{"id":72356,"date":"2023-01-19T15:49:52","date_gmt":"2023-01-19T15:49:52","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2023\/01\/19\/new-ohio-voter-id-law-also-excludes-state-veterans-ids\/"},"modified":"2026-08-08T15:16:04","modified_gmt":"2026-08-08T15:16:04","slug":"new-ohio-voter-id-law-also-excludes-state-veterans-ids","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2023\/01\/19\/new-ohio-voter-id-law-also-excludes-state-veterans-ids\/","title":{"rendered":"New Ohio voter ID law also excludes state veterans\u2019 IDs"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Franklin County Recorder Daniel O\u2019Connor is blasting Ohio\u2019s Republican leaders for excluding county-issued veterans\u2019 identification from the list of IDs one can use <a href=\"https:\/\/www.militarytimes.com\/news\/election-2022\/2023\/01\/03\/breaking-down-the-number-of-veterans-in-the-118th-congress\/\" target=\"_blank\">to vote <\/a>under the state\u2019s controversial new law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gov. Mike DeWine signed House Bill 458 earlier this month after it was rushed through a lame-duck session by the heavily gerrymandered legislature in December. In previous elections, <a href=\"https:\/\/www.militarytimes.com\/news\/election-2022\/2022\/11\/17\/former-navy-pilots-win-cements-republican-control-of-us-house\/\" target=\"_blank\">voters could establish<\/a> their identities not only with valid driver\u2019s licenses but also with documents such as utility bills and county-issued vet IDs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It might be hard to see significant problems with the old system. Secretary of State Frank LaRose found possible fraud in just one of every 222,000 votes cast in the 2020 election. But the state\u2019s GOP leaders enacted HB 458 anyway, requiring Ohioans to have a driver\u2019s license, state ID, passport, or military ID to cast a vote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So far, it\u2019s been tricky for researchers to show that strict voter ID laws suppress turnout because of problems with data and methodology. But voting rights advocates say that it only stands to reason that such laws would disproportionately affect the poor and communities of color.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those groups are less likely to have driver\u2019s licenses or the documents needed to get one in the first place. And a report last year by the Legal Aid Society of Cleveland showed that a million Ohioans have licenses that are suspended because of debts relating to traffic fees and fines and unpaid child support. That\u2019s a number equal to one-eighth of the state\u2019s registered <a href=\"https:\/\/www.militarytimes.com\/news\/election-2022\/2022\/11\/15\/top-republican-on-house-defense-appropriations-panel-wins-re-election\/\" target=\"_blank\">voters<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those suspensions fall overwhelmingly on poor urban communities that \u2014 perhaps not coincidentally \u2014 are much more likely to vote for Democrats.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In terms of military IDs, HB 458 allows people with federally issued military and veterans\u2019 ID cards to use those to vote. It also allows Ohio National Guard IDs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But it doesn\u2019t appear to allow veterans\u2019 cards that are issued by county recorders\u2019 or veterans\u2019 services offices under a 2016 law. To be issued one, a veteran has to produce a discharge form \u2014 DD-214 \u2014 and other forms of identification.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">O\u2019Connor spokeswoman Hanna Detwiler said that about 5,000 Franklin County residents have such IDs, but it isn\u2019t clear how many will be disenfranchised under HB 458.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m not sure how many veterans have our card as their only form of ID,\u201d she said in an email. \u201cBut obviously things happen \u2014 like losing a wallet \u2014 where this might be the only form they have after showing the two additional forms of ID when initially getting the card.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked about the omission, DeWine Press Secretary Dan Tierney in an email said, \u201cthe bill did reduce the number of forms of identification that could be used and instead specified state-issued (and certain federal-issued) photo IDs. The bill provided for the (Bureau of Motor Vehicles) issued state identification cards as the photo IDs available at no cost to Ohio voters.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tierney added, \u201cMy understanding from legislative testimony is that, by far, the most common ID used for voting in Ohio are state-issued driver\u2019s licenses.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">O\u2019Connor, the Democratic county recorder, in a statement slammed GOP officials for not publicly announcing that this form of veterans\u2019 ID will no longer be accepted at polling places.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s bad enough that in the middle of the night, the Ohio legislature decided to target our right to vote,\u201d he said. \u201cBut specifically invalidating the free state-issued ID our office provides to retired service members is unacceptable, and I will not stay silent about it.\u201d<\/p>\n\n\n\n<p
