagon-congress\/2021\/07\/16\/not-just-fort-rucker-commanders-can-ask-about-covid-vaccine-status-dod-wide\/","title":{"rendered":"Not just Fort Rucker: Commanders can ask about COVID vaccine status DoD-wide"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Fort Rucker made headlines Wednesday and Thursday when leadership there said they would start to require proof of COVID-19 vaccination for unmasked service members.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the Alabama post, home to the Army\u2019s warrant officer and aviation training programs, isn\u2019t the first Defense Department installation to do this, according to guidance earlier this month from another Army post.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Current policy permits fully-vaccinated troops, civilians and contractors to go without a face mask on military bases. Unvaccinated personnel are still required to wear masks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Any commander or supervisor can ask unmasked uniformed personnel about their vaccination status, not just those at Fort Rucker. The installation wasn\u2019t the first to put out this guidance, either.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DoD issued <a href=\"https:\/\/www.defense.gov\/Newsroom\/Releases\/Release\/Article\/2669178\/force-health-protection-guidance-supplement-17-revision-1-dod-guidance-for-the\/\" target=\"_blank\">updated force health protection directions <\/a>on June 22 directly authorizing commanders to ask unmasked personnel about their vaccination status.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn accordance with this guidance, unmasked, fully vaccinated service members should be prepared to show proof of vaccination (CDC vaccination card or other medical documentation),\u201d said the announcement accompanying the guidance. \u201cService members and civilian employees who misrepresent their vaccination status may be subject to appropriate adverse administrative or punitive actions.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Leaders cannot ask unmasked DoD civilian employees if they\u2019ve received the vaccine unless \u201cthe supervisor has a reasonable basis to believe the unmasked employee has not been fully vaccinated, based on reliable evidence such as firsthand knowledge of voluntary employee statements.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fort Rucker, <a href=\"https:\/\/home.army.mil\/rucker\/application\/files\/6916\/2618\/2147\/General_Order_12_20210713.pdf\" target=\"_blank\">which issued its guidance on July 13<\/a>, roughly three weeks after the DoD\u2019s change in policy, wasn\u2019t the first military installation to implement the policy after its announcement, either.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A <a href=\"https:\/\/home.army.mil\/stewart\/application\/files\/6516\/2569\/4275\/ENCL_1_GO1_3ID_COVID_1JUL21.pdf\" target=\"_blank\">July 1 order from Maj. Gen. Charles Costanza<\/a>, commanding general of the 3rd Infantry Division and Fort Stewart, Georgia, empowers \u201cdirect line supervisors\u201d such as team leaders to ask unmasked soldiers about their vaccination status, in addition to compelling vaccinated troops to carry their shot record.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCommanders and direct line supervisors may ask subordinates about whether they have been vaccinated in order to enforce this policy,\u201d Costanza\u2019s order reads. \u201cAll vaccinated [troops] shall maintain a copy of their&#8230;[vaccine card] in either hard copy or as a photo or document on their phone.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fort Stewart may not have been the first installation to update its rules governing vaccine card checks either \u2014 the DoD has hundreds of installations, and not all of them maintain public-facing pages where the information is readily accessible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Many installations are also maintaining leave restrictions for unvaccinated personnel, which vaccinated troops can avoid by providing their shot records.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/media.defense.gov\/2021\/Jun\/23\/2002748221\/-1\/-1\/1\/FHP-GUIDANCE-SUPPLEMENT-17-REVISION-1-DOD-GUIDANCE-FOR-THE-USE-OF-MASKS-PPE-AND-NON-PHARMACEUTICAL-INTERVENTIONS-DURING-THE-COVID-19-PANDEMIC.PDF\" target=\"_blank\">DoD memorandum<\/a> also states that \u201clocal commanders and supervisors may elect to establish more stringent guidelines for wearing masks.\u201d<\/p>\n\n\n\n<p
