The command is primarily composed of canvassing recruiter professionals to educate others \u2014 including active duty sailors, veterans and civilians\u2014 about the Navy Reserve, according to the service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe challenge that has affected us all is the competition for our military and civilian talent, and that of our reserve market,\u201d said Capt. Karen Muntean, commander of Navy Recruiting Reserve Command, in a news release. \u201cThis competitive employment market has forced us to think about short- and long-term organizational structures that make sense.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This move is part of Commander Navy Recruiting Command\u2019s realignment of its command structure, which went from a three geographic region model \u2014 east, central and west) to a two region model (east and west) for active duty recruiting, Reserve New Accession Training and Training and Administration of the Reserves, according to the Navy. That frees the new NRRC to focus on the prior-service Reserve mission in a competitive job market.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The command is slated to hold an inaugural production conference in Millington, Tennessee, in September.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe objective for the initial NRRC leadership conference is to connect our leaders, accept mission assignments, identify strategic partnerships and move forward together,\u201d Muntean said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2022\/07\/19\/army-will-be-up-to-28000-troops-understrength-vice-chief-tells-congress\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/7274782.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Citing recruiting woes, Army will shed up to 28,000 troops in next year<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The service has been struggling with recruiting in 2022.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Leaders like Gen. Joseph Martin, the Army\u2019s vice chief of staff, <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2022\/07\/19\/army-will-be-up-to-28000-troops-understrength-vice-chief-tells-congress\/\" target=\"_blank\">have recently cited manning struggles<\/a> stemming from recruiting. The Army anticipates it will miss its end strength goal for fiscal 2022 by approximately 7,000 troops, Martin said in July.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Commanders from each of the services have said such factors as more thorough medical screenings, fewer Americans eligible to serve, and low civilian unemployment have contributed to the recruitment challenges.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other services, including the Navy, are faring better than the Army, though. Chief of Naval Operations Adm. Mike Gilday told reporters July 26 that while recruiting is still proving a challenge, the <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2022\/01\/31\/navy-surpasses-retention-goals-for-fy21-shifts-focus-to-sustainment\/\" target=\"_blank\">Navy is currently on track to meet its goals<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The sea service is striving to cater to young people and is reevaluating certain policies that previously barred many of them from serving, Gilday said. He cited recent changes like last year\u2019s policy update that allowed those who\u2019d previously tested positive for marijuana to join the service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis isn\u2019t the first time that we\u2019ve faced these challenges,\u201d Gilday said. \u201cWe just can\u2019t rest on our laurels. We have to be more innovative. We have to be more creative. Our outreach has to improve.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last year, the Navy surpassed its goals, recruiting a total of 33,559 new enlisted sailors to the fleet in FY2021, 159
