The 10-year, $16 billion project is designed to put <a href=\"https:\/\/www.militarytimes.com\/veterans\/2023\/02\/06\/oracle-exec-va-health-records-overhaul-is-only-real-option-for-vets\/\" target=\"_blank\">VA medical records<\/a> on the same system as the Defense Department, but only five sites have begun using the software since it was first rolled out in late 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t see what has fundamentally changed in system training or program management [in recent months] that will make the implementation more successful,\u201d said Sen. Jerry Moran, R-Kansas, ranking member of the Senate Veterans\u2019 Affairs Committee. He said results so far \u201csuggest to me that the whole effort may be sleepwalking forward and extremely disruptive.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2023\/01\/31\/lawmakers-demand-fixes-in-va-health-records-before-any-more-rollouts\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Mann-Grandstaff-Department-of-Veterans-Affairs-Medical-Center-1.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Lawmakers demand fixes in VA health records before any more rollouts<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">New legislation would block further deployments of the controversial system until VA leaders can promise permanent improvements.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">But officials with VA and Oracle Cerner \u2014 the company behind the new medical records software \u2014 insisted that improvements in recent months have put the modernization project on better footing, allowing new deployments to resume this summer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mike Sicilia, executive vice president at Oracle, testified before the committee on Wednesday that system glitches have been addressed since VA last fall ordered a halt to all new deployments, a pause slated to last until at least June 2023.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In late 2022, the software averaged 345 minutes of down time a month. Oracle officials said for January and February of this year, that figure was down to 21 minutes a month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs I look back on what has been accomplished in the last nine months, I am more optimistic than ever that we are now on the right trajectory,\u201d Sicilia said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Department officials said that work begins in about four months. They plan to deploy the new software to six new sites this year, while also implementing new training protocols, support services and system fixes. Dr. Neil Evans, acting executive director of the health records office, testified that he is confident the project is \u201cmoving in the right direction.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, officials couched that the additional deployments will happen, saying that site-by-site assessments still need to take place before any work begins. The department is expected to release a more detailed deployment schedule in coming weeks. And officials also reiterated past public promises not to move ahead if lingering safety and usability concerns are not addressed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Researchers at the Government Accountability Office said they\u2019ll need to do even more. While some improvements have been implemented, the GAO said surveys have shown that the vast majority of medical staff are pessimistic about how easy to use or effective the new system will be.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis needs to be addressed before deployments resume,\u201d Carol Harris, director of GAO\u2019s information technology office, told lawmakers. \u201cVA is well aware that its users are unhappy with the system.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Committee member Sen. Patty Murray, D-Wash. \u2014 whose state includes two of the first five deployment sites \u2014 questioned whether more money should be put into the system without proof it can work. Leaders on the House Veterans\u2019 Affairs Committee have introduced legislation to block any future software deployments unless certain performance and safety criteria are met. Last week, the panel held a hearing looking at whether taxpayer funds would be better spent<a href=\"https:\/\/www.militarytimes.com\/veterans\/2023\/03\/07\/vet-agency-asks-why-fix-outdated-but-outgoing-record-system\/\" target=\"_blank\"> upgrading the existing VA health care system<\/a>, instead of installing a new one.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senate Veterans\u2019 Affairs Committee Chairman Jon Tester, D-Mont., expressed frustration over the progress so far and vowed that, \u201call options are on the table except one: I\u2019m not going to abandon the effort to modernize VA\u2019s records.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But he also expressed skepticism about restarting work in June without more evidence that past patient safety issues have been addressed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Future funding of the records project is expected to be a key focus of budget discussions on Capitol Hill over the next few months. The White House has requested $325 billion in funding for the Department of Veterans Affairs in fiscal 2024, which would be the largest in department
