{"id":67230,"date":"2019-09-11T09:00:29","date_gmt":"2019-09-11T09:00:29","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2019\/09\/11\/these-90-army-posts-have-contaminated-drinking-water\/"},"modified":"2026-08-08T13:08:57","modified_gmt":"2026-08-08T13:08:57","slug":"these-90-army-posts-have-contaminated-drinking-water","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/pentagon-congress\/2019\/09\/11\/these-90-army-posts-have-contaminated-drinking-water\/","title":{"rendered":"These 90 Army posts have contaminated drinking water"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">As a <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2019\/07\/24\/esper-creates-task-force-to-deal-with-cancer-causing-chemicals-on-military-installations\/\" target=\"_blank\">Pentagon task force<\/a> looks into unsafe drinking water on its installations, <a href=\"https:\/\/cdn3.ewg.org\/sites\/default\/files\/u352\/EWG_PFASTable-Army_C01.pdf?_ga=2.221565720.1036667099.1568130417-1210461551.1568130417\" target=\"_blank\">a new list of Army posts<\/a> has been added to the roster of bases where <a href=\"https:\/\/www.militarytimes.com\/2019\/07\/14\/heres-an-updated-map-of-military-sites-where-dod-found-cancer-causing-chemicals-in-the-drinking-water\/\" target=\"_blank\">per- and polyfluoroalkyl substances<\/a> have been found in ground water as recently as this year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ninety active Army, Army Reserve and Army National Guard posts are on the list, obtained by the Environmental Working Group by Freedom of Information Act request, the findings of which were posted to the organization\u2019s site late Tuesday night. The Army says that despite the confirmed presence of PFAS in the drinking water, no one is taking in unsafe levels of the chemicals, because their filtered water complies with Environmental Protection Agency guidelines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, the EWG remains concerned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThese results are alarming, because they show that PFAS contamination of the water provided to our soldiers is nationwide and exposes them to a number of types of PFAS,\u201d EWG senior scientist Dave Andrews said in a release. \u201cBecause many PFAS chemicals build up in the body, even very low concentrations in drinking water can increase the risks of serious health problems. What\u2019s more, the lack of regular monitoring suggests that military personnel could have been drinking water with even higher levels of PFAS in the past.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In their <a href=\"https:\/\/cdn3.ewg.org\/sites\/default\/files\/u352\/FA-19-0044%201st%20interim%20response%20to%20the%20requester.pdf?_ga=2.19240888.1036667099.1568130417-1210461551.1568130417\" target=_blank>response to the FOIA request<\/a>, the Army said that it has tested drinking water throughout its installations and made moves to filter it and keep it under the EPA\u2019s prescribed \u201clifetime healthy advisory\u201d limit, which is 70 parts-per-trillion for perfluorooctanesulfonic acid and perfluorooctanoic acid, two types of PFAS.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere are currently no Army personnel or families drinking water with levels of PFOS\/PFOA above the LHA,\u201d Army Department senior counsel Paul DeAgostino wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new list brings number of documented contaminated bases to 297, 108 of which are Army posts. Fort Leavenworth, Kansas, sits at the top of the the Army\u2019s list, with 10 different types of PFAS totaling 4,022 parts per trillion, according to Army data.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The no. 2 and 3 most-contaminated installations are the Guard\u2019s Joint Forces Training Base in Los Alamitos, California, and Belmont Armory, Michigan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Seventy-three on the list are Guard facilities, including armories, readiness centers and training areas. Of the hundreds of bases known to be contaminated, the Defense Department was required by the EPA to test about 70 following a 2012 rule on contamination monitoring.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After the EPA issued more guidance in 2016, including the 70 ppt rule, testing and monitoring expanded, according to the Army\u2019s response to the FOIA request.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.epa.gov\/ground-water-and-drinking-water\/drinking-water-health-advisories-pfoa-and-pfos\" target=\"_blank\">Exposure to the chemicals<\/a> \u2015 found in firefighting foam used not only in vehicle or aircraft incidents on military bases, but in numerous training drills over decades \u2015 has been linked to cancer and other health issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Though the Army is following EPA regulations, according to the EWG, their 70 ppt guideline is \u201c70 times higher than the 1 ppt safe level found by some <a href=\"https:\/\/www.ewg.org\/research\/teflon-chemical-harmful-at-smallest-doses\">independent studies<\/a> and endorsed by EWG,\u201d according to the organization\u2019s release. \u201cSome states have set limits ranging from 11 ppt to 20 ppt.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Further, the EWG argued that the Pentagon\u2019s pledge to filter tap water on bases is not good enough, as the effort doesn\u2019t address the contamination itself.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/management\/pay-benefits\/2019\/05\/06\/will-this-proposal-help-dods-water-cleanup-efforts\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/C-Mil-Cancer-Foam-1-0318.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Will this proposal help DoD\u2019s water cleanup efforts?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Check this map to see if your base is among the military locations where contamination has been found<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Pentagon has cited EPA\u2019s failure to designate PFAS as \u2018hazardous substances\u2019 under the federal <a href=\"https:\/\/www.epa.gov\/superfund\/superfund-cercla-overview\" target=_blank>Superfund law<\/a> as one reason for its refusal to clean up PFAS contamination,\u201d according to the release.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers are making moves to change that. In July, the both the House and Senate\u2019s versions of the next National Defense Authorization Act included a provision designating PFAS as hazardous, banning the use of fluorinated firefighting foam. The House\u2019s would also ban the use of PFAS in packaging for meals ready-to-eat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, according to a July statement from the White House, President Trump planned to veto the NDAA if the PFAS bills stayed as proposed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCongress should not wait for President Trump\u2019s EPA to act,\u201d Scott Faber, EWG\u2019s senior vice president for government affairs, said in the release. \u201cThe final NDAA must quickly end the Defense Department\u2019s use of PFAS in firefighting foam and food packaging, and kick-start efforts to clean up legacy PFAS pollution.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the meantime, DoD has begun to research alternatives to its current firefighting foam products. According to a September release, the department is taking proposals \u2015 the deadline is Sept. 12 \u2015 with an eye toward funding one in fiscal year
