{"id":67429,"date":"2022-01-26T13:56:38","date_gmt":"2022-01-26T13:56:38","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2022\/01\/26\/russia-threatens-retaliation-if-ukraine-demands-not-met\/"},"modified":"2026-08-08T13:14:10","modified_gmt":"2026-08-08T13:14:10","slug":"russia-threatens-retaliation-if-ukraine-demands-not-met","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/flashpoints\/2022\/01\/26\/russia-threatens-retaliation-if-ukraine-demands-not-met\/","title":{"rendered":"Russia threatens retaliation if Ukraine demands not met"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Russia warned Wednesday it would quickly take \u201cretaliatory measures\u201d if the U.S. and its allies reject its security demands and <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2022\/01\/25\/more-troops-could-be-put-on-alert-for-ukraine-response\/\" target=\"_blank\">continue their \u201caggressive\u201d policies<\/a>, ratcheting up pressure on the West amid concerns that Moscow is planning to invade Ukraine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russia has repeatedly denied it has any such designs, but the United States and its NATO allies are worried because Russia has massed an estimated 100,000 troops near Ukraine\u2019s border and launched a series of war games in the region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the heart of the standoff are questions about Ukraine\u2019s future: Russia has demanded guarantees that NATO will never admit the country and other ex-Soviet nations as members and that the alliance will roll back troop deployments in other former Soviet bloc nations. Some of these, like the membership pledge, are nonstarters for NATO, creating a seemingly intractable stalemate that many fear can only end in a war.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking to lawmakers Wednesday, Russian Foreign Minister Sergey Lavrov said he and other top officials will advise President Vladimir Putin on the next steps after receiving written replies from the United States to the demands. Those answers are expected this week \u2014 even though the U.S. and its allies have already made clear they will reject the top Russian demands.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf the West continues its aggressive course, Moscow will take the necessary retaliatory measures,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While Russia is currently waiting for the American reply, Lavrov indicated it wouldn\u2019t wait forever: \u201cWe won\u2019t allow our proposals to be drowned in endless discussions,\u201d he said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2022\/01\/24\/up-to-8500-us-troops-on-heightened-alert-in-case-of-russian-move-on-ukraine\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"193\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP21341671897496.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Up to 8,500 U.S. troops on heightened alert in case of Russian move on Ukraine<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Thousands of U.S. troops could be called on to deploy in support of NATO&#039;s Response Force.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Asked by lawmakers if Russia could expand military cooperation with Cuba, Venezuela and Nicaragua as part of its retaliatory measures, Lavrov responded merely that Moscow has close ties with those countries and is seeking to deepen them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier this month, Lavrov\u2019s deputy pointedly refused to rule out the deployment of Russian military assets to Cuba and Venezuela \u2014 far closer to the U.S. than Ukraine \u2014 if Moscow\u2019s security demands aren\u2019t met.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NATO said this week it was bolstering its deterrence in the Baltic Sea region and the U.S. <a href=\"https:\/\/apnews.com\/article\/russia-ukraine-joe-biden-boris-johnson-business-europe-4d564f437e1fb44fedd871c3ade60c5f\">ordered 8,500 troops on higher alert<\/a> for potential deployment to Europe. Western nations have also sent planeloads of weapons to help Ukraine strengthen its defenses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Amid the escalating tensions, Ukrainian officials <a href=\"https:\/\/apnews.com\/article\/russia-ukraine-russia-diplomacy-europe-baltic-sea-44821c52f54b5e927d86ea28420cb2cf\">have sought to calm nerves<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ukraine\u2019s Foreign Minister Dmytro Kuleba said Wednesday that while the concentration of Russian troops near Ukraine poses a threat, \u201ctheir number is now insufficient for a large-scale offensive.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey are still missing some key military elements and systems to mount a big, full-scale offensive,\u201d Kuleba told reporters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As others have, he noted that causing alarm could be an end in itself. Fighting between Ukrainian forces and Russia-backed rebels has killed over 14,000 people, and efforts to reach a settlement have stalled.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kremlin spokesman Dmitry Peskov said that Moscow expects a \u201cgood frank\u201d talk at the Paris meeting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russia has repeatedly accused Ukraine of planning to retake the areas controlled by the rebels \u2014 something Kyiv denies. On Wednesday, Lavrov again alleged that the West is encouraging Ukraine to launch an offensive and rejected the Western talk about an imminent Russian invasion as \u201chysterics.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to the military moves, the U.S. and its allies have threatened sanctions like never before if Moscow sends its troops into Ukraine, but they have given few details, saying it\u2019s best to keep Putin guessing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Tuesday, U.S. President Joe Biden told reporters that Putin \u201ccontinues to build forces along Ukraine\u2019s border,\u201d and an attack \u201cwould be the largest invasion since World War II. It would change the world.\u201d He <a href=\"https:\/\/apnews.com\/article\/voting-rights-russia-ukraine-joe-biden-business-voting-bb843191f9a6636e90efb97612e069cf\">warned that there would be serious economic consequences<\/a> for Putin, including personal sanctions, in the event of an invasion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked to comment on Biden\u2019s statement, Peskov pointed out that the Russian president and other top officials don\u2019t have assets in the West but reaffirmed that such U.S. sanctions would be \u201cpolitically destructive\u201d for bilateral ties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Britain is also promising sanctions, and Foreign Secretary Liz Truss has urged European nations to do more to support Ukraine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.K. has sent anti-tank weapons to Ukraine, though it has ruled out sending combat troops.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ll be legislating to toughen up our sanctions regime and make sure we are fully able to hit both individuals and companies and banks in Russia in the event of an incursion,\u201d she told the BBC. \u201cWhat\u2019s important is that all of our allies do the same.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Amid the soaring tensions, the U.S., Britain, Australia, Germany and Canada have also moved to
