President Donald Trump said he\u2019d \u201cprefer not\u201d to meet with Iranian President Hassan Rouhani at next week\u2019s U.N. session but \u201cI never rule anything out.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Iran continued to deny involvement in last weekend\u2019s attack on Saudi Arabia\u2019s Abqaiq oil processing plant and its Khurais oil field, a strike that interrupted the equivalent of about 5 percent of the world\u2019s daily supply. Saudi Arabia\u2019s energy minister said Tuesday that more than half of the country\u2019s daily crude oil production that was knocked out by the attack had been recovered and production capacity at the targeted plants would be fully restored by the end of the month.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2019\/09\/16\/us-blames-iran-for-saudi-strike-big-hit-for-oil-prices\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP19259760722642.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Trump: It looks like Iran hit Saudis, no military option yet<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">President Donald Trump declared Monday it \u201clooks\u201d like Iran was behind the explosive attack on Saudi Arabian oil facilities. But he stressed that military retaliation was not yet on the table in response to the strike against a key U.S. Mideast ally.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Trump administration was moving cautiously as it navigated competing impulses \u2014 seeking to keep up a pressure campaign aimed at forcing Tehran to negotiate on broader issues with the U.S. while deterring any further Iranian attacks and avoiding another Middle East war. It all was occurring as the administration deals with a host of other foreign policy issues and has no national security adviser, following the recent ouster of John Bolton.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Echoing Trump\u2019s warning from earlier in the week, Vice President Mike Pence said American forces were \u201clocked and loaded\u201d for war if needed. The at-times divergent messages from his administration, officials say, mirror internal staff divisions and even the president\u2019s own hesitations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou know, I\u2019m not looking to get into new conflict,\u201d Trump said Monday, \u201cbut sometimes you have to.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aides say he&#8217;s taking a prudent pause.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe president\u2019s being cautious, and if he were banging the gong today about Iran being the culprit, inevitably, without presenting the case to the American people, everyone would be saying he\u2019s a warmonger,\u201d said White House spokesman Hogan Gidley.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The crisis comes amid upheaval in Trump\u2019s national security team. His national security adviser, Bolton, departed earlier this month after policy clashes, including disagreements over how best t<a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2019\/09\/03\/us-led-persian-gulf-patrols-put-iran-on-notice\/\" target=_blank>o pressure Iran into returning to the negotiating table<\/a> on its nuclear and missile programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Iran\u2019s alleged involvement in a recent series of provocations in the Gulf coincides with key moments in the unraveling of the country\u2019s 2015 nuclear deal with world powers, from which Trump unilaterally withdrew the U.S. in May of last year. That was followed by a U.S. economic sanctions campaign, dubbed \u201cmaximum pressure,\u201d that has cut off much of Iran\u2019s international oil exports.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Iran, in turn, has said that no one will be able to export oil from the region if Tehran can\u2019t. Joseph Dunford, chairman of the Joint Chiefs of Staff, said Tuesday that U.S. military experts were in Saudi Arabia working with counterparts to \u201cdo the forensics on the attack\u201d \u2014 gleaning evidence that could help build a convincing case for where the weapons originated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking to reporters in London, Dunford noted \u2014 as Trump had on Monday \u2014 that the attack was not aimed at the United States or U.S. forces. Therefore, he said, no steps were being taken to beef up t<a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2019\/08\/05\/uk-joins-us-in-strait-of-hormuz-naval-security-mission\/\" target=_blank>he U.S. military presence in the Gulf region<\/a>, which includes air defense forces and support troops at Prince Sultan Air Base south of the Saudi capital of Riyadh. The U.S. Navy has an aircraft carrier battle group in the area and fighter and bomber aircraft elsewhere in the Gulf.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A senior administration official said the U.S. sees a role to play for the U.N. Security Council, which was created to address threats to international peace and security. The U.S. believes the attack meets that threshold, but the administration first needs to \u201cgather the releasable\u201d information and intelligence it has collected about the strike, according to the official, who was not authorized to publicly discuss the attacks and spoke only on condition of anonymity. The security council meets next week in New York.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jon Alterman, director of the Middle East program at the Center for Strategic and International Studies, said Trump must fashion a response to Iran that fits his administration\u2019s stated priority of shifting from decades of insurgency warfare in Afghanistan and the Middle East to better position the U.S. for more serious international conflict.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe military\u2019s instinct is increasingly that you can continue to pour resources into confronting Iran, but you\u2019re never going to fix the problem and, most importantly, you\u2019re taking resources away from confronting the real threats to the United States, which are China and Russia,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump also faces a skeptical Congress. A bipartisan group of House members on Monday called for new language in 2020 defense spending bills that would prevent the president from starting a war with Iran without congressional authorization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pence met behind closed doors on Capitol Hill with Senate Republicans, and lawmakers were reviewing classified intelligence about the attack. Some Republican senators said a three-page document shared with Congress is convincing that Iran was behind the attack.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Ron Johnson, a Wisconsin Republican, said he was \u201c100 percent convinced\u201d it was Iran.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Lindsey Graham of South Carolina, a Trump ally, said the president is trying to build a regional coalition before any action.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think the appropriate response would be to knock one of the refineries in Iran out of business,\u201d Graham told reporters. He has spoken to the president and expects more information at an \u201cappropriate time.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Democratic Sen. Tim Kaine of Virginia, a member of the Armed Services Committee, acknowledged the intelligence is \u201cpretty good\u201d that there\u2019s an Iran connection, but he warned the Trump administration off a military response.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe administration is lying to the American people when they say it was an unprovoked attack,\u201d Kaine said, arguing the U.S. imposed sanctions and other withdrawal from the Iran nuclear deal are provoking Iran\u2019s behavior.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe should not go to war to protect Saudi oil, but we should not go to another war that\u2019s premised upon lying to the American public,\u201d Kaine said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>AP Writers Aya Batrawy and Jon Gambrell contributed from Dubai, United Arab Emirates.
