{"id":69760,"date":"2021-07-02T21:30:37","date_gmt":"2021-07-02T21:30:37","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2021\/07\/02\/bye-bye-bagram-hello-new-pullout-target-now-late-august\/"},"modified":"2026-08-08T13:52:32","modified_gmt":"2026-08-08T13:52:32","slug":"bye-bye-bagram-hello-new-pullout-target-now-late-august","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/pentagon-congress\/2021\/07\/02\/bye-bye-bagram-hello-new-pullout-target-now-late-august\/","title":{"rendered":"Bye-Bye Bagram, hello new pullout target: now \u2018late August\u2019"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON (AP) \u2014 Nearly 20 years after invading Afghanistan to oust the Taliban and hunt down al-Qaida, the U.S. military has vacated its <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2021\/06\/29\/its-imminent-after-nearly-20-years-us-to-leave-bagram\/\" target=\"_blank\">biggest airfield in the country<\/a>, advancing <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2021\/07\/02\/us-military-hands-over-bagram-airfield-to-afghans-after-nearly-20-years\/\" target=\"_blank\">a final withdrawal<\/a> that the Pentagon on Friday said will be completed by the end of August.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">President Joe Biden had instructed the Pentagon to complete the military withdrawal by Sept. 11, the 20th anniversary of the jihadi attacks on the United States, but the Pentagon now says it can finish the drawdown a little earlier. (Rahmat Gul\/AP)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Kirby said that on Friday, Defense Secretary Lloyd Austin approved a new command structure in Afghanistan to transition the U.S. military mission from warfighting to two new objectives \u2014 protecting a continuing U.S. diplomatic presence in Kabul and maintaining liaison with the Afghan military.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Austin\u2019s plan calls for the top commander in Afghanistan, Army Gen. Scott Miller, to transfer his combat authorities to the Florida-based head of U.S. Central Command, Marine Gen. Frank McKenzie, before relinquishing his command this month. Also, a two-star Navy admiral will head a U.S. Embassy-based military office, dubbed U.S. Forces Afghanistan-Forward, to oversee the new mission of providing security for the embassy and its diplomats.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A satellite military office based in Qatar and headed by a U.S. one-star general will be established to administer U.S. financial support for the Afghan military and police, plus maintenance support provided for Afghan aircraft from outside Afghanistan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kirby said Miller, who already is the longest-serving commander of U.S. forces in Afghanistan in the 20 years of warfare, will remain in command for \u201ca couple of weeks\u201d longer but Kirby was not more specific. At its peak in and around 2012, Bagram Airfield saw more than 100,000 U.S. troops pass through the massive compound barely an hour\u2019s drive north of Kabul.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While no one was calling Miller\u2019s visit a farewell, in the backdrop of the evacuation of Bagram Airfield it had the hallmarks of a goodbye.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, Afghanistan\u2019s district administrator for Bagram, Darwaish Raufi, said the American departure was done overnight without any coordination with local officials, and as a result early Friday, dozens of local looters stormed through the unprotected gates before Afghan forces regained control.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey were stopped and some have been arrested and the rest have been cleared from the base,\u201d Raufi told The Associated Press, adding that the looters ransacked several buildings before being arrested and the Afghan forces took control.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cUnfortunately the Americans left without any coordination with Bagram district officials or the governor\u2019s office,\u201d Raufi said. \u201cRight now our Afghan security forces are in control both inside and outside of the base.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, U.S. military spokesman Col. Sonny Leggett said the handover was an \u201cextensive process\u201d that spanned several weeks and began soon after Biden\u2019s mid-April announcement that America was withdrawing the last of its forces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAll handovers of Resolute Support bases and facilities, to include Bagram Airfield, have been closely coordinated, both with senior leaders from the government and with our Afghan partners in the security forces, including leadership of the locally based units respective to each base,\u201d said Col. Leggett.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Taliban welcomed the American withdrawal from Bagram Airfield. In February 2020, the Trump administration signed a peace deal with the Taliban promising the withdrawal of all troops from Afghanistan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Taliban spokesman Zabihullah Mujahid tweeted that Friday\u2019s departure was a \u201cpositive step,\u201d urging for the \u201cwithdrawal of foreign forces from all parts of the country.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As of this week, most other&nbsp;<a href=\"https:\/\/apnews.com\/article\/europe-afghanistan-health-coronavirus-pandemic-9c1c4f5732c032ba85865aab0338a7a3\">NATO soldiers have already quietly exited<\/a>&nbsp;Afghanistan. Announcements from several countries analyzed by the AP show that a majority of European troops has left with little ceremony \u2014 a stark contrast to the dramatic and public show of force and unity when NATO allies lined up to back the U.S. invasion in 2001.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. has refused to say when the last American soldier would leave Afghanistan, citing security concerns, but also future security and protection for Kabul International Airport is still being negotiated. Turkish and U.S. soldiers are currently protecting the airport, still under Resolute Support Mission, which is the military mission being wound down.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Until a new agreement for the airport is struck by Turkey and the Afghan government, and possibly the United States, it appears the Resolute Support mission would to have to continue to be in charge of the facility.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. will also have about 650 troops in Afghanistan to protect its sprawling embassy in Kabul. Their presence is understood will be covered under a bilateral agreement with the Afghan government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. and NATO departure comes as the Taliban make strides in several parts of the country, overrunning dozens of districts and overwhelming beleaguered Afghan security forces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">___<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gannon reported from Kabul.
